Dear Mr. Herstein:
I am requesting a minor modification to permit number 200-85 for West
Bank Associates, Inc. This permit was renewed on January 22, 1991.
Every aspect of the modification will result in a reduction of impact.
The modified project is indicated on the attached plat. There will
be a reduction of unit density, fewer boat slips, less impervious surface
coverage, and the fire ramp structure will be deleted. The only parts
of the . new project within the 75 foot C.A.M.A. area of environmental
concern will be the docks, a very small portion of the northern cul-
de-sac, and a few feet of the privacy wall at the northern end.
West Bank Associates intends to subdivide the property into 18 lots
for individual homes rather than the 90 condominium units; they will
build 18 boat slips and allocate the west side of the docks for 6 small
boat tie ups for property owners (current permit allows 27 slips); the
dock configuration and location of the gazebo are changed and the total
public trust coverage is reduced; the slips will be aligned with the
pier head line as indicated in the existing permit; the fire ramp is
deleted; stormwater will be addressed through the low density option
of a less than 30% total coverage adjacent to the S.B. waters,
restrictive covenants will specify a square foot coverage per lot and
will require home builders to set back a minimum of 40 feet from M.H.W. ;
no dredging is required; a 20 foot wide road will be built and dedicated
to the Town of Carolina Beach; permits for city water and sewer
extensions are in process; and a five foot privacy wall constructed
of concrete block will be built on the west property line along St.
Joseph Street.
We believe the project will pose no adverse impacts on the environment
and will be an .asset to Carolina Beach. If you need more information
