Describe the attachments or comments: The Replacement of Bridge 9 over Overflow for Shocco Creek on NC 58 (17BP.5.R.72) and the Replacement of Bridge 66 over Shocco Creek on NC 58 (17BP.5.R.87) in Warren and Franklin Counties originally received written authorization for use of USACE Nationwide Permit 14 on March 20, 2019 and associated NCDWR General Water Quality Certification 4135 and Tar -Pamlico Buffer Authorization on February 22, 2019. The permits expired on March 18, 2022 and the project has not yet begun construction. In preparation for construction, renewed authorization is requested for these replacements, utilizing USACE NWP 14 and associated NCDWR GWQC along with Tar -Pamlico Buffer Authorization. No design changes have occurred and impact totals remain the same as originally permitted. Updated surveys for Michaux's sumac were completed May 28, 2024 with no specimens observed and an updated conclusion of No Effect rendered. Gary Jordan with the USFWS confirmed via email correspondence on May 22, 2024 that previous conclusions and concurrence for affects to Dwarf wedgemussel, Tar River spineymussel, Yellow lance, Atlantic pigtoe, Neuse River waterdog, and Carolina madtom remain valid and no further coordination is needed for Section 7. The PCO for the Tricolored bat (Proposed Endangered) will be utilized for these two replacements. Additionally, the Monacan Indian Nation responded on May 22, 2024 that the Nation does not wish to actively participate in this consultation project, because the project's impacts are anticipated to be minimal.
