Subject: Avery Crossing PS Upgrade
WQ0039197 Permit Modification
McKee Homes,LLC is proposing an 83-lot subdivision named Holston Subdivision at 2406 Fleming
Road in the Town of Fuquay-Varina. The Holston Subdivision's projected average day sewage now is
24,900 gallons per day(gpd)based on 75 gpd/bedroom and 83 4-bedroom single family homes. Using a
2.5 peaking factor this results in a peak flow of 43.2-gpm.
The proposed development is tributary to the Avery Crossing Pump Station(WQ0039197). The Avery
Crossing Pump Station was permitted as part of the Avery Crossing Subdivision and included the
following infrastructure—"construction of approximately 2,747 LF of 8"gravity sewer, an 80 GPM pump
station with duplex pumps, approximately 1,545 LF of 4"FM,and 16,800 GPD of domestic wastewater".
The Avery Grossing subdivision is a 56-lot subdivision that has been built out. The 56 4-bedroom homes
would generate a peak flow of 29.2 gpm.
In addition to the flow from the proposed Holston Subdivision,a 114-unit townhome project is in initial
planning stages on the adjacent Weeks property that would also be served by the Avery Crossing Pump
Station. Using the recently regulatory change to 75-gpd/bedroom for a dwelling unit and assuming 3-
bedroom town homes,the proposed townhouse development would generate a projected average day
sewage flow of 25,650 gpd and a peak flow of 44.5 gpm. Other tributary properties could generate 12.1-
gpm of additional peak flow.
The total peak flow to the Avery Crossing pump Station would be:
Avery Crossing Subdivision - 29.2-gpm
Holtson Subdivision- 43.2-gpm
Town Home Development 44.5-gpm
Potential Tributary Flow- 12.1-gpm

The proposed project is to increase the pumping capacity of the existing pump station by replacing
existing pumps with new pumps able to pump at a greater rate. The minimum pumping rate for the
increase would be 129-gpm with a total dynamic head(TDH)of 51-feet.
The pump change will require modifications to the pump station interface control panel including starters,
circuit breakers,and overload heaters for the new pumps.
Requested Action
Approve WQ0039197 Permit Modification to increase the pump station pumping rate from 80-gpm to a
129-gpm at 51-feet'rDH with a project zero flow since flows will be permitted under separate
applications.

application, new or modification, needs to include all aspects of the application according to the FTA,
application instructions,02T Rules,and the MDCs. The FTA should include all infrastructure that is expected to
be in tlxr final design of the permit. The narratives where you would indicate what was previously permitted
and what is to be changed as part of the modification.
Please note that I have transitioned to another position within the Division of Water Resources and am no
longer in the Raleigh Regional Office. However, I will be retaining and completing any outstanding Fast Track

3,2017,we are forwarding herewith Permit No.WQ0039197 dated May 8,2017,to the Town of Fuquay-
Varina {Permittee} for the construction and operation upon certification of the subject wastewater
collection system extension. This permit shall be effective from the date of issuance until rescinded and
shall be subject to the conditions and limitations as specified therein.This cover letter shall be considered
a part of this permit and Is therefore incorporated therein by reference.
Please pay particular attention to the following conditions contained within this permit:
Condition 1.1: Each pump station shall be clearly and conspicuously posted using a weatherproof sign
with a pump station identifying name/number, 24-Hour Emergency telephone number,
and name of the owner/operator of the sewer system/pump station and instructions to
call the number In the event of alarm activation or other emergency.

It shall be the responsibility of the Permittee to ensure that the as-constructed project meets the
appropriate design criteria and rules. Failure to comply may result in penalties in accordance with North
Carolina General Statute §143-215.6A through §143-215.6C, construction of additional or replacement
wastewater collection facilities, and/or referral of the North Carolina-licensed Professional Engineer to
the licensing board.
If any parts, requirements,or limitations contained in this permit are unacceptable,you have the right to
request an adjudicatory hearing upon written request within 30 days following receipt of this permit. This

for the construction and operation of approximately 2,747 linear feet of 8-Inch gravity sewer,an 80 gallon
per minute pump station with duplex pumps,on-site audible and visual high water alarms,telemetry,and
a permanent generator with automatic transfer switch, as well as approximately 1,545 linear feet of 4-
inch force main to serve 56 four-bedroom homes as part of the Avery Crossing project,and the discharge
of 16,800 gallons per day of collected domestic wastewater Into the Town of Fuquay-Varina's and Harnett
County's existing sewerage system, pursuant to the application received March 29,2017,and additional
Information received on May 3,2017,and In conformity with 15A NCAC 2T; the Division's Gravity Sewer
Minimum Design Criteria adopted February 12, 1996 and updated In March 2008, as applicable; the
Division's Minimum Design Criteria for the Fast-Track Permitting of Pump Stations and Force Mains
adopted June 1, 2000 and updated March 2009, as applicable; and other supporting data subsequently
filed and approved by the Department of Environmental Quality and considered a part of this permit.
