Skvarla, III Secretary September 24, 2014 Subject: Change -Page to Correct Error NPDES Permit NC00 City of Havelock q g 13 l Brown Boulevard Water Treatment Plant (WTP) Craven County The Division of Water Resources (the Division) was notified by David Hemenway (ORC) that there was an error in your recently issued permit (July 21, 2014). We inadvertently inserted a limit for upstream and downstream pH monitoring. In addition, we noticed that Total Nitrogen (TN), Total Kjeldahl Nitrogen (TKN), Nitrate and Nitrite Nitrogen (NO3-N + NO2-N) Monitoring and Total Phosphors should have read "Monitor & Report" in the limits column. Accordingly, we hereby forward the modified permit pages to remove the limit for upstream and downstream pH monitoring and the addition of the note "Monitor & Report" to the limits column for the parameters TN, TKN and NO3 N + NO2-N to the effluent pages in Section A. (L). Please insert these change pages into your existing permit and discard the old pages. We regret any inconvenience this causes your organization. Please note that this permit is not transferable except after notice to the Division. The Division may require modification or revocation and reissuance of the permit. No later than June 1, 2015 begin submitting discharge monitoring reports electronically using NC DWR's eDMR application system. See Special Condition A. (3.). 2. The Town will have until March 1, 2016, approximately 18 months from the effective date of this permit, to install a continuous flow meter. Until then instantaneous measurements can be taken with the duration of discharge to be noted in log books and a total daily discharge reported on the DMR. Page 3 of 7 NPDES Permit NCO078131 4. The Division shall consider TRC effluent values reported below 50 µg/L to be compliant with the permit. However, the Permittee shall continue to record and submit all values reported by a North Carolina -certified laboratory method (including field certified), even if these values fall below 50µg/L. 5. For a given wastewater sample, TN = TKN + NO3 N + NO2-N, where TN is Total Nitrogen, TKN is Total Kjeldahl Nitrogen, and NO3-N and NO2-N are Nitrate and Nitrite Nitrogen, respectively. 6. Whole Effluent Toxicity (WET) testing - testing of Mysidopsis bahia shall be performed as 24-day pass/fail test at 90% effluent concentration, during January, April, July and.October [See A. (2)]. 7. If no stream flow is available to sample, indicate "no stream flow" on DMR. Samples shall be taken at the outfall but prior to mixing with the receiving waters. There shall be no discharge of floating solids or foam in other than trace amounts. Page 4 of 7
