Dear Mr. Autry:
Division personnel have reviewed and approved your application for renewal of the subject permit.
Accordingly, we are forwarding the attached NPDES discharge permit. This permit is issued pursuant to the
requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North
Carolina and the U.S. Environmental Protection Agency dated May 9, 1994 (or as subsequently amended).
This final permit includes the following changes from your current permit:
➢ This permit includes a TRC limit that will take effect on April 1, 2008. If you wish to install
dechlorination equipment, the Division has promulgated a simplified approval process for such projects.
Guidance for approval of dechlorination projects is attached.
➢ To support nutrient -sensitive modeling for the Middle Cape Fear watershed, the Division now requires
dischargers to report the component species (TKN and (NO3N + NOS) as well as Total Nitrogen (TN).
Your lab already analyses the species in order to calculate TN values; this added condition merely
requires you to report the intermediate results along with the TN value. This requirement will become
effective January 1, 2009.
If any parts, measurement frequencies or sampling requirements contained in this permit are unacceptable
to you, you have the right to an adjudicatory hearing upon written request within thirty (30) days following receipt
of this letter. This request must be in the form of a written petition, conforming to Chapter 150B of the North
Carolina General Statutes, and filed with the Office of Administrative Hearings (6714 Mail Service Center,
Raleigh, North Carolina 27699-6714). Unless such demand is made, this decision shall be final and binding.
Please note that this permit is not transferable except after notice to the Division. The Division may
require modification or revocation and reissuance of the permit. This permit does not affect the legal
requirements to obtain other permits which may be required by the Division of Water Quality or permits required
by the Division of Land Resources, the Coastal Area Management Act or any other Federal or Local
governmental permit that may be required. If you have any questions concerning this permit, please contact

1. The discharge shall not cause the turbidity of the receiving water to exceed 50 NTU. If the turbidity exceeds
these levels due to natural background conditions, the discharge level cannot cause any increase in the
turbidity in the receiving water.
2. TRC limit takes effect on April 1, 2008. Until then, the Permittee shall monitor TRC with no effluent limit.
All samples collected should be of a representative discharge.
There shall be no discharge of floating solids or visible foam in other than trace amounts.

On the basis of thorough staff review and aF 1cation of NC General Statute

North Carolina Environmental Management Com' .ssion proposes to issue
a National Pollutant Discharge Elimination System (NPDES) wastewater
discharge permit to the person(s) listed below effective 45 days from the
publish date of this notice.
City of Dunn [805 West E. Street, Erwin, NO 28339] has applied for renewal
permit NCO078955 for its WTP in Harnett County. This permitted facility
discharges filter -backwash wastewater into the Juniper Creek in the Cape
Fear River Basin. Currently total residual chlorine is water quality limited.
This discharge may affect future allocations in this portion of Juniper Creek.
Written comments regarding the proposed permit will be accepted until 30
days after the publish date of this notice. All comments received prior to that
date are considered in the final determinations regarding the proposed
permit. The Director of the NC Division of Water Quality may decide to hold
a public meeting for the proposed permit should the Division receive a signif-
icant degree of public interest.
Copies of the draft permit and other supporting information on file used to
determine conditions present in the draft permit are available upon request
and payment of the costs of reproduction. Mail comments and/or requests
for information to the NO Division of Water Quality at the above address or

A review of DM R's and lab data for the months of August 200 5 through January 2006 revealed no pe rmit
violations and were consistent. Calibration logs for pH and chlorine were available. Wastewater is primarily
alum sludge from the sedimentation basins and filter backwash water. The wastewater flows into a lagoon.
From the lagoon the wastewater is pumped into a sludge concentrator. Supernatant flows over weir and on
to recieving stream. Sludge is disposed of by land application. Effluent appeared clear at time of
inspection. Outfall well maintained. Records were neatly organized.

POTABLE WATER TREATMENT SUMMARY
The City of Dunn has a Conventional Water Filtering Plant that has the capacity to treat
8 Million Gallons Per Day of Water from the Cape Fear River.
The Plants Average Daily Flow over the past 12 months has been 4.138 MGD -
Our Primary Coagulant is Aluminum Sulfate that is added just prior to the Rapid Mix
Chamber, along with a Coagulant Aid Polymer and Sodium Hydroxide when needed as a
Pre -Alkalinity additive. We also add Powdered Activated Carbon to. this Rapid Mix for
use as a Taste and Odor Control. '
The Plant has 2 Conventional Settling Basins with High Rate Tube Settlers.
The Plant has 4 Dual Media Filters with Anthracite capable of Filtering 4 Gallons Per
Minute Per Square Foot.
The top of the Filters is the first injection point for the Sodium Hypochlorite used for the
Plants Primary Disinfection.
Post Filter additional Bleach is added to give us a C12 Residual required to meet our
Ct/99.
Post Filter we also add Sodium Hydroxide for PH control, Ortho-Polyphosphate for
Corrosion control and H2SiF6 as Fluoride for Tooth and Bone protection.
The Treated Water then goes to our 3 Million Callon Bdfled Clearwell and then in series
to our 1 Million Gallon Baffled Clear Well. This 4 Million Gallons -of on site storage
gives us a total of 315 minutes of Chlorine Contact Time.
Prior to the water entering our High Service Pump Well we have the ability to adjust the
Chlorine Residual. and then injecting Anhydrous Ammonia at a 3 to 1 Ttatio to produce
the Chloramines used as our Distribution Disinfectant.
The Combined Chlorine Residual leaving the Plant for Chloramines is typically 4.0 mg/l.
This allows us to maintain a minimum of 2.0 mg/l in the Distribution.

PHYSICAL CHEMICAL WASTE TREATMENT SUMMARY
During the late 1970's, alum sludge handling facilities were added to
the City of Dunn Water Treatment Plant to decant backwash and basin
blowdown wastewater. The wastewater handling facilities include a large
storage lagoon and a dosing pump station which provides a controlled flow
rate to a sludge concentrator. The concentrated sludge is dewatered using
sand drying beds or co -disposed of in liquid form with liquid wastewater
sludge on properly permitted farm lands. The concentrator clear overflowing
supernate water is discharged into Juniper Creek.
During the early 1990's the water treatment facility was expanded to
its current capacity of eight MGD. This upgrade included the renovation and
expansion of raw and finish water pumping units, the installation of a
vacuum operated sedimentation basin sludge collection system, the
installation of sedimentation basin tube settlers, the high rating of the gravity
filters, chemical feed renovations, etc.
The wastewaters from the sedimentation basin sludge collection
system and the gravity filter backwash waters are transferred to the
previously installed sludge handling facilities. The sedimentation basin
sludge collection system transfers approximately 90,000 GPD of wastewater
to the existing storage lagoon at a 1 % solid concentration. Filter backwash
waters are discharged to the lagoon as necessary and each backwash cycle
waste approximately 50,000 gallons. The accumulated wastewaters in the
storage lagoon are transferred to a sludge concentration unit. The solids are
deposited on drying beds (and or) returned to the waste holding lagoon. The
supernate clear water is returned to Juniper Creek located in the Cape Fear
River Basin. Actual daily flows which may be discharged may be up to
690,000 GPD. The water filtration plant operation uses a conventional
coagulant type system using aluminum sulfate and sodium hydroxide.
Accumulated solids are periodically disposed of by land application of liquid
sludge (co -dispensed with wastewater's sludge) on permitted farm lands.
Approximately 1,938,000 gallons of 3.5% solid sludge was land applied
during the past 12 months.
