Division personnel have reviewed and approved your request for modification of the subject
permit based on a review of the two-year data set that you submitted- The softener backwash waste
stream may be directed to the effluent well, thereby bypassing the sand filters. The waste stream from
the resin bed will continue to be treated in the sand filter.
This permit modification is issued pursuant to the requirements of North Carolina General
Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the U.S.
Environmental Protection Agency dated May 9, 1994 (or as subsequently amended).

The permittee has requested that approval be given for directing the softener
backwash waste stream directly to the effluent well, thereby bypassing the sand
filters. The waste stream from the resin bed would continue to be treated in the sand
filter. Two years of data have been submitted to support the request. Based on a
review of the data it is recommended that the request be approved.

This letter is a formal request for a revision to the existing NPDES Permit for the West Carteret
Water Corporation Water Treatment Plant. The revision requested is to allow discharge from
the softener backwash to be directly discharged to the effluent well bypassing the sand filters.
The color regeneration backwash will continue to go directly to the sand filter as is currently
permitted.
The reason for making this request is as follows:
The facility has experienced frequent solids buildup in the sand filter due to high dissolved
salts (i.e. calcium) in the backwash. The dissolved salts build up scale on the sand filter
surface, plugging the filter media. During the previous inspection in 2002 by Jim
Buschardt, the facility requested that the water softener discharge be allowed to bypass
the sand filter and discharge directly to the effluent well. The resin bed discharge would
continue to go to the sand filter discharging the filtrate to the effluent well. The two streams
would be combined at the effluent well before final discharge. Jim Buschardt
recommended a study to demonstrate that the filter backwash would consistently meet
effluent limitations alone before being mixed with the effluent well. This study has been
conducted over the last 2 years and the data presents evidence that the softener
backwash consistently met the permit discharge limits during those periods that only the
softener backwash was discharged and the only source of effluent during the sampling
period.
The data from the above mentioned study is attached for your review.
