QUA--- ni Interim Director NORTH CAROLINA Environmental Quality May 24, 2024 PPG Attention: Richard Thompson 509 County Line Road Thomasville,NC 27360 Subject: Approval of Representative Outfall Status Ennis Flint-Thomasville CLR NPDES Certificate of Coverage—NCG050426 Davidson County,North Carolina Dear Sir or Madam, On October 2, 2023, the North Carolina Department of Environmental Quality (NCDEQ) received a Representative Outfall Status Request Form for the above referenced facility. That form indicates that the facility would like to sample outfall 002 as representative of outfall 001 outfall 003 as representative of outfall 005, and outfall 004 as representative of outfalls 006 and 007. Based upon the information submitted with the form, and the inspection completed by NCDEQ staff, the representative outfall status is hereby approved for outfalls 002 and 004. Note that representative outfall status does not apply to Qualitative Monitoring, which is still required at each outfall. Representative outfall status likewise does not reduce sampling frequency or monitored parameters. By receiving representative outfall status, the facility can avoid sampling outfalls 001, 006, and 007 because they are represented by samples for outfalls 002 and 004. Outfall 003 does not have enough similar data indicating that it is representative of outfall 005, these outfalls will continue being monitored. During permit renewal, the representative outfall status should be renewed using the ROS Renewal Certification form found on the NPDES Industrial Program page on www.deq.nc.gov If you have any questions concerning this letter or the report, please do not hesitate to contact Ashley Vikara at(336) 776-9655 or by E-mail at Ashley.vikara@deq.nc.gov.
