Executive Session Board Meeting
Keith Lintz has incorporated an increase in interest rates into our cash flow projections. Keith, Bill and
Jay will review the reserve study and current budget allocations and report back to the board.
Susan Wheeling, Pat DeGuisseppe, and Robert Siegel were members of the committee that prepared the
recommended changes to the CC&R's. 67% approval of any new CC&R's is required for changes.
Robert, John and Bob will be responsible for review and recommendations of the CC&R's to the board
prior to issuing the documents to our lawyer.
The board approved $99 in compensation to John Ramsey for bird house materials. John has been
building and maintaining these houses in the community.
Jay will issue a report to the board concerning temporary speed bumps on Arbor Creek Drive.
CEPCO will request volunteers for the Sunshine Committee.
The newsletter committee has two existing members and Marie. Board will contact Marie about this
situation and report to the board.
Tennis Court Repair will be handled by Bob. Some tooling will be required, along with purchase of 3
types of mastic. Purchase of materials was authorized by the board.
Robert will investigate and report the cost of a lock keypad for the tennis courts.
It was noted that the election committee is not part of the bylaws. The committee will be disbanded by act
of the board.
Robert will conduct a bid review/tabulation of the three proposals for pool repair and make a
recommendation. Replacement of the salt cell will be considered in these recommendations.
The Social Committee has recommended a change in fee policies, which has been previously approved
by the board by email vote.
CEPCO has a form for soliciting new members for the ARB. 2 new members are required. The new tree
removal rules for the state will be reviewed. We may need a legal opinion on this issue.
The board will ask Keith to review the tree trimming requirements for the corral. The common area work
is being handled by Keith and Donna at this time. Still some work pending in 2023.
The ARB will be asked to review the McManus swale situation.
The additional annual fee for the pool of$100 have been approved. Hopefully, it will speed up the
opening of the pool in the spring.
Committee responsibilities: John will handle landscaping (Seaside contract), Robert will handle the social
committee and the pool. Jay will forward a copy of the Thompson's current scope to John.

Next board meeting will be on Friday, February 3r1 at 10:00 AM on Microsoft Teams. John will handle the
invitations.

The Wilmington Regional Office received and accented a State Stormwater Management Permit Renewal
Application for the subject project on December 19 , 2022. A preliminary in-depth review of that information
has determined that the application is not complete and that additional information is needed. To continue the
review, please provide the following additional information in a single, hard copy submittal package:
Permit Renewal Process:
I. 15A NCAC 02H.1040(1)(a) and .1045(3)(a)(ii): The application was signed by Robert Fulton; however
the provided documentation from the NC Secretary of State does not identify Mr. Fulton as a president or
vice president of this corporation. In the case of a limited liability corporation(LLC),the application
must be signed by a manager or company official as defined in GS 57D. Please either:
a. Provide official documentation showing that Mr. Fulton is a president or vice president and
authorized to sign for the corporation;
b. Have one of the identified president or vice president of the corporation sign the application
documents;or
c. The signature by other agents shall be accepted on the application only if accompanied by a letter
of authorization signed by the appropriate authority. Provide a letter of authorization from one of
the identified president or vice-president of this corporation authorizing Mr. Fulton to sign on
their behalf.
Please remember to confirm that any revised information is presented consistently throughout the application
documents. Please also remember to provide a hard copy of any updated documents per 15A NCAC
02H.1045(3).
The requested information should be received in this Office by January 301h,2023 in accordance with 15A
NCAC 02H.1045(4)(a)(i). Please note that only two letters requesting additional information is allowed in the
State Stormwater Program, this being the first. If the required information is not satisfactorily provided by this
date,the project will be returned in accordance with 15A NCAC 02H.I 045(4)(a)(ii). If the project is returned and
you wish to re-submit later,you will need to resubmit all required items at that time, including the application fee.

Post-Construction Stormwater Management Permit SW8050426 for the subject project expired on April 29,2019.
This is a reminder that permit renewal applications are due 180 days prior to their expiration per 15A NCAC
2H.1045(3).North Carolina General Statutes and the Coastal Stormwater rules require that this property be
covered under a stormwater permit. Failure to maintain a permit subjects the owner to assessment of civil
penalties. More information about the Post-Construction State Stormwater Program can be found on the

Please submit a complete permit renewal form along with a $505.00 fee and other submittal requirements within
