Dear Mr. Hill:
The Wilmington Regional Office received a complete State Stormwater Management Permit
Application for the Southport Presbyterian Church Expansion on December 15, 2015. Staff
review of the plans and specifications has determined that the project, as proposed, will comply
with the Stormwater Regulations set forth in Session Law 2008-211 and Title 15A NCAC
2H.1000. We are forwarding Permit No. SW8 151201 dated December 15, 2015, for the
construction, operation and maintenance of the BMP's and built-upon area associated with the
subject project.
This permit shall be effective from the date of issuance until December 15, 2023, and shall be
subject to the conditions and limitations as specified therein. Please pay special attention to the
conditions listed in this permit regarding the Operation and Maintenance of the BMP(s),
recordation of deed restrictions, certification of the BMP's, procedures for changing ownership,
transferring the permit, and renewing the permit. Failure to establish an adequate system for
operation and maintenance of the stormwater management system, to record deed restrictions,
to certify the BMP's, to transfer the permit, or to renew the permit, will result in future
compliance problems
If any parts, requirements, or limitations contained in this permit are unacceptable, you have the
right to request an adjudicatory hearing by filing a written petition with the Office of
Administrative Hearings (OAH). The written petition must conform to Chapter 150B of the North
Carolina General Statutes, and must be filed with the OAH within thirty (30) days of receipt of
this permit. You should contact the OAH with all questions regarding the filing fee (if a filing fee
is required) and/or the details of the filing process at 6714 Mail Service Center, Raleigh, NC
27699-6714, or via telephone at 919-431-3000, or visit their website at www.NCOAH.com.
Unless such demands are made this permit shall be final and binding.

In accordance with the provisions of Article 21 of Chapter 143, General Statutes of
North Carolina as amended, and other applicable Laws, Rules, and Regulations
PERMISSION IS HEREBY GRANTED TO

FOR THE
construction, operation and maintenance of one (1) infiltration basin in compliance with
the provisions of Session Law 2008-211 and 15A NCAC 2H .1000 (hereafter the
"stormwater rules') and the approved stormwater management plans and specifications
and other supporting data as attached and on file with and approved by the Division of
Energy, Mineral and Land Resources (hereafter referred to as the Division or DEMLR)
and considered a part of this permit.
This permit shall be effective from the date of issuance until December 15, 2023, and
shall be subject to the following specified conditions and limitations:
I. DESIGN STANDARDS
1. This permit is effective only with respect to the nature and volume of stormwater
described in the application and other supporting data.
2. This stormwater system has been approved for the management of stormwater
runoff as described in Section 1.7 of this permit. The stormwater control has been
designed to handle the runoff from 82,764 square feet of impervious area.
3. The infiltration system is permitted per the Alternative Design Criteria under
Section .1008 (h). The proposed system provides equal or better control, equal
or better protection of surface waters and results in no increased potential for
nuisance conditions. The infiltration system can store at least 2.5 times the
minimum design storm, therefore neither an LSNFS nor an offline bypass are
required.
4. The tract will be limited to the amount of built-upon area indicated in Section 1.8
of this permit, and as shown on the approved plans. The built-upon area for the
future development is limited to 6,060 square feet.
5. The runoff from all built-upon area within the permitted drainage area of this
project must be directed into the permitted stormwater control system.

6. The project shall provide a 50' wide vegetated buffer adjacent surface waters,
measured horizontally from and perpendicular to the normal pool of impounded
structures, the top of bank of both sides of streams and rivers, and the mean high
water line of tidal waters.
7. The following design criteria have been permitted for the infiltration basin and
must be provided and maintained at design condition:

To waive both the offline bypass and vegetated filter strip requirements, the system
has been designed to store 2.5 times the required design storm volume and will
infiltrate that volume at half of the measured infiltration rate.
II. SCHEDULE OF COMPLIANCE
1. The stormwater management system shall be constructed in its entirety,
vegetated and operational for its intended use prior to the construction of any
built-upon surface.
2. During construction, erosion shall be kept to a minimum and any eroded areas of
the system will be repaired immediately. If the stormwater system is used as an
Erosion Control device, it must be restored to design condition prior to operation
as a stormwater treatment device, and prior to occupancy of the facility.
3. The permittee shall follow the approved Operation and Maintenance Agreement
in its entirety, and shall provide and perform the listed operation and
maintenance procedures at the specified intervals to assure the permitted
stormwater system functions at optimum efficiency.
4. Records of maintenance activities must be kept for each permitted BMP. The
reports will indicate the date, activity, name of person performing the work and
what actions were taken.
5. The facilities shall be constructed in accordance with the conditions of this
permit, the approved plans and specifications, and other supporting data.

6. All stormwater collection and treatment systems must be located in public rights-
of-way, common areas or easements. The final plats for the project will be
recorded showing all such required rights-of-way, common areas and
easements, in accordance with the approved plans. Access to the stormwater
facilities shall be maintained via appropriate easements at all times.
7. Upon completion of construction, prior to issuance of a Certificate of Occupancy,
and prior to operation of this permitted facility, a certification must be received
from an appropriate designer for the system installed certifying that the permitted
facility has been installed in accordance with this permit, the approved plans and
specifications, and other supporting documentation. Any deviations from the
approved plans and specifications must be noted on the Certification. A
modification may be required for those deviations.
8. The permittee shall submit to the Director and shall have received approval for
revised plans, specifications, and calculations prior to construction, for any
modification to the approved plans, including, but not limited to, those listed
below:
a. Any revision to any item shown on the approved plans, including the
stormwater management measures, built-upon area, details, etc.
b. Redesign or addition to the approved amount of built-upon area or to the
drainage area.
C. Further development, subdivision, acquisition, lease or sale of any, all or
part of the project area.
d. Filling in, altering, or piping of any vegetative conveyance shown on the
approved plan.
e. The construction of any designated future BUA on the application.
9. The Director may notify the permittee when the permitted site does not meet one
or more of the minimum requirements of the permit. Within the time frame
specified in the notice, the permittee shall submit a written time schedule to the
Director for modifying the site to meet minimum requirements. The permittee
shall provide copies of revised plans and certification in writing to the Director
that the changes have been made.
III. GENERAL CONDITIONS
1. This permit is not transferable to any person or entity except after notice to and
approval by the Director. The permittee shall submit a completed and signed
Name/Ownership Change Form, accompanied by the supporting documentation
as listed on the form, to the Division at least 60 days prior to any one or more of
the following events:
a. An ownership change including the sale or conveyance of the project area in
whole or in part;
b. The sale or conveyance of the common areas to a Homeowner's or Property
Owner's Association, subject to the requirements of Session Law 2011-256;
c. Bankruptcy;
d. Foreclosure;
e. Dissolution of the partnership or corporate entity;
f. A name change of the current permittee;
g. A name change of the project;
h. A mailing address change of the permittee;
2. The permittee is responsible for compliance with all permit conditions until such
time as the Division approves the transfer request.

3. Approved plans, calculations, supplement forms, operation and maintenance
agreements and specifications for this project are incorporated by reference and
are enforceable parts of the permit. A copy of the approved plans and
specifications shall be maintained on file by the Permittee at all times.
4. Any individual or entity found to be in noncompliance with the provisions of a
stormwater management permit or the stormwater rules, is subject to
enforcement action as set forth in NCGS 143, Article 21.
5. The issuance of this permit does not preclude the Permittee from complying with
any and all statutes, rules, regulations, or ordinances, which may be imposed by
other government agencies (local, state, and federal) having jurisdiction.
& In the event that the facilities fail to perform satisfactorily the Permittee shall take
immediate corrective action, including those as may be required by this Division,
such as the construction of additional or replacement stormwater management
systems.
7. The permittee grants Division Staff permission to enter the property during
normal business hours for the purpose of inspecting all components of the
permitted stormwater management facility.
8. The permit issued shall continue in force and effect until revoked or terminated.
The permit may be modified, revoked and reissued or terminated for cause. The
filing of a request for a permit modification, revocation and reissuance or
termination does not stay any permit condition.
9. Unless specified elsewhere, permanent seeding requirements for the stormwater
controls must follow the guidelines established in the North Carolina Erosion and
Sediment Control Planning and Design Manual.
10, The issuance of this permit does not prohibit the Director from reopening and
modifying the permit, revoking and reissuing the permit, or terminating the permit
as allowed by the laws, rules and regulations contained in Session Law 2008-
211, Title 15A NCAC 2H.1000, and NCGS 143-215.1 et. al.
11. The permittee shall submit a permit renewal application at least 180 days prior to
the expiration date of this permit. The renewal request must include the
appropriate documentation and the processing fee.

Certification Requirements:
1. The drainage area to the system contains approximately the permitted
acreage.
2. The drainage area to the system contains no more than the permitted
amount of built-upon area.
3. All the built-upon area associated with the project is graded such that the
runoff drains to the system,
4. All roof drains are located such that the runoff is directed into the system.
5. The bypass structure weir elevation is per the approved plan.
6. The bypass structure is located per the approved plans.
7. A Trash Rack is provided on the bypass structure.
8. All slopes are grassed with permanent vegetation.
9. Vegetated slopes are no steeper than 3:1.
10. The inlets are located per the approved plans and do not cause short-
circuiting of the system.
11. The permitted amounts of surface area and/or volume have been
provided.
12. All required design depths are provided.
13. All required parts of the system are provided.
14. The required system dimensions are provided per the approved plans.

Christine,
We reviewed the plans submitted against our design files in CAD and it appears that the existing 23' contour in the
vicinity of the infiltration basin was lost in the set that we printed for the submittal. Please see the attached drawing
that shows the 23' contour. For comparison, you can see this 23' contour in the figure that was included in the report
from ECS.
Also, it appears that there were some minor fine tuning in the talcs when we finalized the supplement form, but those
talcs did not get reprinted for the submittal. Please see the attached talcs which match the supplement form.
If you find this information to be satisfactory, I will have hard copies sent over first thing tomorrow.

Can you please provide a bit more details on how you came up with a SHWT elevation of 17.83 ft? I see in the soils
report that the depth is 62 inches and in looking at the existing contours,the elevation in that area is approximately 24
ft. Based on this, it appears that the SHWT elevation is 18.83 ft. (24 ft—62 in/12 = 18.83 ft)
Also, there appear to be a few small typos/inconsistencies between the surface areas presented in the calculations and
the supplement. Can you double check they are consistent?
I was hoping these could be addressed easily enough that I don't need to write a full blown request for additional
information. If I need to, I can. Please let me know if you have any questions or concerns

RE: Section 404 Wetland Delineation—Southport Presbyterian Church(Brunswick County, NC)
Dear Ms. Engebretson:
Per your direction, Land Management Group, Inc. (LMG) conducted a Section 404 wetland delineation of the
approximately 3.06 acre parcel located at the intersection of Stuart Ave. and East Moore St. in Southport, Brunswick
County, NC. Our work included an assessment of available maps (county soil survey, USGS topographic
quadrangle, etc.) and aerial photographs. LMG staff visited the site on May 19, 2015. Our on-site evaluations
included assessments of the three parameters (soils, hydrology, and vegetation) that identify the limits of
jurisdictional wetlands as defined in the 2010 Regional Supplement to the Corps of Engineers (COE) Wetland
Delineation Manual: Atlantic and Gulf Coastal Plain Region (Version 2.0). The following is a summary of our
findings.
Based upon observations noted at the time of our field evaluation, it is our opinion that no jurisdictional wetlands
occur on the site. The site consists of well-drained, sandy soils that are characteristic of uplands. Dominant
vegetation includes species such as longleaf pine (Pinus palustris) and live oak (Quercus virginiana) which are
typically not found in wetlands. No hydrology indicators were observed on the site.
Per current COE guidance, drainage ditches with an Ordinary High Water Mark (OHWM) may be considered
jurisdictional as Relatively Permanent Waters(RPW)of the U.S. No drainage ditches were observed on this site.
Please refer to the attached map depicting the parcel that was delineated. Please note that our findings represent
our professional opinion of the absence of jurisdictional wetlands and waters. Only the COE can issue an official
Jurisdictional Determination(JD)that identifies the specific limits of jurisdictional wetlands and waters.

DESIGN NARRATIVE
Southport Presbyterian Church is proposing the construction of a new 9,165sf building for
administrative offices, fellowship hall, restrooms, and class rooms at its existing location in
Southport, NC. The site is located at the intersection of East Moore Street (NC 211) and Stuart
Avenue. The proposed expansion site will consist of proposed building, associated parking,
sidewalks and garden areas. The site is currently partially cleared and stabilized.
The project is within a drainage basin that drains to Southport Restricted Area (SC). The
stormwater will be conveyed through a storm drainage system and treated in an infiltration
basin per high density design criteria. In conjunction with this, the storm drainage system and
infiltration basin will be designed to meet the City of Southport Storm Water Ordinance. The
infiltration basin has been designed to have a post-development discharge rate less than or
equal to the pre-development discharge rate for the 1-year through 25-year Type III 24-Hour
storms.
The bottom of the infiltration basin has been set a minimum of 2-feet above the seasonal high
water table (SHWT) as per the Report of Subsurface Exploration and Geotechnical Engineering
Analysis completed by ECS Carolinas, LLP for Southport Presbyterian Church. The infiltration
rate that was report by ECS was 17.0 in/hr., however; we used half that rate for determining the
draw down rate.
All permit applications for the whole development have been submitted to the necessary
agency for review and approval.
DESIGN METHOD
Hydrologic calculations have been performed utilizing HydroCAD version 10.0 software which employs
the USDA SCS Method. The SCS (Standard 484) Type III 24-Hour storm curve distribution was utilized.
Precipitation data was taken from the NOAA Precipitation Frequency Data Server. Curve Number(CN) and
Time of Concentration (Tc) calculations have been performed in accordance with the USDA TR-55
manual. The minimum 5 minute Tc applies to the Post-Development condition.
Hydrologic Soil Group Classifications have been taken from the USDA Web Soil Survey; the project site is
made up of Wando fine sand (Wo) with a soils classification of A.
RESULTS
The proposed development meets both the State's Stormwater Quality and the City's Stormwater
Quantity requirements.

MAINTENANCE
Contractors shall be responsible for periodic inspection and maintenance of all indicated erosion control
devices in accordance with the plans and specifications. In addition, inspection and any necessary
maintenance will be required immediately following any significant storm event. Any erosion control
measure that fails to function as intended shall be repaired immediately. Upon completion of
construction and the establishment of stabilized ground cover, the property owner shall be responsible
for any ongoing site maintenance.
EROSION AND SEDIMENTATION CONTROL SPECIFICATION
PART1 -GENERAL
1.1 RELATED DOCUMENT
A. Drawings and general provisions of the Contract, including General and Supplementary
Conditions and Division 1 Specification Sections, apply to this Section.
1.2 WORK INCLUDED
A. Contractor shall take every reasonable precaution throughout construction to prevent the
erosion of soil and the sedimentation of streams, lakes, reservoirs, other water impoundments,
ground surfaces, or other property as required by State and Local regulations.
B. Contractor shall, upon suspension or completion of land-disturbing activities, provide
protection covering for disturbed areas. Permanent vegetation shall be established at the earliest
practicable time. Temporary and permanent erosion control measures shall be coordinated to
assure economical, effective, and continuous erosion and sediment control throughout the
construction and post construction period.

1.4 REGULATORY REQUIREMENTS
A. Contractor shall be responsible for prevention of damage to properties outside the construction
limits from siltation due to construction of the project. The Contractor will assume all
responsibilities to the affected property owners for correction of damages that may occur.
Erosion control measures shall be performed by the Contractor, conforming to the requirements
Of, and in accordance with plans approved by applicable state and local agencies and as per the
erosion control portion of the construction drawings and these specifications. The Contractor
shall not allow mud and debris to accumulate in the streets. Should the Contractor pump water
from trenches during construction, appropriate siltation preventative measures shall be taken
prior to discharge of pumped water into any storm drain or stream.
PART 2-PRODUCTS
2.1 Open mesh biodegradable mulching cloth.
2.2 Fertilizer shall be 10-10-10 grade or equivalent.
2.3 Lime shall be dolomitic agricultural ground 1 limestone containing not less than 10 percent
magnesium oxide.
2.4 Phosphate shall be 20 percent super phosphate or equivalent.
2.5 Provide grass seed mixture as shown on the plans.
2.6 Silt fence shall consist of non-biodegradable filter fabric (Trevira, Mirafi, etc.) wired to
galvanized wire mesh fencing and supported by wood or metal posts.
2.7 NCDOT Class B stone for erosion control.
PART 3-EXECUTION
3.1 CLEARING
A. Clearing and grubbing shall be scheduled and performed in such a manner that subsequent
grading operation and erosion control practices can follow immediately thereafter. Excavation,
borrow, and embankment operations will be conducted such that continuous operation. All
construction areas not otherwise protected shall be planted with permanent vegetative cover
within 15 working days after completion of active construction. All slopes shall be planted
within 21 calendar days after completion of such activity.
3.2 STABILIZING
A. The angle for graded slopes and fills shall be no greater than the angle that can be retained by
vegetative cover or other adequate erosion control devices or structures. All disturbed areas not
to be paved and left exposed will, within 14 calendar days of completion of any phase of
grading, be planted or otherwise provided with either temporary or permanent ground cover,
devices, or structures sufficient to restrain erosion. All slopes steeper than 3:1 shall be be
planted or otherwise provided with either temporary or permanent ground cover, devices, or
structures sufficient to restrain erosion within 7 calendar days.
3.3 REGULATORY REQUIREMENTS
A. Whenever land disturbing activity is undertaken on a tract, a ground cover sufficient to restrain
erosion must be planted or otherwise provided within 14 calendar days on that portion of the

B. If any earthwork is to be suspended for any reason whatsoever for longer than 14 calendar
days, the areas involved shall be seeded with vegetative cover or otherwise protected against
excessive erosion during the suspension period. Suspension of work in any area of operation
does not relieve the Contractor of the responsibility for the control of erosion in that area.
PART 4- CONSTRUCTION PHASE
4.1 PRACTICES
A. Avoid dumping soil or sediment into any streambed or watercourse. Backfill for stream
crossings shall be placed dry and compacted to minimize siltation of the watercourse, where
applicable.
B. Maintain an undisturbed vegetative buffer where possible between a natural watercourse and
trenching and grading operations.
C. Avoid equipment crossings of streams, creeks, and ditches where practicable.
PART 5-SEDIMENT CONTROL FEATURES
5.1 GENERAL
A. All devices (silt fences, retention areas, etc.), for sediment control shall be constructed at the
locations indicated prior to beginning excavation on the site. All devices shall be properly
maintained in place until a structure or paving makes the device unnecessary or until directed
to permanently remove the device.
5.2 DESIGN APPLICATIONS
A. Mulch shall be used for temporary stabilization of areas subject to excessive erosion, and for
protection of seed beds after planting where required.
1. Jute, mesh, etc. should be installed as per manufacturer's instructions.
B. Silt fences shall be used at the base of slopes and in drainage swales to restrict movement of
sediment from the site.
C. Riprap shall be used at the proposed outfall pipes as indicated on plans.
D. Establish vegetative cover on all unpaved areas disturbed by the work.
1. Preparation of Seedbed. Areas to be seeded shall be scarified a depth of 6 inches until a
firm, well-pulverized, uniform seedbed is prepared. Lime, phosphorous, and fertilizer
shall be applied during the scarification process in accordance with the following rates.
a. Lime—2 ton per acre
b. Nitrogen—100 pounds per acre
C. P205-200 pounds per acre
2. Seeding. Disturbed areas along roads and ditches shall be permanently seeded with 10-20
pounds per acre of centipede during the period from March through September. Seeding
performed during the period from April to August shall be temporarily seeded with 40
pounds per acre of German Millet.The permanent vegetative cover will be over seeded at
the earliest possible time as specified above.
3. Mulch all areas immediately after seeding. Mulch shall be applied and anchored as
specified hereinbefore.
5.3 MAINTENANCE
A. The Contractor shall be responsible for maintaining all temporary and permanent erosion
control measures in functioning order. Temporary structures shall be maintained until such
time as vegetation is firmly established and grassed areas shall be maintained until completion
of the project. Areas which fail to show a suitable stand of grass or which are damaged by
erosion shall be immediately repaired.
5.4 REMOVAL OF SEDIMENT CONTROL DEVICES
A. Near completion of the project, when directed by the Owner's agent, the Contractor shall
dismantle and remove the temporary devices used for sediment control during construction.
All erosion control devices in seeded areas shall be left in place until the grass is established.
Seed areas around devices and mulch after removing or filling temporary control devices.

Hand Auger Borings: Minimal to approximately 4 inches of topsoil and rootmat were reported
at the boring locations. From the surface to a depth of approximately 4 feet, the borings
typically encountered intermittent layers of clayey and clean sands (SC, SP).
The descriptions provided in this section are a general summary of the subsurface conditions
encountered within the borings. The Hand Auger Boring Logs in Appendix C contain detailed
information recorded at the boring locations.
4.4 Groundwater Conditions
Groundwater measurements were made at the sounding locations during exploration. The
groundwater depths ranged from about 10.0 to 12.0 feet below existing grades at the time of
the exploration. Groundwater was not encountered in the hand auger borings at the time of
the exploration.
The highest groundwater observations are normally encountered in the late winter and early
spring. Variations in the location of the long-term water table may occur as a result of changes
in precipitation, evaporation, surface water runoff, and other factors not immediately apparent
at the time of this exploration. If long term water levels are crucial to the development of this
site, it would be prudent to verify water levels with the use of perforated pipes or piezometers.
4.5 Seasonal High Water Table and Infiltration Test Results
On September 10, 2015, ECS conducted an exploration of the subsurface soil and
groundwater conditions at the two requested locations shown on the attached Exploration
Location Diagram. The purpose of this exploration was to obtain subsurface information of the
in-place soils for the proposed stormwater BMP area. ECS explored the subsurface soil
conditions by advancing two hand auger borings into the existing ground surface at the
requested locations. ECS visually classified the subsurface soils and obtained representative
samples of each soil type encountered. ECS also recorded the SHWr elevation observed at
the time of the hand auger borings.
ECS has conducted two infiltration tests utilizing a compact constant head permeameter within
the hand auger borings in order to estimate the infiltration rate for the subsurface soils.
Infiltration tests are typically conducted at two feet above the SHWT or in the most restrictive
soil horizon encountered. These tests were conducted and calculated up to 30 minute
intervals.
The results from seasonal high water table estimates and infiltration tests performed in the
hand auger borings are summarized in the following table:

You were kind enough to give me Mike Hill and Don Hazelton's contact information for the zoning
compliance submittal. Continuing in the permitting of the project, we will need additional signatures
from authorized church members. I am presuming that we will have Mike sign this document again
since he was the person signing the zoning compliance form. Could you tell me the official title of Mike
Hill for the state stormwater and erosion control permit paperwork. Is he vice president of Southport
Presbyterian Church Board of Directors? We will get the paperwork together and contact Mike for his
signature.

DESIGN NARRATIVE
Southport Presbyterian Church is proposing to modify their current site by expanding the
existing building and adding parking. The project is located at 1025 E. Moore Street in
Southport, NC. The property has a latitude and longitude of 33°55'44"N and 78' 00'31"W. The
site drains to Price Creek(18-88-3; SC, Sw).
There is currently an existing building, parking, and sidewalk on the site, totaling
approximately 16,000 sf. The site currently drains to a public stormwater system. The
proposed improvements include a building expansion, removing and replacing some sidewalk,
and removing and replacing existing asphalt. We are proposing an infiltrates basin at the rear
of the property that will handle all of the runoff from the site.
