A condition of no exposure at an industrial facility means all industrial materials and activities are protected by a storm resistant shelter(with some exceptions)to prevent exposure to rain, snow, snowmelt, and/or runoff. The facility was found to be compliant with the stormwater permit. The inspection findings are detailed below and an inspection checklist is attached for your records. 1. Permit General Dynamics holds NPDES. Stormwater Permit No. NCG030083 for the discharge of stormwater from the facility. The permit expires next on October 31, 2017. 2. Records/Reports Part 1I, Section A of the permit requires the development of a Stormwater Pollution Prevention Plan (SPPP). A copy of the SPPP was emailed to this office for review. The plan was found to be thorough and complete and was last updated in October 2012. 3. Facility Site Review A tour of the property found the site to be clean and well managed. Observations did not reveal any problems or concerns. No liquid materials are stored outdoors. The General Dynamics facility appears to be a good candidate for the No Exposure Exclusion from NPDES stormwater permitting. The only item noted that would prevent issuance of a No Exposure Certification involved the pallets that are currently stored outside. NON-STORM WATER DISCHARGES All non-storm water discharges identified below are based upon knowledge of the facility and an examination of available drawings. The following list of non-storm water discharges are allowed under the General Permit conditions. The storm water discharges have been evaluated for the presence of non-storm water discharges. Air Conditioning Condensate - Condensate from many site air conditioning systems are discharged to the roof, Condensate will evaporate or be combined with roof drainage into the storm discharges. Remaining air conditioning systems discharge directly to back of property. In all cases, flow will be continuous during summer months. Fire Protection Water Testing- Flushing and draining of fire hydrants and fire sprinkler systems occurs randomly. All site fire mains are fed from the Greensboro Cit y supplied potable water source. (City permit required). Lawn Sprinkling -Lawn sprinkling may occur. The source of lawn sprinkling water is the Greensboro City supplied potable water source. Building or Pavement Washing-Occasional wash down of building or pavement surfaces with potable water may be required. Whenever this activity will result in a discharge to the storm sewer system, it will be done without detergents or other chemicals added to the water. 5.4. SAMPLING DATA A copy of sampling data and reports are maintained in the EHS files. 5.5. NARRATIVE SUMMARY AND RISK ASSESSMENT Chemical Storage Buildings/Pad A chemical storage facility is located next to the West wall of the Main building (site map location H). This facility consists of self contained buildings, set on crusher run, with a concrete pad at entry level. All major liquid transfers are performed within the buildings; minor transfers can occur outside of the buildings. BMP - Policy and Procedures for hazardous material management, and empty container handling have been implemented. A valved emergency tank is located beneath the concrete pad which can be shut off to stop any flow to storm sewer. These facilities and BMP can effectively control this source during good weather. However, during winter months and during hazwaste pick-ups a potential exists for a major spill with resulting contamination o f the storm water system. 5.6. GENERAL BEST MANAGEMENT PRACTICES [BMPS] A listing of general BMPs that are in place at this site follows: Good housekeeping is standard practice for all facility operations. Trash (daily) and hazwaste (weekly) is picked up from shops inside the facility on a regular basis for proper disposal. Preventative Maintenance (PM) is performed on key components of the manufacturing operation. PM is controlled and documented in the Facilities Management System known as CAFM. A spill response team with full 24 hr. HAZWOPER training is on call at all times to respond to all spill events. Inspections are performed by EHS personnel and other employees on a routine basis with emphasis on housekeeping, chemical storage and handling, and safety. In addition, Safety Awareness Monitor(SAM) team inspections are performed monthly addressing safety, housekeeping, and chemical handling. Lawn maintenance chemicals are stored off site at the contractor's location. All lawn chemicals are brought on site the day of use, and used/applied per manufacturer's instructions. There is no on-site storage. The entire site is either paved with concrete or asphalt, or covered with grass/vegetation. Areas under construction will be provided with sediment control measures as required. Material storage outside the facility is kept to a minimum, but occasionally will store materials outside such as HVAC equipment, pallets, pallet racks and shelves. Where feasible, this material will be covered for short term storage. Chemical containers and chemical waste containers are not stored outside. 5.7. TRAINING REQUIREMENTS Training required for the implementation of this Plan is included as part of the operational documents referenced by this plan. There are no additional training requirements dictated by this Plan. See GDAISU training course HEH070. 5.5. SITE COMPLIANCE EVALUATION AND INSPECTION REQUIREMENTS Annual Inspections The SWP3 shall conduct semi-annual inspections of all areas contributing to storm water discharge during the 2nd (April-June) and 4th (September-November) Quarter of each year. The inspection shall evaluate: 1. Accuracy of the SWP3 and the site plan. 2. Possible new sources of storm water contamination. 3. Evidence of past storm water pollution. 4. Effectiveness of current BMPs. A report documenting the findings of the inspection and any recommended actions shall be generated within I month of the inspection and kept on file in the EHS files. Any noncompliance found by the inspection will be corrected as soon as possible but no later than 3 months after its discovery. Plan Review The SWP3 will be reviewed on an annual basis by EHS and documented in conjunction with the fall semi-annual inspection report. This review shall include: 1. Results of the annual inspection. 2. Effectiveness of BMPs. 3. Accuracy of identification of potential pollution sources. According to National Weather Service (NWS) climatological data for the recording station at Piedmont Triad International Airport, a storm event on July 7, 2011 produced 1.66 inches of precipitation. In addition, a total of 0.07 inch of precipitation fell on July 8, 2011 according to the NWS. Stormwater sampling began at approximately 11:00 PM and was completed by 11:30 PM on July 8, 2011. Qualitative samples were collected as "grab" samples at each of the three permitted outfall locations. Subsequently, the observations were recorded and the samples were discarded. Flooded conditions were reported at all three outfall locations. The locations of the three permitted outfalls are shown on the attached Figure 1. At each of the three permitted outfall locations, stormwater was collected in containers and placed in coolers provided by Research & Analytical Laboratories (R&A Labs), a North Carolina-certified laboratory. The samples were preserved with ice and Chain-of Custody protocols were followed. The samples were delivered to R&A Labs at 8:50 AM on July 11, 2011 to be analyzed for total suspended solids(TSS) using Standard Method 2540D, Lead using Environmental Protection Agency(EPA)Method 200.7, and Oil and Grease using EPA Method 1664A. The laboratory analytical results were received on July 20, 2011 and are presented as an attachment to this letter report, along with the Chain-of Custody document. Due to an oversight by our consultant, AMEC Environment & Infrastructure, Inc., stormwater sample collection was not completed early in the permitted period. The oversight was quickly addressed and was completed in July during the next significant rainfall. Procedures have been implemented to ensure that sample collection occurs during the permitted period. The second semiannual monitoring event is required to be no less than 60 days after the date of the first semiannual monitoring event. The second semiannual monitoring event will be eligible for completion after September 8, 2011. Results Field measurements recorded during the sampling event indicated pH readings of 6.3, 6.4, and 6.9, respectively, at Outfall No. 1, Outfall No. 2, and Outfall No. 3. Readings were within the permit range of 6.0 to 9.0. This sample data are being sent in order to meet the permit compliance requirements.
