Mr. Lee Wyatt was present for the inspection. The purpose of the inspection was to review compliance with the National Pollutant Discharge Elimination System's (NPDES) No Exposure Certification. The following are the findings from the subject inspection: • There was no evidence of use, storage or cleaning of industrial machinery or equipment outdoors. • There were no residuals from spills or leaks observed on the ground, nor in or near surface waters. • No materials from past industrial-activity were observed outdoors. • BassCraft - Thomasville continues to meet the requirements for No Exposure Certification. North Carolina General Statute 143-215.6 B(i) provides that: Any person who knowingly makes any false statement,representation,or certification in any application,record,report,plan,or other document filed or required to be maintained under this Article or a rule implementing this Article;or who knowingly makes a false statement of a material fact in a rulemaking proceeding or contested case under this Article;or who falsifies,tampers with,or knowingly renders inaccurate any recording or monitoring device or method required to be operated or maintained under this Article or rules of the [Environmental Management]Commission implementing this Article shall be guilty of a Class 2 misdemeanor which may include a fine not to exceed ten thousand dollars($10,000). A condition of no exposure at an industrial facility means all industrial materials and activities are protected by a storm resistant shelter(with some exceptions)to prevent exposure to rain,snow, snowmelt,and/or runoff. A storm resistant shelter is not required for the following industrial materials and activities: drums,barrels, tanks,and similar containers that are tightly sealed,provided those containers are not deteriorated and do not leak. "Sealed"means banded or otherwise secured and with locked or non-operational taps or valves;adequately maintained vehicles used in material handling;and final products, other than products that would be mobilized in stonnwater discharges(e-g.,rock salt). A No Exposure Certification must be provided for each facility qualifying for the no exposure exclusion. In addition, the exclusion from NPDES permitting is available on a facility-wide basis only—not for individual outfalls. if any industrial activities or materials are, or will be,exposed to precipitation, the facility is not eligible for the no exposure exclusion. This inspection evaluated the areas as designated on the attached inspection form. Observations from each area are addressed below: 1. Permit BrassCraft holds an NPDES permit # NCG030227 for the discharge of stormwater from the facility. The General Permit became effective November 1, 2007 and will expire October 31, 2012. 2. RecordslReports Part Il, Section A of the permit requires the development of a Stormwater Pollution Prevention Plan (SPPP). A copy of the SPPP was available for review. The plan contained all of the items required by the stormwater permit. Please note that the permit requires the plan to be reviewed and updated on an annual basis. 3. Facility Site Review Observations of the outfalls at the facility did not reveal any concerns. The site appeared very clean and well managed 4. Effluent/Receiving Waters Stormwater runoff from the facility reaches the Hamby Creek, Class "C" waters in the Yadkin/Pee Dee River Basin. Monitoring Program Part 11, Section C of the permit requires that semi-annual qualitative (visual) monitoring be performed and documented once in the spring (April - June) and once in the fall (September - November). A review of the facility files found that the qualitative monitoring has been conducted as required. Part 11, Section B of the permit requires that analytical monitoring be performed twice per year during a representative storm event. A review of the facility files found that the analytical monitoring has been conducted as required. The analytical monitoring for on-site vehicle maintenance listed in Section B of the permit is not required since the BrassCraft plant uses less than 55 gallons of new motor oil per month when averaged over the calendar year.
