BURGAW- Pender EMS& Fire Director Everett Baysden announced the agency and the six
districts Pender EMS& Fire, Inc. cover received an ISO Rating of 3 following routine state
evaluations.

"The North Carolina Response Rating System (NCRRS) grades departments on a scale of 1-101"
explained Baysden. "Ten is the worst rating in which a department is not recognized as a
certified department, and the state rarely awards ISO Ratings of 1. An ISO rating of 3 for a rural
department like ours is very good."
Pender EMS and Fire had last earned an ISO Rating of 5.
The NCRRS inspection includes evaluation of proper staffing levels, sufficient equipment, proper
maintenance of equipment, communications capabilities, and availability of a water source.
"I'd like to congratulate Chief Baysden for the department's performance and for the hard work
of all the department members," said North Carolina Insurance Commissioner and State Fire
Marshal Mike Causey. "The citizens of this district should rest easy knowing they have a fine
group of firefighters protecting them and their property in case of an emergency."
Baysden said the improved ISO Rating will help commercial properties in the department's six
districts with savings on insurance premiums. The new ISO Rating is effective May 1. v

Dear Mr. Thomas:
The Wilmington Regional Office received and accepted a State Stormwater Management Permit Renewal
Application for the subject project on February 27, 2023. A preliminary in-depth review of that information has
determined that the application is not complete and that additional information is needed. To continue the review,
please provide the following additional information in a single,hard copy submittal package:
Permit Renewal Process:
1. 15A NCAC 02H.1040(1)(a)and .1045(3)(a)(ii): The application was signed by Eddie Thomas; however
the provided documentation from the NC Secretary of State does not identify Mr. Thomas as a president
or vice-president of this corporation. In the case of a limited liability corporation (LLC), the application
must be signed by a manager or company official as defined in GS 57D. Please either:
a. Provide official documentation showing that Mr. Thomas is a President or Vice- President and
authorized to sign for the corporation;
b. Have one of the identified president or vice-presidents of the corporation sign the application
documents; or
c. The signature by other agents shall be accepted on the application only if accompanied by a letter
of authorization signed by the appropriate authority. Provide a letter of authorization from one of
the identified members of this corporation authorizing Mr. Thomas to sign on their behalf.
2. 15A NCAC 02H.1045(3)(a)(ii)or(iii): Please confirm the following:
a. The mailing address for the property owner listed in Section 111.2.b of the application is not
consistent with the office mailing address on file with the Secretary of State. Please confirm the
mailing address for property owner listed in Section 111.2.b of the application is consistent with
the information on file with the Secretary of State.
Please remember to confirm that any revised information is presented consistently throughout the application
documents. Please also remember to provide a hard copy of any updated documents per 15A NCAC 021-1.1045(3).
The requested information should be received in this Office by April 2,2023 in accordance with 15A NCAC
02H.I 045(4)(a)(i). Please note that only two letters requesting additional information is allowed in the State
Stormwater Program, this being the first. If the required information is not satisfactorily provided by this date,the
project will be returned in accordance with 15A NCAC 02H.I 045(4)(a)(ii). If the project is returned and you
wish to re-submit later,you will need to resubmit all required items at that time, including the application fee.

included with the packet, check# 14933, was for twice the amount of the regular processing fee. There was also a letter
included in the packet that referenced both SW8 140108 and SW8 140315, the permit for Station 29 Highway
421. There was no application included for permit SW8 140315. We can either process the single renewal request for
SW8 140108, provided you can issue another check for$505 only, or we can process the renewal request for both
expired permits referenced in the letter, provided you can complete a renewal application request for SW8 140315. If
you prefer,we can return the entire packet to you as well. Please advise how you wish to proceed.
