Dear Mr. Flowers:
The Division has reviewed and approved your request to modify the subject permit. This permit modification
removes the requirement for pH monitoring.
Please find enclosed the revised permit page. The revised page should be inserted into your permit. The old
page may then be discarded. All other terms and conditions contained in the original permit remain unchanged and
in full effect. This permit modification is issued under the requirements of North Carolina General Statutes 143-
215.1 and the Memorandum of Agreement between North Carolina and the U. S. Environmental Protection Agency.
If any parts, measurement frequencies or sampling requirements contained in this permit modification are
unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty (30) days
following receipt of this letter. This request must be a written petition conforming to Chapter 150B of the North
Carolina General Statutes, filed with the Office of Administrative Hearings (6714 Mail Service Center, Raleigh, North
Carolina 27699-6714). Unless such demand is made, this decision shall be final and binding.

1. The discharge from this facility shall not cause turbidity in the receiving stream to exceed 50 NTU. If the
instream turbidity exceeds 50 NTU due to natural background conditions, the discharge cannot cause
turbidity to increase in the receiving stream.
All samples must be collected from a typical discharge event.
There shall be no discharge of floating solids or visible foam in other than trace amounts.

The City of Belmont Water Plant (NPDES # NC0077763) is requesting a vadance for the pH discharge
limits listed on the NPDES Permit.
In the past two (2) years, the pH of the receiving water has been between 5.5 and 5.9 on a consistent
basis. The treatment process of the City of Belmont Water Plant does nothing to alter the pH of the
water we draw into to the plant, treat and discharge. The discharge water comes from fitter backwashes
and settling basin cleaning, which only contains residual alum and chlorine. The pH of the discharge
water is consistently the same as the up -stream and downstream samples.
We are requesting that we be allowed to discharge water with a pH of no lower than 5.7. Your
consideration on this matter will be greatly appreciated, as a change in the treatment process at the
City of Belmont Water Plant will greatly impact the drinking water quality for it's citizens.

I am requesting that the wastewater effluent sampling location in this permit be relocated. A
manhole approximately 80 feet from the discharge of the settling basin should be the new sampling
location. We have discovered that the existing effluent discharge sampling location for this plant has stone
drains tied into the same line. I have traced the storm drains using dye to find the route of the water flow in
the lines.
I feel the violations with Total Suspended Solids are in part due to the existence of this problem.
The sample must be taken in a location prior to mixing with any other water flows.
We will continue to work to find and correct any other problems that may exist.
