A condition of no exposure at an industrial facility means all industrial materials and activities are protected by a storm resistant shelter(with some exceptions)to prevent exposure to rain,snow,snowmelt,and/or runoff. For permitted facilities in North Carolina, DWQ must approve your application for No Exposure Certification before this exclusion is effective. Until you are issued a No Exposure Certification and your NPDES permit is rescinded, your facility must continue to abide by the terms and conditions of the current permit. Industrial materials or activities include,but are not limited to: material handling equipment or activities, industrial machinery, raw materials, intermediate products,by-products, final products, or waste products. Material handling activities include the storage,loading and unloading, transportation, or conveyance of any raw material, intermediate product, final product or waste product. A storm resistant shelter is not required for the following industrial materials and activities: drums, barrels, tanks,and similar containers that are tightly sealed,provided those containers are not deteriorated and do not leak. "Sealed"means banded or otherwise secured and with locked or non-operational taps or valves;adequately maintained vehicles used in material handling;and final products, other than products that would be mobilized in stormwater discharges(e.g., rock soft). A No Exposure Certification must be provided for each facility qualifying for the no exposure exclusion. in addition, the exclusion from NPDES permitting is available on a facility-wide basis only—not for individual outfalls. If any industrial activities or materials are,or will be,exposed to precipitation, the facility is not eligible for the no exposure exclusion. NPDES Yerrnit No, NCGI70079 Guilford County Dear Mr. McNair: A Compliance Evaluation Inspection was performed on the Harriss & Covington Hosiery Mill, Inc. stormwater facility on August 27, 2009 by Corey Basinger of the Winston-Salem Regional Office. The inspection consisted of two parts: an on- site inspection of the stonmwater facilities and an in-office file review. -Fhe following are the findings from the subject inspection. 1. Permit The NPDES permit for Harriss &Covington Hosiery Mill, Inc. became effective on August 1, 2009 and expires on July 31, 2014. A copy of the permit was available at the site. 11. Records/Reports A review of the Stornnvater Pollution Prevention Plan (SPP Plan) revealed that all areas of concern had been addressed. 'Fite Sill' Plan was very comprehensive and well organized. III. Facilitv Site Review All outfalls noted in the SPP Plan were inspected and found to be satisfactory. IV. Effluent& Receiving Waters Harriss & Covington Hosiery Mill, Inc. discharges stormwater to an unnamed tributary to Richland Creek in the Cape Fear River Basin. 4 V. Self-Monitoring;Proeram A review of the discharge monitoring reports (DMRs) showed that Harriss & Covington Hosiery Mill, Inc. was in compliance with the self-monitoring requirements contained in the NPDES General I]ermit. Qualitative monitoring data was reviewed and it demonstrated compliance with permit requirements Overall, the facility was deemed to be in compliance with NCG 170079. The Division greatly appreciates your continued efforts to maintain compliance with the subject permit and solicits any input you may have regarding this inspection report.
