Effective August 1, 2013 the State Stormwater program has been transferred from the Division
of Water Quality (DWQ) to the Division of Energy, Mineral and Land Resources (DEMLR). All
previous references to DWQ will remain in older stormwater permits issued prior to August 1,
2013 until they are modified. Please note that any updated pages or addendums to this permit
will now reference DEMLR as the Division responsible for issuance of the permit.
The Wilmington Regional Office received a complete 8 year Stormwater Management Permit
Renewal Application for P-804 Field Maintenance Complex on November 3, 2015. The Division
is hereby notifying you that permit SW8 920215 has been renewed on December 15, 2015, and
shall be effective until August 25, 2021. The renewal and reissuance of this stormwater permit
does not imply that the site is currently in compliance with the terms and conditions of this state
stormwater permit. The plans previously approved on April 23, 1992 and subsequently modified
on August 25, 2009, will remain in full force and effect in accordance with the regulations set
forth in Title 15A NCAC 2H.1000 effective September 1, 1995. Please attach this cover letter
and permit addendum to your High Density Permit issued on August 25, 2009.
This permit is subject to the conditions and limitations as specified therein. Please pay special
attention to the conditions listed in this permit regarding the Operation and Maintenance of the
BMP(s), recordation of deed restrictions, procedures for changes of ownership, transferring the
permit, and renewing the permit. Failure to establish an adequate system for operation and
maintenance of the stormwater management system, to record deed restrictions, to transfer the
permit, or to renew the permit, will result in future compliance problems. .
If any parts, requirements, or limitations contained in this permit are unacceptable, you have the
right to request an adjudicatory hearing by filing a written petition with the Office of
Administrative Hearings (OAH). The written petition must conform to Chapter, 150E of the North
Carolina General Statutes, and must be filed with the OAH within thirty (30) days of receipt of
this permit. You should contact the OAH with all questions regarding the filing fee (if a filing fee
is required) and/or the details of the filing process at 6714 Mail Service Center, Raleigh, NC
27699-6714, or via telephone at 919-431-3000, or visit their website at www.NCOAH.com.

approved stormwater management plans and specifications and other supporting data as
attached and on file with and approved by the Division of Energy, Mineral and Land Resources
(hereafter referred to as the Division or DEMLR) and considered a part of this permit.
The permit is hereby renewed subject to the following addendums, clarifications, conditions and
limitations:
1. The original permit conditions contained in the permit issued on April 23, 1992 and
subsequently modified on August 25, 2009, remain in full force and effect, except as
amended herein. (An additional copy of this original permit can be obtained from the
Division, Wilmington Regional Office.)
2. This permit shall be effective from the date of issuance until August 25, 2021.
3. The permittee shall submit a permit renewal application request at least 180 days
prior to the expiration date of this permit. The renewal request must include the
applicable documentation and the processing fee.
4. If the use of permeable pavement is desired, this permit must be modified to add the
permeable pavement conditions.

Exhibit, and Site Plans. As described in the narrative we are looking to add minimal impervious
areas within the limits of the existing permit and the existing stormwater pond onsite should have

GENERAL:
The P1445, P1447, & P1448 Steam Decentralization project covers multiple sites located
in the Hospital Point, Hadnot Point and French Creek areas of MCB Camp Lejeune. A
large number of existing buildings will be removed from the existing central steam system
while keeping the steam system in operation to serve all buildings which are to remain on
the central system. Several new standalone mechanical buildings (at HI, 411, 521,
FC371/372, and FC 286) will be required along with multiple additions to existing
mechanical buildings (at HP170, HP250, HP407, and HP 476).
Of the 9 new building and building addition sites, none will disturb more than 1.0 acres
and none will construct more than 10,000 sf on new impervious area; however, four sites
(HP170, HP250, FC371-372, and FC286) are located within existing stormwater permit
boundaries and will require modification.
The subject permit modification is for the existing P-804 Field Maintenance Complex
Permit (SW8920215) to incorporate new mechanical building at FC286
FC286:
FC386 will construct a new mechanical building which will result in net increase of
approximately 207 SF of impervious area.
According to our review of the existing NCDENR Permit File, FC286 is located in
existing permitted Pond 91 drainage area.
The existing pond has sufficient capacity to handle the added impervious areas without
and modification to the previously permitted pond geometry, elevations, or outlet
configuration.

Dear Mr. Paul:
Effective August 1, 2013, the State Stormwater program was transferred from the Division of Water
Quality (DWQ) to the Division of Energy, Mineral and Land Resources (DEMLR). All previous
references to DWQ will remain in older stormwater permits issued prior to August 1, 2013 until they are
modified. Please note that this letter (permit) references DEMLR as the Division responsible for
issuance of the permit.
On August 25, 1999, the Division of Water Quality issued a high density State Stormwater Management
Permit# SW8 920215 for the P-804 Field Maintenance Complex. This permit expired on August 25,
2013. On March 12, 2013 DWQ sent a letter requesting that this permit be renewed; however, a
renewal application has not yet been submitted. Per 15A NCAC 2H.1003 (h) (the stormwater rules), it
is your responsibility to submit an application to renew the permit 180 days prior to the expiration of the
permit. Please complete and submit the enclosed renewal application prior to October 13, 2015.
The renewal application must be accompanied by a processing fee, which is currently set at $505.00.
Your permit requires that upon completion of construction and prior to operation of the permitted
stormwater treatment system, a certification of completion be submitted to the Division from an
appropriate designer for the type of system installed. This is to certify that the permitted facility has
been installed in accordance with the permit, the approved plans, specifications and supporting
documentation. The DWQ does not currently have a certification for this system in our files. Therefore,
please include a copy of the certification with your permit renewal request and processing fee.
If a renewal application is not submitted prior to October 13, 2015, enforcement actions may be
initiated, which may include the assessment of civil penalties. If you have any questions, please feel free

DESIGN NARRATIVE
GENERAL:
The P1445, P1447, & P1448 Steam Decentralization project covers multiple sites located
in the Hospital Point, Hadnot Point and French Creek areas of MCB Camp Lejeune. A
large number of existing buildings will be removed from the existing central steam system
while keeping the steam system in operation to serve all buildings which are to remain on
the central system. Several new standalone mechanical buildings (at HI, 411, 521,
FC371/372, and FC 286) will be required along with multiple additions to existing
mechanical buildings (at HP170, HP250, HP407, and HP 476).
Of the 9 new building and building addition sites, none will disturb more than 1.0 acres
and none will construct more than 10,000 sf on new impervious area; however, four sites
(HP170, HP250, FC371-372, and FC286) are located within existing stormwater permit
boundaries and will require modification.
The subject permit modification is for the existing P-804 Field Maintenance Complex
Permit (SW8920215) to incorporate new mechanical building at FC286
FC286:
FC386 will construct a new mechanical building which will result in net increase of
approximately 207 SF of impervious area.
According to our review of the existing NCDENR Permit File, FC286 is located in
existing permitted Pond #1 drainage area.
The existing pond has sufficient capacity to handle the added impervious areas without
and modification to the previously permitted pond geometry, elevations, or outlet
configuration.

Dear Mr. Paul:
The Division of Water Quality issued a Coastal Stormwater Management Permit, Number SW8 920215 to USMC
Camp-Lejuene for a high density project on August 25, 1999. This permit expires on August 25, 2013. Per 15A
NCAC 2H.1003(h)(the stormwater rules), applications for permit renewals shall be submitted 180 days prior to the
expiration of a permit and must be accompanied by a processing fee,which is currently set at$505.00. If this is still
an active project please complete and submit the enclosed renewal application upon 30 days receipt of this notice. If
this project has not been constructed and a permit is no longer needed, please submit a request to have the permit
rescinded. If you have sold the project please provide the name, mailing address and phone number of the person or
entity that is now responsible for this permit. Enclosed is a form for change of ownership,which should be completed
and submitted if the property has changed hands.
Your permit requires that upon completion of construction and prior to operation of the permitted stormwater
treatment system, a certification of completion be submitted to the Division from an appropriate designer for the type
of system installed. This is to certify that the permitted facility has been installed in accordance with the permit,the
approved plans, specifications and supporting documentation. If you have not already provided a Designers
Certification to our office, please include a copy with your permit renewal request and processing fee.A copy of the
certification form is enclosed for your convenience.
You should be aware that failure to provide the Designers Certification and the operation of a stormwater treatment
facility without a valid permit, are violations of NC General Statute 143-215.1 and may result in appropriate
enforcement action including the assessment of civil penalties of up to$10,000 per day.

On August 5, 2009, the Governor signed Session Law 2009-406. This law impacts any
development approval issued by the Division of Water Quality under Article 21 of
Chapter 143 of the General Statutes, which is current and valid at any point between
January 1, 2008, and December 31, 2010. The law extends the effective period of any
stormwater permit that is set to expire during this time frame to three (3) years from its
current expiration date. On August 2, 2010, the Governor signed Session Law 2010-
177, which grants an extra year for a total of four (4) years extension.
Accordingly, Stormwater Permit# SW8 920215, which has already expired on August
25, 2009, is now-in-effect until-August 25, 2013. Please resubmit-the renewal application
and fee at least 180 days prior to the expiration date, which would be February 25,
2013. A copy of the Renewal Application can be obtained from the following website:
