Dear Mr. McLaughlin:
Effective August 1,2013 the State Stormwater program was transferred from the Division of Water Quality (DWQ)
to the Division of Energy,Mineral and Land Resources (DEMLR). All previous references to DWQ will remain in
older stormwater permits issued prior to August 1,2013 until they are modified. Please note that this letter references
DEMLR as the Division responsible for issuance of the pert.
On August 5,2009,the Governor signed Session Law 2009-406.This law impacts any development approval issued
by the Division of Water Quality under Article 21 of Chapter 143 of the General Statutes,which is current and valid
at any point between January 1,2008,and December 31,2010. The law extended the effective period of any
stormwater permit that was set to expire during this time frame to three(3)years from its current expiration date. On
August 2,2010,the Governor signed Session Law 2010-177,which granted an extra year for a total of four(4) years
extension. Accordingly, this permit shall now be effective from the date of issuance until January 17,2020,which
includes all available extensions.
On November 3,2014, the Wilmington Regional Office received a complete request to revise the approved plans for
Stormwater Management Permit Number SW8 000414. The revisions include reallocating future available built-upon
area (BUA)in drainage area #2 to be used for the construction of new parking area and concrete patio at the youth
building.This change increases the BUA for parking to 207,318 square feet and sidewalks to 27,899 square feet,and
reduces the amount of available future BUA to 91,034 square feet. It has been detertr ned that a formal permit
modification is not required for the proposed changes.
Staff of DEMLR has inspected the project, determined that the documentation is in order, and that the project is in
compliance with the terms and conditions of the state stormwater permit. For your records,please find enclosed a
copy of the inspection report and the Plan Revision application form submitted on September 17, 2014. In addition,
we are forwarding you an approved copy of the revised plans for your files. Please add the attached plans to the
previously approved plan set.
Please be aware that all terms and conditions of the permit issued on January 17,2006,with exception of the changes
herein, shall remain in full force and effect. Please also understand that the approval of this revision to the approved
plans or to the permit for the subject State Stormwater project is done on a case-by-case basis. Any other changes to
this project must be approved through this Office prior to construction.The issuance of this plan revision does not
preclude the pertittee from complying with all other applicable statutes,rules,regulations or ordinances which may
have jurisdiction over the proposed activity,and obtaining a permit or approval prior to construction.

If any parts,requirements, or limitations contained in this permit are unacceptable,you have the right to request an t
adjudicatory hearing by filing a written petition with the Office of Administrative Hearings (OAH). The written
petition must conform to Chapter 150B of the North Carolina General Statutes. Per NCGS 143-215(e) the petition
must be filed with the OAH within thirty (30) days of receipt of this permit. You should contact the OAH with all
questions regarding the filing fee (if a filing fee is required) and/or the details of the filing process at 6714 Mail Service
Center,Raleigh,NC 27699-6714, or via telephone at 919-431-3000,or visit their website at www.NCOAH.com.
Unless such demands are made this permit shall be final and binding.
If the property for this project has been/will be sold or legally transferred to another entity OR, the project or permit
holder has changed its name and/or mailing address,it is your responsibility as the pemtittee to submit a completed
and signed Name/Ownership change form to DEMLR at least 30 calendar days prior to making the changes. These
