Division personnel have reviewed and approved your application for renewal of the subject permit.
Accordingly, we are forwarding the attached NPDES discharge permit. This permit is issued pursuant to
the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement
between North Carolina and the U.S. Environmental Protection Agency dated May 9, 1994 (or as
subsequently amended).
This permit includes no major changes from the draft permit sent to you on August 29, 2007.
If any parts, measurement frequencies or sampling requirements contained in this permit are unacceptable to
you, you have the right to an adjudicatory hearing upon written request within thirty (30) days following receipt of
this letter. This request must be in the form of a written petition, conforming to Chapter 150E of the North
Carolina General Statutes, and filed with the Office of Administrative Hearings (6714 Mail Service Center,
Raleigh, North Carolina 27699-6714). Unless such demand is made, this decision shall be final and binding.
Please note that this permit is not transferable except after notice to the Division. The Division may require
modification or revocation and reissuance of the permit. This permit does not affect the legal requirements to
obtain other permits which may be required by the Division of Water Quality or permits required by the Division of
Land Resources, the Coastal Area Management Act or any other Federal or Local governmental permit that may

All previous NPDES Permits issued to this facility, whether for operation or
discharge are hereby revoked. As of this permit issuance, any previously issued
permit bearing this number is no longer effective. Therefore, the exclusive authority
to operate and discharge from this facility arises under the permit conditions,
requirements, terms, and provisions included herein...
Coldwater Trout Farm, Inc. is hereby authorized to:
1) Continue to operate an existing trout farm facility producing approximately 200K
of trout per year. The facility is located at 4765 Snowbird Road, Robbinsville,
Graham County.
• 2) Coldwater Trout Farm consists of;
a) A 48" stream intake culvert feeding the facility at 20,000 GPM
b) 20 - Concrete lined raceways sized at 14 ft x 80 feet each
c) 10 — control valves
d) Settling chambers at the end of raceway
e) A final settling pond and
f) Final effluent channel
3) Discharge from said treatment works into Snowbird Creek, classified C-Trout
waters in the Little Tennessee River Basin, at the location specified on the
attached map.

trace amounts.

A. (2.) PERMIT REOPENER CONDITION
Upon findings by the Division of Water Quality that impacts on the receiving stream
by the operation of this facility are sufficient to cause or contribute to violations of
water quality standards, including algal blooms of other nutrient enrichment
problems in Lake Santeetlah, this permit shall be revoked and issued or modified to
require such measures, including but not limited to additional effluent and stream
monitoring, additional fish management plan implementation, reduction of total
pounds of trout grown yearly or construction and operation of additional treatment.
A. ( 3.) PRODUCTION CONDITION
There shall be no additional construction for the purpose of increasing production
at this facility without prior approval by the Division.

Robbinsvilie, Graham County.
The facility discharges waste-
water from a trout farm through
one outfall into Snowbird Creek,
a Class C-Trout Stream in the
Little Tennessee River Basin. Cur-
rently, total suspended solids and
settleable matter are water quality
limited. This discharge may affect
future allocations in this portion of
Snowbird Creek.
NCO025879: The Town of Rob-
binsville (P.O. Box 129, Rob-
binsville, NC 28771) ;has applied
for renewal of its WWTP permit
to discharge treated domestic
wastewater to Long Creek in
the Little Tennessee River Basin.
Currently ammonia nitrogen, fecal
coliform, BOD5 and total residual
chlorine are water quality limited.
This discharge may affect future
allocations in this portion of Long
Creek.
NCO083071: The Town of Rob-
binsville (P.O. Box 129, Rob-
binsville, NC 28771) WTP has
applied for renewal of its permit
discharging filter -backwash to
Rock Creek in the Little Tennes-
see River Basin. No parameters
are water -quality limited. Cur-
rently, total suspended solids,
settleable solids and total residual
chlorine is water quality limited.
The discharge may affect future
allocations in this portion of the
Little Tennessee River.

Trout waste that settles in the quiescent zones for each raceway
is vacuumed at regular intervals depending on time of year and
amount of feed fed. For heavy feeding times such as spring and
fall the zones are vacuumed about every two weeks. In winter and
summer the frequency drops to about once per month.
The sludge is disposed of in a settling pond where the clear
surface water is drained into the outfall of the farm. When enough
solids are collected they are removed with a loader and placed on a
sand bed where they are dewatered before hauling to fields for
application. To this point we have not collected enough material to
remove any from the settling pond. Therefore, at this point we
don't need a field application permit.
