This Certification is pursuant to the revised application
for Field Maintenance Complex, III, Contract M62470-88-C-8110,
received on February 24 , 1992, with additional information
received on April 15; 1992 . Based on our review of the revised
project plans and specifications, we have determined that the
Field Maintenance Complex, III stormwater control system complies
with the Stormwater Regulations set forth in Title 15A NCAC
2H. 1003( i) . Revisions to the previous approved plan include
eliminate the vegetative filter, expanding the pond sutface area,
and elevation changes. The runoff will be treated in a detention
pond sized to achieve 90% reduction in Total Suspended Solids .
This Certification shall be effective from the date of
issuance until rescinded and accordingly rescinds project No.
910209 issued to you on April 5, 1991. The project shall- be
constructed and maintained in accordance with the plans and
specifications approved by the Wilmington Regional Office.
A professional engineer must certify that the stormwater
system has been installed in accordance with the approved plans
and specifications upon completion of construction. The attached
certification should be received by this Office within 30 days of
completion of construction.

Dear Ms. Finn
Pursuant to your letter dated March 23, 1992 please find enclosed the revised plan
for the Stormwater Detention Pond for the referenced permit. This office agrees
with your evaluation that deletion of the vegetative filter requires enlargement of
the pond. This has been accomplished by simply extending the pond to a total
bottom length of 358 ft.
We trust that these changes meet with your approval and would request that such
action be accomplished as soon as possible. For further information, please

Dear Mr. Horne:
The Wilmington Regional Office received a revised Stormwater
Submittal for the Field Maintenance Complex, III, Contract
N62470-88-C-8110, on February 24, 1992 . A preliminary review of
that information has determined that the submittal for the
subject project is not complete. The following information is
needed to continue the stormwater review:
1 . North Carolina registered Professional Engineers seal
on revised plans which include printed elevation
revisions and revised effluent routing.
2 . A result of eliminating the vegetative filter is
additional required surface area of the permanent pond.
I calculate a deficit of 9867 sf. Please refer to the
SA/DA table for 90% total suspended solid removal.
Please note that this request for additional information is
in response to a preliminary review. The requested information
should be received by this Office prior to April 24, 1992, or
the submittal will be returned as incomplete.

The referenced contract storm water control system includes the construction of a
detention pond with a spillway into Cogdell's Creek. The system was certified by
your letter dated 5 April 1991, copy enclosed.

are detailed on the enclosed revised plans, sheets C-10A and C-11A. The volume
and thus treatment capabilities will remain unchanged.
Site observation, as well as topographical measurements indicate that the water
level of Cogdell's Creek during a storm would most likely exceed the detention
pond outlet elevation as originally proposed. This would allow sediment to enter
the detention pond from the Cogdells Creek flow. The entire area from just North
of the Outlet Control Structure to Cogdell's Creek should be considered the creek
basin. &D ige eefore,-ia=is—recommendecLthe=originally-proposed=drainage-swale=with�
ton e�check-dam-in-thi s-are a-be-omitted? Construction as specified in the contract
in this sensitive area could prove to be detrimental.
