Hello Amanda, Additional stream impact needs to be added to the PCN — when I met out with the owner's representative (about a year ago) there was a recently installed culvert that was not permitted and needs to be included as an after -the -fact impact. It is shown as a 24" HDPE CPP on your plan just downstream of the stream enhancement work. Please clarify the length of this impact and the need for this crossing. No problem, we will add this to the impact table, assuming the online PCN portal lets me edit it post submittal. For the wetland impact (W1— 0.017 acre) associated with the extension of the auxiliary spillway and rock -lined outlet channel protection — would recommend/support shortening pipe and removing outlet protection from wetland thereby avoiding this impact. Please confirm if this change can be made and modify plans accordingly. This shouldn't be a problem, we will work on this and get you a revision that shows the ES outlet occurring prior to the wetland. Cold water release - would also recommend/support installation of cold water release. Please confirm if this change can be made and modify plans accordingly. See below, our riser detail. We propose using this gate valve as the cold water release. The opening is 7 feet below the top of the riser and can be adjusted based upon time of year. The client 100% wants this concrete riser system, which our engineer designed. The landowner furthermore mentions that this pond outlet tends to release much less/any flow in times of late summer drought. This gate valve system can be adjusted to release cold water in times of high or low flow. Let me know your thoughts...? Once I hear back from you, we can make these changes in the plans. I do not believe that water will be sufficiently cooled off by running 167 ft; solar radiation can significantly raise the water temps in a pond of this size, and there are wild trout in this watershed. Coldwater release structures are simple and cost-effective. We would like this to be a part of the design. Hello Andrea, Here are your questions and our responses: 1. Looks like you are proposing to send any drainage from a new auxiliary spillway into the wetland. This doesn't seem appropriate - as drainage will then change the hydrology of the wetland, increasing the wetland impacts from the project beyond those proposed. Can this be shunted to the stream instead? We are proposing to send the (rarely accessed/used only in times of high flow) emergency spillway pipe down toward the lower stream, which has riparian wetlands on it because of 0.5% proposed slope. The current spillway ALREADY discharges into this wetland, just in a different location (alongside of the driveway), which has an even lower slope (<0.1%). To reduce the effects of the spillway discharge, we can daylight the pipe earlier and extend the rock lined channel in order to dissipate more energy prior to entering the wetland area. Re-routing to Pigeonroost Creek would require another 475 feet of pipe with multiple bends (around house). This would be poor engineering, cost prohibitive, and a maintenance nightmare. 2. Will you pump all flows heading into the pond around the pond during dredging, pond regrading, and riser/outflow structure rehab? Yes, we plan to pump flows heading into the pond during construction, as required for concrete work and pipe retrofit. Pond water will be pumped into a settling basin and allowed to filter through grass field prior to discharge into any receiving stream. 3. Can you install a coldwater release into the new riser/ drain structure? I've attached a schematic as an example. The water released from the riser travels 167 feet, so it is anticipated that any increases in surface water temperature would be offset before reaching the receiving stream. Due to the small size of the pond and seepage flow as the water source, estimated inflow is less than 0.5 cfs. This would require a smaller size orifice (<2 inches), which would be prone to clogging and difficult to maintain. Let me know if you have any questions.
