The Finance & Loan Committee is elected annually and meets as
needed to approve loans through the Rural Venture Fund. The
Nominating Committee assists in the selection, nomination, and
education of new board members.

On 2/13/2023,the Division received an incomplete State Stormwater Management Application for the project
listed above. The application, check number 2106, in the amount of$252.50 issued by Phoenix Park, LLC and
check number 2462, in the amount of$252.50 issued by Phoenix Park II, LLC are being returned because the
application package lacked the necessary elements to accept it for review. We attempted to contact you via the
email listed on the application on 2/14/2023 and 3/13/2023 as follows:
The Wilmington Regional Office is in receipt of a renewal application packet for the above referenced
state stormwater permit. However, the application indicates the permittee is Phoenix Park Apartments
Phase I&II, LLC while our system reflects the current permit holder as East Carolina Community
Development, Inc. Unfortunately, only current permit holders can renew permits unless circumstances
such as death, entity dissolution, etc. exist that would prevent the current permit holder from
renewal. Additional research indicates the current permittee as reflected in our system is still in good
standing, Current-Active status, with the NC Secretary of State's Business Registration office (via their
website). 'Therefore, we are not able to accept your application as it currently is presented. Please
correct and resubmit with current permit holder being reflected on the application as East Carolina
Community Development, Inc. Please also note that we only accept applications with ORIGINAL
signatures (not copies). It appears the application we received is either a photocopy or email
printout. We must have the original.signed and notarized application provided to us. I will hold your
current packet and check 2106& 2462 in hopes that you will be able to resubmit in a timely
manner. Please advise if you wish to have the entire application packet returned to you.
To date, we have received neither a response, update nor the corrections needed. Please visit DEMLR's website

Post-Construction Stormwater Management Permit SW8 010425 for the subject project expired on 8/4/2019.
This is a reminder that permit renewal applications are due 180 days prior to their expiration per I5A NCAC
2H.1045(3).North Carolina General Statutes and the Coastal Stormwater rules require that this property be
covered under a stormwater permit. Failure to maintain a permit subjects the owner to assessment of civil
penalties. More information about the Post-Construction State Stormwater Program can be found on the
following website: deq.nc.gov/SW
Please submit a complete permit renewal form along with a$505.00 fee and other submittal requirements within
30 days. The permit renewal form can be found under the Post-Construction section of this website or at:
https://deg.ne.gov/about/divisions/enerw-mineral-and-land-resources/stormwater/stormwater-pro rg anr/post-
construction-2.
Permits are not automatically transferred when the property ownership changes. If this property has had an
ownership change, a permit transfer application form along with the submittal requirements will also need to be
submitted. This form can also be found on the website provided above.
A review of the North Carolina Secretary of State corporation's database revealed that this corporation has a new
