Dear Ms. Pruitt:
I am reporting on the construction and final inspection of the referenced facility. I made four
inspections during the construction, and have digital photos on file at various stages. I have also
made a record drawing and are sending you a pdf file along with this letter.
To the best of my abilities, due care and diligence was used in the observation of the
construction, and I found it in general accordance with the plans and specifications except for
two areas:
1. The primary sand filter length was reduced to 53'-3" and the secondary sand filter length to
27'-8". These are both well within the design requirements of "ATC criteria for SFRs
10/19/00", section II d) 1).
2. The filter sand minimum effective size was reduced from 0.35mm to 0.20 mm, allowing a
"Premium Bunker Sand" distributed locally by Pope Sand and Gravel in Winston-Salem, and
manufactured by B. V. Hedrick Gravel and Sand Company, Lilesville,NC. In order to justify
this change I sampled effluent from a system using this specification and installed by the
same contractor in February, 2005, located at 908 Cedar Branch Trail, Winston-Salem.
These results and comparison of related standards are as follows:

Since the sand is smaller in size the surface area of the particles is larger, so in theory the
treatment ability of the filters should be enhanced. These test results support this theory.
My remaining concern is the potential for clogging, which of course correlates with the
expected life of the system. To address this issue I have increased my recommendations of
septic tank cleaning from 3 years to 2 years. Mr. Townsend has agreed to accept these
changes.
During my last inspection on June 23 I instructed Mr. Townsend on the proper sampling
techniques, and we took samples at the discharge and I received a fax copy of the report earlier
today from Research & Analytical Laboratories, Inc. in Kernersville. These results are tabulated
below, and meet the more restrictive criteria.

The laboratory does not have a protocol for residual chlorine, and we did not find this out until
the prepared sample containers were received. I did, however, note that the chlorination and
dechlorination tablets were in place, a chlorine odor was observed in the contact tank and
observed no odor at the discharge.
For annual testing when no lab protocol is available for residual chlorine I suggest that Mr.
Townsend use commonly available pool test strips and do the testing directly himself.
