The new rules will affect much of the development taking place in the 20 coastal counties. Any development project located in a coastal county that is required to submit a Sedimentation and Erosion Control Plan to a State, County or City review agency, must comply with the newly adopted Stormwater Regulations. The Division of Environmental Management has received a copy of your Sedimentation & Erosion Control Plan (or your Stormwater Management Plan) for the subject project. At this time your submittal concerning Stormwater Management: I Appears to be complete, and your project will be reviewed as soon as possible. Is not complete. The following information is needed to complete your submittal. Please submit the following items within 30 days, or your project will be returned as incomplete. For projects using density limits approach. A site plan that clearly indicates all built-upon areas (i.e. , streets, driveways, walkways, building footprints, etc. ) . Computations showing the percent built upon areas, both existing and planned. A copy of deed restriction(s) and restrictive covenants which include the State as a beneficiary. Nature Of Project: 5 Buildings, 36 Dwelling Units, are to be constructed as shown on the Plat entitled "Westwood Square Apartments". Sedimentation And Erosion Control: Due to the nature of this project and type soil involved, there is expected to be some sedimentation and possible erosion in the event of very heavy and prolonged rain. We have enclosed a plan showing the proposed location of 4 outlet pipelines, proposed gravel and rip rap filter basins, rip rap in ditches, and location of outlet ditches. The supervisor is to constantly watch for problem areas while the project is under construction, especially around outlet pipe drainage and take the following steps when deemed necessary. 1. Excavate and/or maintain existing or additional gravel and rip rap filter basins. 2. Install rip rap in ditches, energy disapators, as shown on plans. The work to be done to acquire the necessary vegetation ewer shall include but is not specifically restricted to appropriate tilling of the area, the application of fertilizer and lime, sowing of seed, and placing of a straw mulch to hold the seed and soil in place until germination and growth occur. glee area to be seeded shall be given an application of agricultural lime at the rate of 1,200 pounds per acre, a mixture of 8-8-8 fertilizer at the rate of 1,000 pounds per acre, both of which shall be thoroughly mixed with the soil. Following this, a mixture of 50pounds per acre of rye grain and 50 pounds per acre of K-31 fescue shall be sown, followed by placing a suitable cover of straw mulch. If necessary, the contractor shall then wet down the entire area to prevent the straw mulch from blowing away and to assist in earlier germination. The contractor shall guarantee a full stand of grass over the entire area. In the case of extreme slopes, the straw mulch shall be stabilized by the application of an asphalt or other approved binding material. THE CONSTRUCTION SCHEDULE IS AS FOLLOWS: 1. Site is wooded with 6"-8" pines, construction to begin July, 1988. Limit of clearing as show on plan. 2. Gravel and rip rap filter basins, rip rap in ditches as shown on the erosion and sedimentation control plan to be installed at this time. 3. Problem areas, if any, will be constantly watched during construction and necessary steps taken to prevent erosion by heavy and prolonged rains. 9. Erosion control devices will be installed and maintained prior to and after construction, until all areas are stabilized.
