The Division of Water Resources (the Division or DWR) hereby issues the attached NPDES permit
for the subject facility. We issue this permit pursuant to the requirements of North Carolina General
Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the U.S.
Environmental Protection Agency (EPA) dated October 15, 2007, or as subsequently amended.
The Division understands that Wilderness -NC, Inc. has made no significant changes to the waste
treatment system nor have you significantly altered your kiln -dried lumber production processes or
quantities. We have therefore made only minimal changes to your permit for renewal.
Division records show that you have successfully registered with the eDMR Program. Please be
reminded that until the state's eDMR application is approved compliant with EPA's Cross -Media
Electronic Reporting Regulation (CROMERR), all permittees must continue to submit hardcopy of
DMRs as backup to eDMR reporting [see permit section A. (5.)].
If any parts, measurement frequencies, or sampling requirements contained in this permit are
unacceptable, you have the right to an adjudicatory hearing, upon written request submitted within
thirty (30) days after receiving this letter. Your request must take the form of a written petition
conforming to Chapter 150B of the North Carolina General Statutes, and you must file it with the
office of Administrative Hearings, 6714 Mail Service Center, Raleigh, North Carolina 27699-6714.
Unless such a demand is made, this permit shall be final and binding.

method (including field certified), even if these values fall below 50 µg/L.
5. Effluent temperature shall not increase receiving stream temperature more than 0.8° C (1.44° F)
during June through August, and not more than 2.2° C (3.96° F) during September through May. In
no instance, shall effluent temperature cause receiving stream temperature to exceed 32' C (890 F).
Condition: The Permittee shall discharge no floating solids or foam visible in other than trace amounts.

A. (3.) BIOCIDE USE CONDITION
[G.S. 143-215.1(b)]
The Permittee shall add no chromium, zinc or copper to the treatment system except as additives to
preapproved biocidal compounds. The Permittee shall obtain approval from the Division's Aquatic
Toxicology Branch prior using any biocide. The Permittee shall request approval at least 90 days in
advance of any planned usage. For detailed instructions, and to obtaining a Biocide Approval Form,
contact DWR's Aquatic Toxicology Branch (ATB):

A. (4.) NUTRIENT REOPENER FOR HIGH ROCK LAKE

This permit may be reopened and modified to implement nutrient requirements in accordance with any
future Total Maximum Daily Load (TMDL) and/or nutrient management strategy for High Rock Lake.
A. (5.) ELECTRONIC REPORTING OF DISCHARGE MONITORING REPORTS
[G.S. 143-215.1(b)]
Federal regulations require electronic submittal of all discharge monitoring reports (DMRs) and
program reports. The final NPDES Electronic Reporting Rule was adopted and became effective on
December 21, 2015.
NOTE: This special condition supplements or supersedes the following sections within Part II of this
permit (Standard Conditions for NPDES Permits):

1. Reporting Requirements [Supersedes Section D. (2.) and Section E. (5.) (a)1
The permittee shall report discharge monitoring data electronically using the NC DWR's Electronic
Discharge Monitoring Report (eDMR) internet application.
Monitoring results obtained during the previous month(s) shall be summarized for each month and
submitted electronically using eDMR. The eDMR system allows permitted facilities to enter
monitoring data and submit DMRs electronically using the internet. Until such time that the state's
eDMR application is compliant with EPA's Cross -Media Electronic Reporting Regulation
(CROMERR), permittees will be required to submit all discharge monitoring data to the state
electronically using eDMR and will be required to complete the eDMR submission by printing,
signing, and submitting one signed original and a copy of the computer printed eDMR to the
following address:

If a permittee is unable to use the eDMR system due to a demonstrated hardship or due to the
facility being physically located in an area where less than 10 percent of the households have
broadband access, then a temporary waiver from the NPDES electronic reporting requirements may
be granted and discharge monitoring data may be submitted on paper DMR forms (MR 1, 1.1, 2, 3)
or alternative forms approved by the Director. Duplicate signed copies shall be submitted to the
mailing address above. See "How to Request a Waiver from Electronic Reporting" section below.
Regardless of the submission method, the first DMR is due on the last day of the month following
the issuance of the permit or in the case of a new facility, on the last day of the month following the
commencement of discharge. Starting on December 21, 2020, the permittee must electronically
report the following compliance monitoring data and reports, when applicable:
• Sewer Overflow/Bypass Event Reports;
• Pretreatment Program Annual Reports; and Sewer Overflow/Bypass Event Reports;
• Pretreatment Program Annual Reports; and
• Clean Water Act (CWA) Section 316(b) Annual Reports.
The permittee may seek an electronic reporting waiver from the Division (see "How to Request a
Waiver.from Electronic Reporting" section below).
2. Electronic Submissions
In accordance with 40 CFR 122.41(1)(9), the permittee must identify the initial recipient at the time
of each electronic submission. The permittee should use the EPA's website resources to identify
the initial recipient for the electronic submission.
Initial recipient of electronic NPDES information from NPDES-regulated facilities means the entity
(EPA or the state authorized by EPA to implement the NPDES program) that is the designated
entity for receiving electronic NPDES data [see 40 CFR 127.2(b)].
EPA plans to establish a website that will also link to the appropriate electronic reporting tool for
each type of electronic submission and for each state. Instructions on how to access and use the
appropriate electronic reporting tool will be available as well. Information on EPA's NPDES
Electronic Reporting Rule is found at:

Electronic submissions must start by the dates listed in the "Reporting Requirements" section
above.
3. How to Request a Waiver from Electronic Reporting
The permittee may seek a temporary electronic reporting waiver from the Division. To obtain an
electronic reporting waiver, a permittee must first submit an electronic reporting waiver request to
the Division. Requests for temporary electronic reporting waivers must be submitted in writing to
the Division for written approval at least sixty (60) days prior to the date the facility would be
required under this permit to begin submitting monitoring data and reports. The duration of a

temporary waiver shall not exceed 5 years and shall thereupon expire. At such time, monitoring .
data and reports shall be submitted electronically to the Division unless the permittee re -applies for
and is granted a new temporary electronic reporting waiver by the Division. Approved electronic
reporting waivers are not transferrable. Only permittees with an approved reporting waiver request
may submit monitoring data and reports on paper to the Division for the period that the approved
reporting waiver request is effective.

4. Signatory Reguirements iSupalements Section B. (11.) (b) & Supersedes Section B. (11.) (d)]
All eDMRs submitted to the permit issuing authority shall be signed by a person described in Part
II, Section B. (11.)(a) or by a duly authorized representative of that person as described in Part II,
Section B. (11.)(b). A person, and not a position, must be delegated signatory authority for eDMR
reporting purposes.
For eDMR submissions, the person signing and submitting the DMR must obtain an eDMR user
account and login credentials to access the eDMR system. For more information on North
Carolina's eDMR system, registering for eDMR and obtaining an eDMR user account, please visit

Certification. Any person submitting an electronic DMR using the state's eDMR system shall make
the following certification [40 CFR 122.22]. NO OTHER STATEMENTS OF CERTIFICATION
WILL BE ACCEPTED:

5. Records Retention [Supplements Section D. (6.)l
The permittee shall retain records of all Discharge Monitoring Reports, including eDMR
submissions. These records or copies shall be maintained for a period of at least 3 years from. the
date of the report. This period may be extended by request of the Director at any time [40 CFR
122.41].

WET -Testing and Instream Monitoring: This permit requires instream monitoring for
Temperature and Dissolved Oxygen upstream and downstream. Data is consistently similar at both
monitoring stations, and within water -quality standards. This permit does not require Whole
Effluent Toxicity (WET) testing - no permit changes recommended.
Renewal Change Summary: The Permittee has made no changes in processes or W WTP facilities
since last renewal. Monitoring and sampling include BOD-5 and Ammonia (summer / winter
limits consistent with similar Class -2 W WTPs) plus effluent and instream monitoring for
Dissolved Oxygen and Temperature. According to the renewal application, production volumes for
kiln drying are identical to those presented for the previous permit cycle - no permit changes
recommended.

Briefly describe the manufacturing process(es):
Green lumber is brought to Wilderness NC, Inc. by different vendors to be kiln dryed. Lumber
will first be run down the lumber stacker line, where it will be restacked on sticks and counted.
After being re -stacked, it will be Iggged with the name, grade of lumber, thickness, and species
of lumber. The lumber will then be placed in the kiln to dry. After the lumber is dried it goes
down the line in the SFD building, where it is graded and restacked according to the grade,
length, and species of lumber. The lumber will then be stored in the dry shed until picked up
by the vendor.

Wilderness NC, Inc. Waste Water Treatment Facility

Wilderness NC, Inc. operates a 0.0125 MGS extended aeration wastewater treatment system
consisting of the following components:
• Aeration chamber
• Sludge holding tank
• Clarifier
• Recirculating sand filter
• 5:1 flow splitter
• 1500-gallon recirculation tank with air diffuser
• Filter screens
• Dual pumps
• Tablet chlorination and de -chlorination
• Fifty-four (54) day polishing pond
Wastewater flows from the plant into the aeration chamber via gravity. After aeration,
wastewater flows either to the pump tank or polishing pond. During normal operation (April to
October), wastewater flows from the aeration chamber to the pump tank and then is pumped to
the recirculating sand filter. Wastewater is diverted to the pond during winter months
(November to March) to avoid high ammonia typical during winter months. Water from the pond
is returned to the pump tank at approximately the same rate. From the pump tank, wastewater
is pumped into the recirculation sand filter. Effluent from the sand filter is split 4 to 1 with 3/41h
of the flow being returned to the pump tank and 1/41h being discharged.
Discharge is domestic wastewater, boiler blow down, and kiln condensate.
General Overview
The wastewater treatment plant at Wilderness -NC, Inc., SFD/64 Lumber plant treats
approximately 2000 gallons per day. The treatment system consist of an aeration
chamber, pump tank, polishing pond, recirculating sand filter, tablet chlorination and
dechlorination. Wastewater flows from the. plant into:the aeration chambervia: gravity.
After aeration, wastewater flows either to the pump tank or the polishing pond. During
normal operation (April to October), wastewater flows from the aeration chamber to the
pump tank, and them pumped to the recirculating sand filter. wastewater is, diverted to
the pond during winter months (November to March) to avoid high ammonia typical
during winter months. Water form the pond, is returned to the pump tank at
approximately the same rate. From the pump tank, wastewater is pumped into the
recirculating sand filter. Effluent from.the sand filter is split 4 to 1 with 4/5" of the flow
being returned to the pump tank and 115" being discharged. The North Carolina
Department of Environment and Natural Resources,.NPDS Permit No.. NC0023604,
permit the discharge of the effluent.
This Operation and Maintenance (O&M) manual intends to set forth guidelines and
procedures for the wastewater treatment system. OST based these guidelines on the
NPDES seasonal effluent limitations and past experiences with system performances.
Occasionally, this O&M manual may need to be updated to :comply with effluent
requirements. A system flow land construction diagram is included with this O&M
manual.

Diverting Flow to Polishing Pond
Under normal operating conditions (April to October), wastewater flows from the
aeration..chamber to the pump tank. During this operating period, ammonia.efrluent
limits (per the NPDES permit) are 2.0 mg/1(monthly average). The ammonia effluent
limits from November to March are increased to 4:0 mg/l (monthly average)..
Historically, high ammonia results are seen in the winter months. Therefore; beginning
on November, flow should be diverted to incorporate the polishing pond.
To .Divert to.. the Pond
1. Two 4inch ductile iron gate valves are located between the aeration chamber and the
pump tank. To divert flow to the :pond, open the gate valve on the discharge. line
flowing to the pond.
2. Close the gate valve on the discharge line flowing to the pump tank.
Water is pumped from the pond back -into the pump tank using a transfer pump and- must
be activated on the same winter/summer schedule above. The transfer.pump supplies
water to the pump when activated, and to a yard .hydrant for use at any time. A timer
located at the pump tank activates a solenoid valve that allows pond water to flow to the
pump tank.
To Divert from the Pond to the Pump Tank
1. Engage the time by sitting the timer to activate the pump
2. The pump should be activated 4 times per day and run for %Z hour. (Note: -The
pump will be able to pump approximately 200 gallons in a V2 hour.) The pump
needs to be running while -the operator is performing.his daily site check. (Note: The
pump activation schedule may need.to be altered depending on flow and associated

pond levels.)
3. The pressure switch on the transfer pump should be set at 34 psi.
High and low level probes control the pump tank wastewater levels. The probes will
automatically turn on/offthe pump in the pump tank, wastewater from the pump tank
flows into the recirculating sand filter and by gravity returns to the pump tank or is
discharged. 'Prior to discharge, the effluent flows through a chlorinator and then a
dechlorinator.
