Due to the layout of the diagram and the number of containers we have elected to place the inventory on a second sheet as opposed to putting all of the information on one page. I feel that this would clutter the page and make it hard to follow. Additionally I remember reading that a facility may elect to use two pages if they wish for this reason. I am attaching a copy of the facility diagram along with the inventory of oil storage containers. Please let me know if this is acceptable to you. Although the regulations do not set a standard for sufficient freeboard for outdoor areas, the EPA recommends using a 25-year storm event (FIR V67, No. 137, pg., 47117). For the site location, a 25-year storm event is approximately six inches. Containment for precipitation is not required for containers not exposed to precipitation or for double-walled tanks. Secondarycontainment must be sufficiently impervious to contain oil until it is cleaned up. The National Fire Prevention Association requirements (NFPA 30) and Occupational Health and Safety Administration (OSHA) regulations (29 CFR Part 1910.106) require dikes be constructed of earth, steel, concrete, or solid masonry; and be designed to be liquid tight and to withstand a full hydrostatic head. During this conversation you indicated that storm water sampling during this period should be suspended and that we should follow the guidelines of our construction storm water permit# NCGO10000. Therefore no storm water sampling has been conducted during this period and until the end of the construction. Our construction is continuing and we will continue to operate under the guidelines of the construction storm water permit. The anticipated date of completion will be in the May to ,tune timeframe.
