I do have one thing I would ask you to check on priour to issuance of these two permits, and that is whether monitoring for pH is still required for water treatment plants. I thought there had been a memo issued from Colleen Sullins that deleted this parameter. A copy of the NPDES permit was available upon request. 2. A Compliance Evaluation Analysis Report for the period of January, 2000 through December, 2000 revealed no NPDES permit violations. 3. Laboratory records for the months of September, 2000 and October, 2000 were reviewed. All benchsheet data appeared to be correct as reported on the DMR's. Calibration records for the 4 and 7 pH buffers were also reviewed and being correctly recorded. 4. Chlorine Residual and pH are analyzed on site. Total suspended solids are analyzed at the Dunn WWTP laboratory. Iron and Aluminum are analyzed by the commercial laboratory, Chemical and Environmental Technologies, Inc. 5. Maintenance records were also reviewed and properly documented. Flow rate, at this facility, is determined by multiplying the pumping rate (GPM) by the pump time (in minutes) and dividing by 1440 min/day= gals/day. Flow rate is logged everyday. 6. Alum sludge from the sedimentation basins and filter backwash make up the wastewater produced at this facility. The wastewater flows into a 1.5 million gallon lagoon. From the lagoon, the wastewater is pumped into a clair-vac system where the solids settle out and the clear water on top flows over the weirs to the receiving stream. Initially, the sludge build up in the clair-vac system was designed to flow into five (5) drying beds for further processing. Currently, the drying beds are not being used and the sludge in the clair-vac system is directly transferred back into the lagoon. Once the lagoon has reached its sludge holding capacity, the lagoon is then pumped and the sludge is disposed of at a permitted land application site. It was also recommended to Mr. Glover, "ORC," that once the lagoon has reached its maximum sludge holding capacity, immediate action needs to be taken to remove the sludge in order to prevent any NPDES permit violations. 7. The outfall was accessible and the effluent was very clear. 8. Asa reminder, the current NPDES permit will expire on September 30, 2001. A permit renewal application needs to be submitted at least 180 days prior to the current permit expiration date. This facility supplies potable water to the City of Dunn as well as the Town of Benson and other rural regions of Harnett and Sampson Counties. The facility, as originally constructed during the 1960's included a raw water pump station, flash mixer, flocculators, sedimentation basins with mud drains, gravity sand -anthracite standard rate filters, clearwell storage, chemical feed equipment, and high service pumping units. During the late 1970's, alum sludge handling facilities were added to the facility to decant backwash and basin blowdown wastewater. The wastewater handling facilities include a large storage lagoon and a dosing pump station which provides a controlled flow rate to a sludge concentrator. The concentrated sludge is dewatered using sand drying beds or co -disposed of in liquid form with liquid wastewater sludge on properly permitted farm lands. The concentrator clear overflowing supernate water is discharged to Juniper Creek. During the early 1990's the water treatment facility was expanded to its current capacity of eight MGD. This upgrade include the renovation and expansion of raw and finish water pumping units, the installation of a vacuum operated sedimentation basin sludge collection system, the installation of sedimentation basin tube settlers, the high rating of the gravity filters, chemical feed renovations, etc. The wastewaters from the sedimentation basin sludge collection system and the gravity filter backwash waters are transferred to the previously installed sludge handling facilities. The sedimentation basin sludge collection system transfers approximately 80,000 GPD of wastewater to the existing storage lagoon at 1 % solid concentration. Filter backwash waters are discharged to the lagoon as necessary and each backwash cycle waste approximately 50,000 gallons. The accumulated wastewaters in the storage lagoon are transferred to a sludge concentration unit which has a flow through rate of approximately 250 GPD. The supernate clear water is returned to Juniper Creek located in the Cape Fear River Basin. Actually daily flows which may be discharged may be up to 200,000 GPD. The water filtration plant operation employees a conventional coagulant type system using aluminum sulfate and sodium hydroxide. Accumulated solids are periodically disposed of by land application of liquid sludge (co -disposed with wastewater's sludge) on permitted farm lands. Approximately 400,000 gallons of 6.2% solid sludge was land applied during the past 12 months. An examination of the Cape Fear basin plan and the NPDES permit schedule has revealed that the existing expiration dates in Cape Fear NPDES permits do not coincide with the revised permit expiration dates for the basin. This discrepancy could create unnecessary delays in the processing of over 200 permit renewals. Accordingly, the Division is changing the permit expiration dates for NPDES permits in the Cape Fear river basin. This permit modification changes the expiration date of the subject permit in subbasin 30613 to September 30, 2001. Please find enclosed the revised permit cover page. Insert the new cover page into your permit and discard the old page. All other terms and conditions contained in the original permit remain unchanged and in full effect. This permit modification is issued under the requirements of North Carolina General Statutes 143-215.1 and the Memorandum of Agreement between North Carolina and the U. S. Environmental Protection Agency. In accordance with the modification of the permit expiration date, the new due date for your renewal application is April 3, 2001.
