This email is intended to follow up on item c.2 in our letter dated 12/28/2015. We find your compensatory mitigation proposal to use credits from the Causey Farm mitigation site previously obligated to the PTIA Runway 5R Safety Area project (Action ID: SAW -2006-41354) generally acceptable. For clarification and documentation purposes, please provide a signed letter from the owner of the mitigation (is this still Restoration Systems?) stating that they understand that the stream credits to be used as compensatory mitigation for the PTIA Runway 5R Safety Area project (Action ID: SAW -2006-41354) were unused - as the project was never built and the CWA 404 permit is now expired - and that they understand the current proposal and will update their ledger upon permit issuance. As you noted in your 2/2/2016 email, a field visit is scheduled for 2/10/2016 to perform a functional assessment of the stream reach(es) in question using NCSAM to determine the appropriate compensatory mitigation ratio for stream impacts. Once complete it may be necessary to revise the compensatory mitigation proposal to fully compensate for proposed stream impacts. Please let me know if you have any questions. -Dave Bailey David E.
