Dear Mr. Flynt:
On July 25,2023 the City of Greensboro Stormwater Management Division completed an
industrial compliance inspection of TZ Osborne WWTP. Local regulations permit an inspection
of industrial facilities under authority granted by City of Greensboro Code of Ordinance Chapter
30, Article 12, Section 7.1 (C-5). This inspection consisted of two parts: a review of the facility
files/records and an on-site facility inspection.
The inspection was performed by Ryan Dapkus, and the following deficiencies/observations were
noted during the inspection.
Stormwater Pollution Prevention Plan/Spill Plan Review
Site Maps and SWP3
• Site maps need to be updated to reflect recent construction.
• No signed annual certification stating the facility has been tested for non-stormwater
discharges from the site.
*NPDES permit expired in 2013
Spill Prevention and Response Plan
• Spill plan does not show how to properly dispose of materials after a spill.
• Contact information is not up to date.
Monitoring
• Qualitative monitoring is not up to date.

Employee Training
• Training material present but no sign in sheets demonstrating employees have received
training.
Site Inspection
Preventative Maintenance/Good Housekeeping
• No deficiencies observed.
Non-Stormwater Discharges
• Not all outfall locations listed on site map match what was visually observed in
the field.
It is recommended that TZ Osborne WWTP take appropriate actions to correct the noted
