On May 24, 2024, Donald Smith of the Division of Water Resources conducted the subject
inspection. The assistance of Bill Perkinson -Public Works Director/ORC, Kenneth Champion
Chief Operator, and William Terry - Maintenance Crew Leader during the inspection was
appreciated. The following is a list of observations and findings gathered from the inspection:
1. The permit became effective June 1, 2016, and will expire on May 31, 2024. A permit
renewal application package dated October b,2023,was received by NC Division of Water
Resources.
2. The Town of Warrenton's wastewater collection system has approximately 21 miles of
gravity sewer, 8 miles of force main, and 4 duplex pump stations. Town of Warrenton
(Town)has a population of approximately 880 residents and 1,200 service connections.
3. A Fats, Oil and Grease (FOG) program is implemented and in use. Educational materials
are mailed out twice a year per permit requirements. The Town conducts grease trap and
facility inspections every 90 days and requires interior-under sink grease traps to be cleaned
monthly and larger exterior grease traps cleaned quarterly.
4. The collection system has an approximate annual operating budget of $872,844 and a
Capital Improvement Plan(CIP)of$4,147,000. The 10-year CEP was reviewed and covers
fiscal year 2023 to 2033. The CIP was adopted by the Town of Warrenton - Town Council
on August 14,2023.The CIP includes appropriations through 2030 on sewer rehabilitation,
force main and lift station rehabilitation, pump and electrical panel replacements,
generators, air release valves, emergency by-pass pumping connection, and collection
system service equipment.

5. Sanitary sewer overflow (SSO) cleanup, pumping, and reporting procedures, which
includes a response action plan was up to date. There has been one reportable SSO on
March 13, 2021, at the Town of Warrenton's collection system during a 4-year period
ending April 30, 2024. The SSO cleanup,pumping, and reporting procedures meet permit
requirements. Records for SSO's are kept for more than three years. The ORC indicates
that no non-reportable SSOs have occurred in the last 3-years. A logbook will be
maintained for non-reportable spills.
6. An up-to-date collection system map was reviewed and included manhole location, pipe
size, pipe construction material, pipe location, flow direction, approximate age and lift
station name, location, and capacity. No force main air release valves were noted on the
system map. If any of the 8 miles of force mains utilizes air release valves, identify
their location and size/type on the system map.
7. According to ORC records,approximately 3.73 miles of gravity sewer lines of the 21 miles
of gravity sewer lines were cleaned in 2023. Approximately 18-percent of the system was
cleaned in 2023.
8. According to the ORC, smoke testing and close circuit television assessments were
performed in 2020/2021 by a contractor. Findings from this assessment were used in
applying for grant funding and rehabilitation prioritization.
9. Four pump stations were visited and inspected:
a) Ridgeway Warrenton Road Lift Station
• (2)2-horsepower submersible grinder pumps
• 39 gallon per minute(GPM)—lift station capacity
• At the time of the inspection, the wet well and float controls were clean and clear
of excessive grease and debris.
• High-Level Alarm (audible/visual) was tested and was functional during the
inspection.
• Verbatim telemetry dialer was not operational,staff are checking station daily while
a new Mission telemetry dialer is being acquired and installed.
• Lift station will facilitate the connection of a portable generator.
• An upstream gravity line manhole was inspected and found to be free of blockage
and grease debris accumulation.
b) Red Hill Loop Road Lift Station
• (2) 2-horsepower submersible grinder pumps
• 49 GPM lift station capacity
• At the time of the inspection, the wet well and float controls were clean and
clear of excessive grease and debris.
• High-Level Alarm (audible/visual) was tested and was functional during the
inspection.
• Mission telemetry dialer is utilized for alarm monitoring and received the high-
level alarm test.
• According to the ORC, the lift station is visited at least weekly.

• Lift station controls are scheduled to be upgraded and replaced soon.
• An upstream gravity line manhole was inspected and found to be free of
blockage and grease/debris accumulation.
c) F.M. Mobile Home Park Lift Station
• (2)Smith& Loveless vacuum prime pumps
• 80 GPM--lift station capacity
• At the time of the inspection, the wet well and float controls were clean and
clear of excessive grease and debris.
• High-Level Alarm (audible/visual) was tested and was functional during the
inspection.
• A stationary generator is onsite. Main power was turned off and the emergency
generator switchgear activated, and the generator ran supplying power to the
lift station.
• Verbatim telemetry dialer is utilized for alarm monitoring and received the
high-level alarm and generator load test.
• According to ORC,the lift station is visited at least weekly.
• A couple of upstream gravity line manholes were inspected and found to be free
of blockages and grease/debris accumulation.
d) John Riggan Lift Station
• (2)Fairbanks-Morris pumps
• 260 GPM—lift station capacity
• At the time of the inspection, the wet well and float controls were clean and
clear of excessive grease and debris.
• High-Level Alarm (audible/visual) was tested and was functional during the
inspection.
• A stationary generator is onsite. Main power was turned off and the emergency
generator switchgear activated, and the generator ran supplying power to the
lift station.
• A coolant leak was noted on the generator while it was running. Facilitate a
repair as soon as possible as a coolant leak may affect the reliability of the
generator during longer run emergency operations.
• A 6-inch emergency bypass pumping connection is located onsite.
• The pump station also includes an 8,800-gallon storage capacity.
• Mission telemetry dialer is utilized for alarm monitoring and received the high-
level alarm and generator load test.
• According to ORC, the lift station is visited at least weekly.
• An upstream gravity line manhole was inspected and found to be free of
blockage and grease/debris accumulation.
10. The spill response plan was available for review and included response procedures and
contact phone numbers for emergency response. A 30-minute response time goal is set to
respond to emergencies. An on-call schedule is established for 24 hour a day emergency
response. After-hour emergency calls are managed and dispatched through the police
department call center.

11. Pump Station operations and maintenance logs were reviewed and appeared satisfactory.
12. One high priority line and County of Warren force main receiving manhole was visited.
The raised manhole ring and cover was heavily corroded from exposure to force main
sewer gases. The force main receiving manhole should be monitored closely for potential
replacement of the manhole ring and cover in the future. The receiving manhole included
an epoxy liner and a 14-16-foot elevated vent pipe.
13. Easements observed during the collection system inspection appeared to be maintained and
accessible for system inspection/maintenance/emergency. The ORC indicated that the
easement mowing and clearing goal is every 2-3 years. Sewer line easement maintenance
is generally 20 to 30-foot wide.
The overall condition of the collection system was compliant with the wastewater collection
system permit requirements observed on the day of the inspection. If you have any questions

have access to sufficient generators to run all stations on generator if needed. All four pump stations have
dialer telemetry. One unit is out of service and in process of being replaced.
