Subject: Middle Cape Fear River Basin Memorandum of Agreement
NPDES Permit Modification for Instream Sampling
Permit NCO078955 / Dunn WTP
Dear Mr. Glover:
As a participant in the Middle Cape Fear River Basin Association, your facility entered an agreement with the Division that
provides both parties with an effective environmental monitoring tool. By this letter, the Division is waiving the instream
monitoring requirements specified within the subject permit as of June 15, 2005. The Memorandum of Agreement (MOA)
(signed by the representatives of the Division and your facility) identifies the stations, parametric coverage and frequency of
analysis required for the sampling program that will be conducted by the Middle Cape Fear River Basin Association for its
members.
All other terms and conditions contained in the original permit remain unchanged and in full effect. This permit modification
is issued under the requirements of North Carolina General Statutes 143-215.1 and the Memorandum of Agreement between
North Carolina and the U.S. Environmental Protection Agency dated May 9, 1994 (and as subsequently amended). As
specified in the MOA, you must notify the Division immediately upon termination of membership in the MOA. Should
your membership be terminated, the instream monitoring requirements specified in the subject permit will be
reinstated.
I would like to express my gratitude for the cooperation of all participants in this innovative approach to environmental
monitoring. It is expected that the results of the agreement will effectively contribute to our understanding of the Cape Fear
River Basin ecosystem. We have designated Lauren Elmore as our primary contact for issues related to the MOA. She can
be reached at the telephone number or e-mail address listed below.
We encourage you to contact Ms. Elmore should any questions arise regarding the monitoring program We will maintain
our own set of monitoring stations in the basin. Data from the combined monitoring programs will greatly expand our
knowledge of this ecosystem. We thank you again for your participation and look forward to continuing a successful
monitoring program
Sincerely,
MA//A C^
