PROJECT SUMMARY: The applicant proposes to construct a pier with a covered platform. Town of Surf City Page 2 9. PROJECT DESCRIPTION: The project site is located at 911 South Topsail Road adjacent to Topsail Sound (AIWW), in the Town of Surf City, Pender County. To locate the property from Wilmington take US Hwy 17N to NC Hwy 210. Turn right onto NC Hwy 210 and continue to NC Hwy 50. Take a right onto NC Hwy 50. Travel across the swing bridge to the stoplight. Take a right onto NC Hwy 50 and travel approximately .8 miles. The park is located on the right side of NC Hwy 50. The size of the tract is approximately 9.2 acres with 1000' of shoreline. The property averages 3' above normal high water. The applicant maintains a family park on the property: Upland vegetation consists of lawn grass, Live oak, Wax myrtle and Bay trees. The high marsh area is vegetated primarily with Giant Cord Grass (Spartina Cynosuroides), Salt Meadow Grass (Spartina Patens) and Black Needlerush (Juncus Roemerianus). This transitions to low marsh consisting primarily of Smooth Cordgrass (Spartina alterniflora), Spike Grass (Distichlis spicata), Sea Lavender (Limonium sp.) and Glasswort (Salicornia sp.) Small hummocks consisting of Black Needlerush are sporadically located with in the low marsh area. The Smooth Cord Grass) is the dominant species in the low marsh area and extends approximately 704' to the edge of water. The Land Use Plan classifies adjacent waters as Conservation._The waters of the AIWW are classified as SA by the NC Division of Water Quality. These waters are NOT designated as Primary Nursery Area (PNA), by the NC Division of Marine Fisheries, but they are OPEN to the harvest of shellfish. PROPOSED PROJECT: The applicants propose to construct a public pier and coveredplatform into Topsail Sound. The fixed pier would extend in a northwestern direction for approximately 972'. The pier would then terminate into a "T-head platform, measuring 20' in length by 20' in width, situated on the north side of the pier, which would extend into Topsail Sound in a northerly direction. The application states the proposed structures would be constructed to provide a recreational boardwalk and covered crabbing dock for the public. The water depth at the end of the pier is -1.5 Normal Low Water (NLW). 10. ANTICIPATED IMPACTS: The proposed pier system would incorporate 622 sq. ft. of Estuarine Waters and Pubic Trust Area and would shade approximately 5610 square feet of Coastal Wetlands. Minor increases in turbidity should be expected during construction. The proposed pier and dock would extend 37 feet into the waterbody. This portion of Topsail Sound measures approximately 712 feet across. (Buddy) Fowler, Council Member Project Narrative The Town of Surf City is pir~posing t~ construct a 5,832 square foot wooden boardwalk with a 2X20 covel`ed crabbing cock at the Family Park in Surf City. The F~~rtly Park is'tocated at 91'I Soutfi~ Topsail Road, adjacent to Tops-Sound and the Intracoastal Waterways just south of Roland Avenue. The construct%on will be completed by a licensed general contractor holding a specaity'license in marine construction, ~qu'rpment to be used will include a mini excavator, a ~ti~ater pump and a jet pipe. A,ll equipment will be stored and operated froth a floating barge. Majority of the operation will be constructed by hand only using the equipment when necessary. Family Park is an area of open space created by Crosses#nds Development, now known as Turtle Cove. Upon completion it was dedicated to the T+~vvn of Surf City for recreational use fo'r the general public. The existing amenities at the Family, Park inclu"de a tot lot, basketball court and resfi~oom facilities. The proposed boardwalk and crabbing deck will enhance the existil~g park for the citizens of Surf City.
