Dear Mr. Hartley,
On June 6, 2023 the City of Greensboro Stormwater Management Division completed an industrial
compliance inspection of Hartley Ready-Mix Concrete. Local regulations permit an inspection of industrial
facilities under authority granted by City of Greensboro Code of Ordinance Chapter 30,Article 12,Section 7.1
(C-5).This inspection consisted of two parts: a review of the facility files/records and an on-site facility
inspection.
The inspection was performed by Tiona Leach, and the following deficiencies/observations were noted during
the inspection.
Storm water Pollution Prevention Plan/Spill Plan Review
Site Maps and SWP3
• Site map needs new aerial image with updated flow routes to the detention pond. Please refer to
permit Part III,Sections A-E
Spill Prevention and Response Plan
• Plan should include how to properly dispose of materials after a spill, and after the initial
containment. (i.e. call an environmental clean-up company, contact information, etc.) Please refer
to permit Part III, 3.
• Update City of Greensboro contact information to Tiona Leach—Water Quality Technician
Monitoring
• Analytical monitoring and documentation must be performed twice per year(Once between
January 1st and June 30th, and once between July 15t and December 315t) as stated in the permit.
The current SWPPP on file is missing all monitoring data from 2018-2022. Please refer to permit
Part IV,Section A, (Table 2).

• Sampling at the outfall is acceptable; however, if sampling is not possible due to no flow,
sampling can be done at the inlets into the wet detention pond. Please be sure that the results of
Total Suspended Solids(TSS) is recorded after each sampling date. Laboratory reports are
required in the SWPPP documentation.Sampling results should be sent to the City of Greensboro
for the 2023-2024 year to ensure follow through. Please refer to permit Part IV,Section A, (Table
3 for acceptable parameter values).
• SWPPP must contain a signed annual certification stating that the facility has been tested for non-
stormwater discharges from the site. Please refer to permit Part III,Section le.
Employee Training
• Training sign-in sheets should have dates of all meetings and signatures of all employees at a
minimum of once per year. Please refer to permit Part III, 6.
Site Inspection
Preventative Maintenance/Good Housekeeping
• A small spill was documented at the time of the inspection. In the suture please be sure these are
properly cleaned up and not washed into nearby drains.We are requesting that the MSDS sheet
be sent over for this particular chemical.
Non-Stormwater Discharges
• No deficiencies observed.
It is recommended that Hartley Ready-Mix Concrete take appropriate actions to correct the noted
