The Wilmington Regional Office received the application for
Transfer of Ownership of the stormwater management facilities on
January 25 , 1989 . The ownership is being transferred from Sands
Investments, Inc. to Sands Villa Utilities, Inc. The stormwater
management plan for Island Quay is the use of low density
development. Since the low density option is governed by the deed
restrictions, which are intended to run with the land, no new deed
restrictions are needed.

Sands Villa Utilities, Inc. is not a utility company franchised by the
North Carolina Utilities Commission, but is simply the name of the
company set up to provide water-sewer service within the homeowner's
association.
