Based on our meeting it is my understanding that samples are currently collected four times per year from the Iron vessel backwash, two times per year from the color vessel backwash and six times per year from the softener vessel backwash to satisfy the monitoring requirement for those parameters that are sampled once per month. Each step in the regeneration process is sampled separately (once per each step) and a flow proportional composite is made based on the flow from each step. Flow meter readings on each of the three treatment system's backwash discharge lines are used for the respective adjustment of sample volumes. As we discussed yesterday, the preferred sample location would be from the three treatment systems' common force main utilizing a flow meter on the force main to communicate with a continuous composite sampler or utilizing the instantaneous readings from the flow meter to create a flow proportional composite from a series of grab samples over a 24 hour period. Currently, there is a sample port on the common force main but no flow meter. Until such time as a flow meter is installed on the common force main, sampling from the individual backwash discharge lines during a softener or color filter backwash cycle, as you are currently doing, is acceptable. Please keep in mind that the composite sample is a 24 hour composite. Any backwash cycle that occurs during that 24 hour period would have to be captured in the composite sample, e.g., you may be sampling four softener and one color filter backwash cycles in a single 24 hour period. All samples collected have to include a color filter or softener discharge event. Toxicity sampling must coincide with quarterly sampling for Total Copper and Total Zinc and must also be collected during a softener or color filter discharge event. Please let me know your thoughts and /or concerns moving forward with a different sampling protocol under the new permit. I would like to have a revised plan and schedule for sampling from you approved as soon as possible since the new permit becomes effective on October 1, 2013. Also based on your comments at our meeting, we will be issuing a technical correction to the permit to change the number of green sand iron filters from three to four. I apologize for that oversight. I regret the unit were stated as ppt on your permit. Please measure and report the correct units for salinity as psu and advise your lab of the correction. I am coping the Wilmington Regional Office of this correction in case any future salinity compliance question arises.
