Hi Nikki,
I have completed my review of the buffer authorization modification application for the Arvin Subdivision project (DWR#
20221672 V2), and I need some clarification on a few items before I can proceed.
• Impact D
o 20221672 V1 approved permanent impacts to 1,687 SF of Zone and 612 SF of Zone 2 for the utility
line crossing.
o The application for V2 requests 3,164 SF (Z1) and 1,989 SF (Z2) of temporary impacts to ensure that
the utility line does not cause a rise in FEMA floodplain elevation. It appears that the increased
impacts are for additional clearing and grading for the installation of the line.
o Please confirm one of the following:
1. All impact totals (3,164 SF (Z1) and 1,989 SF (Z2)) are intended as temporary impacts per
your application or
2. There will be both temporary and permanent impacts. The additional amount requested is
intended as temporary impacts (1,477SF (Z1) and 1,377SF (Z2)) and the remainder
(previously permitted in V1) amount is intended as a permanent impact for the maintenance
easement (1,687SF (Z1) and 612 SF (Z2)).
o Pending your answer to the above, please also confirm that the temporary areas will be revegetated
with native seed mix/vegetation. Please be aware that a condition may be added to any potential
authorizations requiring revegetation to temporarily impacted areas.
• Impact
o This impact appears to be a simple shift in easement due to the removal of the manhole.
o Please confirm that these totals (1,047SF (Z1) and 679 SF (Z2)) are considered a permanent impact
because they are within the permanent maintenance easement.
Please respond within 30 days of receipt of this email request. This application will be considered on hold until a full
response is received.
