In accordance with your request received August 25, 1997, the Division is forwarding the subject permit.
The only change in this permit regards name and ownership. All other terms and conditions in the original
permit remain unchanged and in full effect. This permit modification is issued pursuant to the requirements of
North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and
the U.S. Environmental Protection Agency dated December 6, 1983.
This permit does not affect the legal requirement to obtain other permits which may be required by the
Division of Water Quality or permits required by the Division of Land Resources, Coastal Area Management
Act, or any other Federal or Local government permit that may be required.

TO DISCHARGE WASTEWATER UNDER THE
NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM
In compliance with the provision of North Carolina General Statute 143-215.1,
other lawful standards and regulations promulgated and adopted by the North Carolina
Environmental Management Commission, and the Federal Water Pollution Control Act, as
amended,
City of Belmont
is hereby authorized to discharge wastewater from a facility located at
301 North Tenth Street
Belmont
Gaston County
to receiving waters designated as the Catawba River in the Catawba River Basin
in accordance with effluent limitations, monitoring requirements, and other conditions set forth in
Parts I, H, III, and IV hereof.
This permit shall become effective October 6, 1997.
This permit and authorization to discharge shall expire at midnight on August 31, 2001.

Dear Mr. Moore:
The application requesting Local Government Commission approval of the above -
referenced financing agreement was formally approved by the Local Government
Commission on August 5, 1997. This agreement replaces the financing agreement
approved on June 3, 1997 in the same amount.
Three completed copies of IRS Form 8038-G must be forwarded to us, as well as three
executed copies of the contract so we may place our certification on the agreement (G.S.
159-149).
