Please provide a response within 30 days, and please note that the application will be on hold until a response is received. 1. In reviewing for the Buffer Authorization, the plans showthat total Zone 1 and Zone 2 impacts are 16,476 sq ft and 9,388 sq ft, respectively. The impact table with the PCN only noted impacts associated with the road crossing. Please provide back a buffer impact table clearly enumerating total impacts and use. The total Zone 1 impacts are to 9,388 square feet. All of the Zone 1 impacts are associated with the road (located within the road and associated slope footprint). The Zone 2 impacts associated with the road and slope are to 3,202 square feet. These are considered permanent impacts. SEI, the engineering firm that designed the development plan, also showed temporary impacts to Zone 2 of the buffers associated with clearing in order to construct a retaining wall (to be located outside the buffer) and clearing in order to construct an erosion control device (graded areas to be located outside the buffers). No impervious surfaces are being created and the areas will remain vegetated following construction. The buffer impacts have been submitted to the City of Mebane who has delegated authority to review and approve the buffer impacts in conjunction with their review and approval of the site plan. A buffer authorization will be issued by the City of Mebane.
