REQUEST FORM
If a facility is required to sample multiple discharge locations with very similar stormwater discharges,the
permittee may petition the Director for Representative Outfall Status(ROS). DWQ may grant Representative
Outfall Status if stormwater discharges from a single outfall are representative of discharges from multiple
outfalls. Approved ROS will reduce the number of outfalls where analytical sampling requirements apply.
If Representative Outfall Status is granted,ALL outfalls are still subject to the qualitative monitoring
requirements of the facility's permit—unless otherwise allowed by the permit(such as NCG020000)and DWQ
approval. The approval letter from DWQ must be kept on site with the facility's Stormwater Pollution
Prevention Plan. The facility must notify DWQ in writing if any changes affect representative status.

report, plan,or other document filed or required to be maintained under this Article or a rule implementing this
Article;or who knowingly makes a false statement of a material fact in a rulemaking proceeding or contested case
under this Article;or who falsifies,tampers with,or knowingly renders inaccurate any recording or monitoring device
or method required to be operated or maintained under this Article or rules of the[Environmental Management]
Commission implementing this Article shall be guilty of a Class 2 misdemeanor which may include a fine not to exceed
ten thousand dollars($10,000).
I hereby request Representative Outfall Status for my NPDES Permit. I understand that ALL outfalls are still
subject to the qualitative monitoring requirements of the permit, unless otherwise allowed by the permit
and regional office approval. I must notify DWQ in writing if any changes to the facility or its operations take
place after ROS is granted that may affect this status. If ROS no longer applies, I understand I must resume
monitoring of all outfalls as specified in my NPDES permit.

The submission of this document does not guarantee Representative Outfall Status (ROS)will be granted as
requested. Analytical monitoring as per your current permit must be continued,at all outfalls, until written
approval of this request is granted by DWQ. Non-compliance with analytical monitoring prior to this request
may prevent ROS approval. Specific circumstances will be considered by the Regional Office responsible for
review.

PPG—Thomasville County Line Road Facility
August 7,2023
Site Overview/Narrative
The PPG Thomasville CLR facility engages in the manufacturing of injection molded pavement markings utilizing
aciylonitrile butadiene styrene(ABS)plastic pellets,and the manufacture of a powdered, heat-applied/activated
powdered traffic paint product. Site activities related to materials handling for the injection molded products include
injection molding of ABS plastic,coating the products with a solvent-based epoxy,storage of raw materials,and
storage/shipment of the finished goods. Site activities related to materials handling for the powdered traffic paint
products include offloading liquid raw materials to aboveground storage tanks(ASTs),offloading powdered calcium
carbonate to storage silos,storage and mixing of the raw materials,and storage/shipment of the finished goods.
A summary of major structures located on the site(as shown in Figure 2),are as follows.
• Building A: An approximately 111,500 square foot building,used for the manufacturing of
injection-molded pavement markings from ABS plastic and for the storage and shipping of
finished goods,minor hydraulic fluid changes for equipment and machinery are also done inside
of the building.
• Building B: An approximately 3,700 square foot building,houses the facility air compressors and
chill water used in the manufacturing processes(i.e.,Building A injection-molding machines).
The chill water operation consists of a closed-loop,non-contact process.
• Building C: An approximately 80,000 square foot building,used for the manufacturing of a
powdered traffic paint product.
• Building E: An approximately 38,000 square foot building,used for the storage of glass beads
(finished product),titanium dioxide,plus various waxes,resins,and pigments.
• Building F: An approximately 18,750 square foot building,used for the storage of ABS plastic
and polycarbonate pellets.
• Flammable Materials Storage Area: Flammable materials and solvent-based sealer storage
area;contains overhead shelter and secondary containment structure consisting of a concrete berm;
enclosed by a chain link security fence.
• Aboveground Storage Tank Area(Building C): Located along the northeastern exterior of
Building C;contains two ASTs(10,000-gallon and 20,000-gallon capacities),which store oil
components of the powdered traffic paint product;contains secondary containment structures;also
has a secondary containment structure and spill-containment devices for the adjacent tanker-truck
offloading area.
• Calcium Carbonate Silos(Building C): Located along the northwestern exterior of Building C;
two approximately 285,000-pound capacity silos used for the storage of powdered calcium
carbonate(the primary component of the powdered traffic paint).
Building D, located west of Building C,is currently owned by Potters Industries and is utilized for the manufacture
of glass beads.
Stormwater across the site is conveyed to one of seven outfalls(Outfall-001 through Outfall-007)via various
systems of underground stormwater piping or flows directly over the land surface to the unnamed tributaries of
North Hamby Creek,as generalized in Figure 4.

Representative Outfall Status Notes
Outfall-002 is representative of Outfall-001 because both associated drainage basins contain portions of Building A
and include covered loading docks for receiving raw materials and shipment of finished goods.The drainage basin
associated with Outfall-002 contains the larger and more-often utilized loading dock(as compared to the loading
dock associated with the Outfall-001 drainage basin),as well as containing the covered flammable materials storage
area.
Outfall-003 is representative of Outfall-005 because both associated drainage basins contain outdoor staging areas
for packaged finished goods(powdered traffic paint)that are pending shipment as well as the calcium carbonate
silos.The drainage basin associated with Outfall-003 also contains the ASTs plus the building housing facility air
compressors and chill water equipment(Building B).
Outfall-004 is representative of Outfall-006 and Outfall-007 because the associated drainage basins contain portions
of Building C and include outdoor staging areas for packaged finished goods(powdered traffic paint)that are
pending shipment.The finished goods are stored in paper sacks on pallets and wrapped in weather-proof plastic.In
addition,only one stormwater catchment associated with Outfall-007 is situated on the site property,with the
remaining catchments situated on the adjacent Potters Industries property(this outfall will also be monitored under
Potters NPDES permit no.NCG070226).
