On July 31, 2015, the Wilmington Regional Office received a request to revise the approved plans for
Stormwater Management Permit Number SW8 150310. The revisions include:
1. The removal of a portion of the pipe collection system. The runoff from these areas will sheet
flow to the inlets at the back of the proposed development.
2. The addition of an accessible ramp and sidewalk at the rear of the store. This addition will
utilize 175 square feet of previously identified future built-upon area, reducing the built-upon
area available for future development to 4,825 square feet.
It has been determined that a formal permit modification is not required for the proposed changes. We
are forwarding you an approved copy of the revised plans for your files. Please replace the old
approved plan sheets with the new ones.
Please be aware that all terms and conditions of the permit issued on March 27, 2015, remain in full
force and effect. Please also understand that the approval of this revision to the approved plan for
the subject State Stormwater project is done on a case-by-case basis. Any other changes to this
project must be approved through this Office prior to construction. The issuance of this plan revision
does not preclude the permittee from complying with all other applicable statutes, rules, regulations
or ordinances which may have jurisdiction over the proposed activity, and obtaining a permit or
approval prior to construction.

The permitted prodect stormwater drainage system has been revised to reduce the number and location of
parts of the collections stem and add an accessible ramp at the northeast corner of the building. The
permitted impervious allocations and BMP have not changed but the allocation hase been revised to account
for the concrete ramp.
III. SUBMITTAL REQUIREMENTS
Only complete application packages will be accepted and reviewed by the Division of Energy,Mineral and
Land Resources (DEMLR). A complete package includes all of the items listed below. The complete
application package should be submitted to the DEMLR Office that issued the permit.

The Wilmington Regional Office received a modified Stormwater Management Permit Application for
the Tractor Supply Company in Shallotte, NC on April 23, 2105. A preliminary review of that
information has determined that the application is not complete. The following information is needed to
continue the stormwater review:
1. 15A NCAC 02H.1003(g)(4): If the proposed piped collection system is no longer being
proposed , please provide two copies of the revised grading plan (Sheet C4.0) to demonstrate
how the runoff will be directed to the wet detention pond.
Please note that this request for additional information is in response to a preliminary review. The
requested information should be received in this Office prior to August 24, 2015, or the application will
be returned as incomplete. The return of a project will necessitate resubmittal of all required items,
including the application fee.
If you need additional time to submit the information, please email or fax your request for a time
extension to the Division at the address and fax number at the bottom of this letter. Please note that a
second significant request for additional information may result in the return of the project. If the project
is returned, you will need to reschedule the project through the Express coordinator for the next
available review date, and resubmit all of the required items, including the application fee.

On behalf of our Client, Shallotte Development Group, LLC, please find enclosed the updated plan
revision for the subject project. As discussed via email, we have updated the plan sheet C5.0 and would
like to have the updated sheet inserted into the previously submitted plan revision before being revilewed.
An accessible ramp was added to the building design at the request of the building inspector after we
submitted the first plan. The total impervious allocations or the BMP have not changed but the allocation
table has been updated to reflect the impervious area added by the ramp.
The following represents the various components of the enclosed submittal package:

Two sets of revised plan, C5.0—Stormwater Plan.

I have a question and need your advice. We were just informed that building inspections is going to require another
ADA ramp at the side of the building in the back right corner of this project. This will increase the impervious allocation
by some 134 SF which is already accounted for in the "Future" allocation category so a permit mod will not be
required. It will be a plan revision. My question is this: should we wait and do another plan revision submittal or could

,we submit new plans and paperwork in the next few days and swap out what you have and do just one plan revision for
both changes. Neither change affects the BMP or total allocation of impervious area.
