A condition of no exposure at an industrial facility means all industrial materials and activities are protected by a storm resistant shelter(with some exceptions)to prevent exposure to rain, snow, snowmelt, and/or runoff. A No Exposure Certification must be provided for each facility qualifying for the no exposure exclusion. The county was formed in 1771 from Rowan County. It was named for the county of Surrey in England, birthplace of William Tryon, Governor of North Carolina from 1765 to 1771. In 1777 parts of Surry County were combined to form Wilkes County. In 1789 the eastern half of Surry County became Stokes County. A good example is the recent completion by CK Technologies of a 165,000 square foot facility to manufacture plastic components for buses and trucks. The subject operation, Ottenweller Company, is a family owned metal fabrication business headquartered in Fort Wayne, Indiana. It was started in 1916 and the subject operation is projected to create 95 new jobs over the next three years. The downtown area is very small and has older residential dwellings surrounding the commercial development on the frontage roads (E. Main and Marion Streets). The center of town has a number of older attractive buildings and there is a prominent tie to the town's "claim to fame" as the home of Andy Griffith where the town is referred to as "Mayberry". An October 2006 Wall Street Journal article featured Mount Airy as one of the best small town retirement destinations in the United States. The subject is located in Surry County, which has been redefined by the federal government as comprising its own micro statistical area. Retail sales have increased most years since 1991/92 for High Point, Guilford County, and the Greensborofwinston-Salem/High Point MSA, indicating a growing economy. However, beginning in 1999-2000, retail sales stabilized until 2001-2002, when they began to decline. This decline was consistent with national recessionary conditions. The past three years show improving conditions. In Surry County, retail sales fell over the 2001/2002 and 2002/2003 period, but rebounded in 2003/2004 and were at the highest level ever in 2004/2005, increasing over 10%. In 2005/2006, retail sales again reached an historical high point. The following chart shows retail sales from 2000 through the present for Surry County and Mount Airy. 26 DESCRIPTION OF REAL ESTATE A summary of the site and improvement characteristics is presented below. SUMMARY OF SITE CHARACTERISTICS Location 401 Technology Lane, Mount Airy, Surry County, North Carolina approximately 35 miles northwest of the CBD of Winston-Salem. Land Area 22.65 acres or 986,634 square feet (5.76:1 land to building ratio); as shown on an accompanying exhibit, approximately 10 acres of the subject site lies within designated floodplain areas or in areas with little Utility due to shape limitations. Based on shape and floodplain area, the useable portion of the subject site comprises approximately 12.65 acres, or 551,034 square feet (3.22:1 land to building ratio). Shape/Frontage Irregularly shaped with apparently no material road frontage, being accessed via a joint access agreement as shown on an accompanying exhibit. At first glance, the subject appears to have a small amount of road frontage at its southwesterly corner. Upon further investigation, it appears that that frontage is blocked by a long "flagpole" lot running parallel with Riverside Drive. This lot is part of the small site abutting the southerlylwesterly portion of the subject near Riverside Drive. Therefore, it appears the subject has no road frontage. The subject's shape is highly irregular however, much of the irregular portions are within the floodplain. AccessNisibility The subject has adequate access via the aforementioned joint access easement. Its visibility is somewhat restricted, being setback from the road frontage, however, the other properties accessed via Technology Lane are attractive in design and construction and a park like setting has been created. Topography/Soil Generally level. The site appears to have normal soil conditions Conditions (see Limiting Condition No. 7). The rear portion of the subject site (to the east) and most of the southerly portion of the subject have lower topography and are located within the floodplain area according to both FEMA maps and the Surry County Tax Assessor's data. These areas have vegetation and are wooded while the useable portion of the subject is covered primarily with buildin im rovements and site improvements. Utilities All public utilities are available to the subject. 34 DESCRIPTION OF IMPROVEMENTS (Continued) Zoning/Conformity M-1 (Industrial District). According to the Mount Airy zoning ordinance, "The M-1 Industrial District is established for those areas of the community where the principal use of land is for industrial and warehousing uses. These uses, by their nature, may create some nuisance and are not property associated with residential, commercial or service establishments. These uses normally seek outlying locations on large tracts of land where the operations involved do not detract from the development potential of nearby undeveloped properties". In this case, the subject zoning was put in place many years ago and a small industrial corridor, on the east side of Riverside Drive along the river evolved. Most of these properties are of above average quality and appearance. This is particularly true of the subject and the adjacent building occupied by AES and South Data, Inc. These two entities occupy a large industrial building of similar quality as the subject (having also been constructed by the original owner/occupant, Cross Creek Apparel) in a condominium structure, which is an interesting form of ownership for industrial property, particularly in a small community like Mt. Airy. A very attractive private school was recently constructed across the street from the subject and the Mayberry Learning Center, also of attractive architecture and design, is located at the entrance to the subject property, at the corner of Riverside Drive and Technology Lane. Above average, very attractive older single family development is located between Riverside Drive and North Main Street (immediately northwest of the subject) and there are a number of other attractive, suburban type developments in this area. The subject appears to conform to its zoning classification in all respects. Due to the mixed land use pattern in the immediate subject neighborhood and the quality and attractive appearance of the AESISouth Data facility adjacent to the subject, and based on conversations with the local zoning department, it appears that the subject site could be conditionally permitted for virtually any use consistent with land use patterns in the immediate subject neighborhood. Based on discussions with the current owner and a review of the history of the original subject development, it does not appear that there are any deed restrictions which specifically constrict the type of development that could go on the subject, if vacant. 35 DESCRIPTION OF IMPROVEMENTS (Continued) Easements/ Normal utility easements are in place and are assumed to have Encroachments no detrimental effect on value. An ingress/egress easement, designated as a "joint access easement" is shown on the survey recorded when the property was sold to Chatham-Borgstena in May 2001. The parking and trucking areas on the northerly side of the subject site require driving along (on) the trucking area of the adjacent industrial property in order to gain access. The easement runs parallel with the front of the adjacent building and basically comprises Technology Lane, ultimately flowing into Riverside Drive. Based on a review of Surry County Tax Assessor's records, an aerial overlaid on the tax map and floodplain information obtained from the county, a small portion of the subject facility appears to fie in the 100 year floodplain area. A current as built survey was not available and therefore we are not certain if this is true. This appraisal assumes that the building elevations provided during the original grading and construction of the subject alleviated any threat to the subject with respect to drainage, etc: Flood Zone/Drainage As can be seen from an accompanying exhibit provided by STDBonline.com, the subject is located on Flood Hazard Map #3703640065C, dated September 15, 1989. By observing the Surry County Tax Assessor's records, a small portion of the subject improvements appear to lie in Zone B (the 100-year flood area). By physical observation during our inspection, it appeared that the elevation of the building improvements are adequately high to avoid most flooding which could result from an overflow of the Ararat River, along the southeasterly subject boundary. Overall, the parking and trucking areas have been designed with underground drainage systems and a retention pond at the far southeasterly corner of the subject site. With this in mind, and based on visual observation, the subject site appears to drain adequately and appears to have been engineered in a way sufficient to protect the existing improvements from most threats which could result from flooding or poor drainage. Adjacent Property Uses Vacant, residential, agricultural, institutional and educational. Detrimental Conditions Close proximity to flood prone areas; lack of direct, individual access. There are 20,868 square feet of office 12.2% . Construction Good quality insulated sandwich panel metal building and an Type/Quality attached masonry office that is also above average quality and condition. Reinforced 6 inch concrete slab floors on grade with a single ply membrane roof. Designed as a textile facility, however, with significant ceiling height. Year Built/Condition 1993; periodic renovations to office through 2006. Use and Occupancy The property has been occupied by Cross Creek Apparel (its original owner) and then later by Chatham-Borgstena who occupied it until early in the fourth quarter of 2005. It is under contract to a replacement owner/occupant and will be utilized as a high tech metal fabrication facility. About 80% of the office space is leased to Hospice for five years. Functional Utility Adequate for industrial use. The subject has a good overall layout, being essentially rectangular in shape and measuring approximately 302 x 482 feet in the manufacturing area. Parking areas have curb and gutter and there are light poles throughout. As mentioned, the property has underground drainage in the parking and trucking areas. There are several fire plugs on the site and large concrete pads. Land-to-Building Ratio It has a land to building ratio of 5.76 to 1 including the floodplain area and 3.22:1 considering only the 12.65 acre useable site area. 41
