A condition of no exposure at an industrial facility means all industrial materials and activities are protected by a storm resistant shelter(with some exceptions)to prevent exposure to rain, snow, snowmelt, and/or runoff. For permitted facilities in North Carolina, DWO must approve your application for No Exposure Certification before this exclusion is effective. Until you are issued a No Exposure Certification and your NPDES permit is rescinded, your facility must continue to abide by the terms and conditions of the current permit. Industrial materials or activities include, but are not limited to: material handling equipment or activities, industrial machinery, raw materials, intermediate products, by-products, final products, or waste products. Material handling activities include the storage, loading and unloading, transportation, or conveyance of any raw material, intermediate product, final product or waste product. A storm resistant shelter is not required for the following industrial materials and activities: drums, barrels, tanks, and similar containers that are tightly sealed, provided those containers are not deteriorated and do not leak. "Sealed"means banded or otherwise secured and with locked or non-operational taps or valves;adequately maintained vehicles used in material handling;and final products, other than products that would be mobilized in stormwater discharges (e.g., rock salt). A No Exposure Certification must be provided for each facility qualifying for the no exposure exclusion. In addition, the exclusion from NPDES permitting is available on a facility-wide basis only—not for individual outfalls. If any industrial activities or materials are, or will be, exposed to precipitation, the facility is not eligible for the no exposure exclusion. By signing and submitting this No Exposure Certification form, you certify that a condition of no exposure exists at this facility or site and are obligated to comply with the terms and conditions of 40 CFR 122.26(g). The contractor may be completing all of the 5M&E plans this week. However, we are concerned that the time of estimated completion is coming too close to the original deadline. Could we please get just one month of extension as a safeguard? We probably will be scheduling a follow-up inspection near the original deadline date if all goes as planned. Please let me know the procedure for an extension. Is there an application or do you need a written letter from us? The containment system outlined herein provides one method of containment for the stored liquids at the facility. Other Best Management Practices, such as modification of liquid storage practices, may also be applicable to address the problem areas identified by Ms. Carter in her August 18, 2010 letter. FIELD OBSERVATIONS S&ME mobilized to the site on November 22, 2010, to photograph areas in and around Building I I I S&ME also measured the relative height of the concrete floor inside Building I I I at 19 random locations. The floor readings were performed to provide general information regarding relative floor elevations. Based on the collected measurements, the concrete floor varies in elevation by no more than 0.09 feet at the measured locations. S&ME observed a concrete "lip" around the metal building in the batch]ng/mi x ling/raw material storage area (see Figure 1), The lip is approximately 1 3/4 inches in height. Exterior doors and roll-tip doors are located throughout the building. No floor drains were observed in Building I 11. Several drums and totes for various liquids are stored inside Building I I I for use in the manufacturing processes. S&ME did not observe any liquid storage containers with a capacity greater than 500 gallons on the inside of the building.. A concrete floor is located In the sandblasting area and the adjoining storage area on the north end of the building. The sandblasting area is covered. No drains were observed in the concrete floor in these areas. Drums and totes for various liquids were observed in this area on the exterior of the bUilding. S&ME did not observe any liquid storage containers with a capacity greater than 500 gallons in this area outside the building. CONTAINMENT To calculate a potential storage volume.. S&ME calculated the combined square footage in the extrusion and batchingh-nixing/raw material storage areas inside Building 111, minus 2 . r Containment For Building 111 SWE Project No. 1584-10-060 115 Todd Court Thomasville NC December.7 2010 office and bathroom spaces. The combined square footage was calculated to be approximately 28,780 square feet. Assuming a 1-inch high containment wall for this area, the calculated storage volume is approximately 17, 930 gallons. Based on the liquid storage units observed on November 22,2010,this storage volume is more than adequate to contain a spill of the largest container(<500 gallons). Containment structure heights that are included in the design are greater than I inch. The concrete block wall to be installed in the extrusion room will be at least 2 inches in height. The concrete lip around the exterior wall in the mixing/batching/raw material storage room is approximately 1 114 inches in height. The ramp design shown on Figures 1 and 2 includes a ramp height of 1.5 inches. The office walls abutting the extrusion•room are used as containment walls for system. The storage area north of Building 111 and east of the sandblasting area, as shown on Figure 1, is approximately 18 feet by 72 feet. Assuming a 1-inch high containment wall for this area, the calculated storage volume is approximately 805 gallons. Based on the liquid storage units observed on November 22, 2010, this storage volume is more than adequate to contain a spill of the largest.container(<500 gallons). Containment structure heights that are included in the design are greater than 1 inch. The concrete block wall to be installed .around the outside storage area will consist of 8-inch high concrete block with a t-inch cap on top of the block. The ramp design shown on Figure 1 included at the east end of this area has a ramp height of 1.5 inches. BEST MANAGEMENT PRACTICES The secondary containment design provided for Building 111 has sufficient capacity to reduce the potential for spills that may occur inside Building I I 1 to exit the building. The secondary containment design for the sandblasting area and storage area north of Building 1 l l is adequate to contain a spill of the existing stored liquids in these areas. Other Best Management Practices should also be implemented to reduce the potential for stormwater to comingle with spilled liquids and sand. Housekeeping practices should be modified so that sand or liquids that spill on the floor of the sandblasting area and in other areas in and around Building 1 I 1 is removed as soon as practical, and is not tracked or deposited outside of the containment areas. LIMITATIONS • The concrete ramp reinforcement design is preliminary. S&ME requested, but did not receive, weight information for the tow motors that will be using these- ramps. Flint Trading should consider the weight, carrying loads, average number of tow motor trips per day, and other relevant information for the design life of the ramps. Also, subsurface conditions in the areas of the proposed ramps are assumed to be adequate for the anticipated traffic. • S&ME did not consider OSHA or other state or local codes that could related to the placement of the containment systems within the building. • No consideration was given to the affects of ponded water inside the building, including electrical components and systems, and interior office spaces. The provided design does not isolate the interior office spaces adjacent to the extrusion area. 3 Containment for Building 111 S&ME Project No. 1584-10-060 115 Todd Court Thomasville NC December 7 2010 • One or more drain valves through the containment wall should be included in the exterior containment area north of the building to release rainwater that may accumulate in this area. A Best Management Practice to observe the condition of the contained rainwater prior to release should be implemented to prevent spilled liquids or sand from exiting-the containment stnicture. Davidson County Dear Mr. Bowman: Based on your recent application for coverage under the general NPDES Stormwater permit NCG050000, an inspection was performed at Flint Trading in Thomasville, North Carolina on August 5, 2010 by Ienifer Carter of the Winston-Salem Regional Office. You and Mr. Brett Higgins of Pyramid Environmental & Engineering were present for the inspection. The purpose of the inspections was to determine whether or not general permit coverage is applicable, or whether an individual permit would be more appropriate. The following are the findings from the subject inspection: • According to the site map provided with the application, there are three (3) stormwater outfalls. During the inspection, it was noted that outfall 01 drains to outfall 02, so there are really only two (2) true outfalls (labeled 'outfall 02' and 'outfall 03' on the map). • Testing areas where finished product is applied to the ground are not of concern, as the product is heat-applied. In addition, product is not tested when rain is forecasted, as any test would be rendered invalid. • There were several problems noted relating to lack of secondary containment both inside and out that, if corrected, would enable the facility to apply for No Exposure Certification. If not corrected, an individual pen-nit would be most appropriate for this facility, as opposed to the general permit that was applied for. The problems noted: o The sand blasting area is covered but sand has; over time, 'accumulated outside in a fenced-in area labeled 'empty drum storage' on the map. 55-gallon drums are brought in by forklift and stored inside near a door leading to this same outdoor area. There is nothing to keep sand or any potential spill from comingling with stormwater. o There are other 55-gallon drums in various indoor locations. While there are no floor drains, some are near enough to doorways with no curbing and could be exposed to stormwater if a spill were to occur. o A batching machine (CaCO3) was malfunctioning during the inspection and discharging across the floor and out the door to outfall #2. As per our phone call, I do not see the test strip areas as being a risk whatsoever, as they are heat-applied. Once heated, the application dries quickly on the ground. Since it would not be in their interest to heat the product with rain in the forecast, 1 see zero risk to surface waters. That being said they do have three secondary containment issues. 1.) There are several 55-gallon drums inside. While there are no floor drains, some are near a doorway. They already have plans to build a new covered storage area with secondary containment that would house a lot of these drums. Others would drain to an area outdoors that can be addressed along with the next issue below: 2.) A sand-blasting area is covered but sand, over the years, has made its way outside to a fenced area (labeled 'empty drum storage' on the map they submitted), where it has accumulated. I was told that they would be willing and able to curb the entire area so that stormwater could not carry the sand to surface waters (which I did not see any evidence of during the visit). 55-gallon drums near a door leading to this same area would be served by the same secondary containment. 3.) An indoor batching (CaCO3—MSDS attached) machine was malfunctioning during the visit and discharging across the floor and out the door to outfall#2. They said they can install secondary containment around the z machine and capture as needed. They had recently installed similar containment around another piece of equipment, so the capability and know-how is evident. If these items are addressed as specified above, I believe exposure will be eliminated, thus eliminating the need for any permit. All of these areas drain to outfall#2. Outfall#1 on the map actually drains to outfall#2. This means there are really only 2 outfalls (#2 and #3 on the map). Outfall #3 drains an area with just roof drains, some parking and a couple of test strip areas. It is opinion that the representatives present during the inspection appeared eager to make the corrections noted above, so why not give them a deadline (6 months)to make the changes and then re-evaluate? It wouldn't make sense to issue a permit if they're going to make these changes, after which time they will qualify for No Exposure/permit rescission. It sounds like you are right on the money about the markings. Had a question - if they had a berm, it sounds like a good idea but where do you mean it would direct the flow? Toward another vegetated area? Just trying to get a better idea of what you mean. Good point. I guess I was thinking more along the lines of secondary-type containment, with a valve that can be closed during testing, in case of a spill or unexpected rain, allowing them the chance to capture and remove any contaminates. Once it is dry,they could leave the valve open. That sounds like a good idea. Also when l spoke to Brett Higgins on the phone he said that there was an outfall between the "converting" and "packaging" part of the larger building—he said there is a kind of ramp there by that "896" topo number where they test the materials and stick them to the concrete ramp. He said that might also be an outfall. I'll be sure to check it out. Ok thanks. Oh and he said that he had 4 outfalls not S. I'll forward you that email. The only other concerns were that when I talked to the on-site plant guy (Tavis Bowman) he said that sometimes they move pigments and raw materials from on building to another by fork lift. I talked to the Brett and he said he didn't know about that but they might be storing those in the other larger building due to space. My concern there is about spilling or tracking materials around the site.To me, this is no different than loading/unloading risks at every grocery stores, pharmacy, pet stores, etc... not something I consider a priority. I don't feel the need to nit-pick them to death, but it would be smart to make sure they have a plan of action should they puncture something with a forklift or whatever. I'll be sure to mention it. Ok—I've heard other regions talk about tracking and their concerns with forklifts etc and loading/unloading areas. I guess it depends on how much it is (if any)which you'll be able thoee- so whatever seems reasonable to you sounds good. Sorry I�didn't talk to you about this yesterday—I have started working 30 hour weeks temporarily for a few months and l am not working on Mondays so I didn't get these emails until today. I don't think they'd want to apply before a rain event when testing their products, and once they are dry, then it is 'intended for outdoor use', thereby not requiring monitoring. They have actually tested their products on the pavement at one of the Wastewater Treatment Plants.., it is literally markings on the pavement like you see on every road and runway. That being said, it might be worth asking them to provide some sort of berm around outfall 1's test area, as it is the only outfall not served by a vegetative buffer. Of course, I will be looking at their storage of the chemicals they use, etc., so I will withhold overall judgment until after my inspection. They make plastic pavement and parking markings (those yellow and blue reflectors). They buy resins and mix them and form the plastic pieces. They have pigments but they say they are stored inside but they may transport them from building to building on fork lift. They say they don't have any materials stored outside. I asked them to submit a form land 2F to see what they have. I also told them I'd like you all in the RO to go visit to give us a determination of whether or not you think it's a general or individual permit. Would you please do that- I'd like some eyes and ears to go there to verify. I don't have the 2F form yet but when I get it I will send it on.
