The Division has reviewed your submittal of the No-Exposure Certification for Exclusion from NPDES
Stormwater Permitting form, which we received on September 11, 2007. Based on your submittal and signed
certification of no exposure at the above referenced facility, the Division is granting your certification as
provided for under 40 CFR 126.22(g), which is incorporated by reference in North Carolina regulations, and is
hereby rescinding your current Certificate of Coverage number NCG0502�14.
Please note that by our acceptance of your no exposure certification, you are obligated to maintain no
exposure conditions at your facility. If conditions change such that your facility can no longer qualify for a no-
exposure exclusion, you are obligated to immediately obtain NPDES permit coverage for your stormwater
discharge. Otherwise, the discharge becomes subject to enforcement as an un-permitted discharge. Your
conditional no-exposure exclusion expires in five years (December 31, 2012). At that time you must re-certify
with the Division, or obtain NPDES permit coverage for any stormwater discharges from your facility.
Your certification of no exposure does not affect your facility's legal requirements to obtain environmental
permits that may be required under other federal, state, or local regulations or ordinances.

Just checked with Prestige Fabricators. Steve Vuncannon said they submitted a no exposure request twice for the same facility(Plant 42 at 905 NC Hwy 49). On 114/08
DWQ issued a No Exposure Certification(4 NCGNE0454)for Plant 92. Steve said they did receive this letter. So,the pending no exposure request(4 NCGNE0464)in
BIMS must be due to their submittal of the same information. Please delete NCGNE0464 from BIMS as it is redundant/incorrect. Whew&Thanks. Mike.

Submission of this No Exposure Certification constitutes notice that your facility does not require permit
authorization for its storm water discharges associated with industrial activity in the State of North
Carolina because it qualifies for a no exposure exclusion.A condition of no exposure at an industrial
facility means all industrial materials and activities are protected by a storm resistant shelter(with some
exceptions) to prevent exposure to rain,snow,snowmelt and(or runoff.'

products. Material handling activities include the storage, loading and unloading, transportation, or

Stormwater Permitting form, which we received on September 11, 2007. Based on your submittal and signed
certification of no exposure at the above referenced facility, the Division is granting your certification as
provided for under 40 CFR 126.22(g), which is incorporated by reference in North Carolina regulations, and is
hereby rescinding your current Certificate of Coverage number NCG050214.
Please note that by our acceptance of your no exposure certification, you are obligated to maintain no
exposure conditions at your facility. If conditions change such that your facility can no longer qualify for a no-

Submission of this No Exposure Certification constitutes notice that your facility does not require permit
authorization for its stormwater discharges associated with industrial activity in the State of North
Carolina because it qualifies for a no exposure exclusion. A condition of no exposure at an industrial
facility means all industrial materials and activities are protected by a storm resistant shelter(with some
exceptions) to prevent exposure to rain, snow, snowmelt, and/or runoff.
Industrial materials or activities include, but are not limited to: material handling equipment or activities,
industrial machinery, raw materials, intermediate products, by-products, final products, or waste
products. Material handling activities include the storage, loading and unloading, transportation, or
conveyance of any raw material, intermediate product, final product or waste product. A storm resistant
shelter is not required for the following industrial materials and activities: drums, barrels, tanks,and

Elimination System (NPDES) to discharge Stormwater from activities classified as Apparel,
Printing, Leather, Rubber, etc. Specifically, Prestige Fabricators primarily produces raw materials
for furniture manufacturers. As Safety Manager for your company, you were present for the
inspection along with Eddie Latham(Prestige) and Mike Thompson(Klaussner Furniture)This
type of inspection consists of two basic parts: an in-office review of facility files and self-
monitoring data and an on-site inspection of the facility's discharge. These inspections evaluated
five(5)areas, and observations from each area are addressed below:
(1) Permit
The permit became effective May 1, 2003 and expires April 30, 2008.
(2) Records/Reports
As required by the permit, the facility has a Stormwater Pollution Prevention Plan (SPPP) for
each of the three sites. It was confirmed during the inspection that all employees are provided
with stormwater and environmental training on an annual basis.There is also a Spill Response
Team that trains on an annual basis.
(3) Facility Site Review

This facility has two stormwater discharge outfalls_one at each rear corner of the property.
Empty trailers are currently stored on this property, There used to be a truck washing operation
on site, but it was removed some years ago. All forklift and equipment maintenance occurs inside_
the building. All industrial materials and activities at this location are inside. Therefore, this site
would qualify for a No Exposure Certification for Exclusion from a Storniwa_ter Permit.
2206 Dumont Street
This facility has four stormwater discharge outfalls. However, the City of Asheboro just did some
sewer line work in the area and in doing so created a fifth stormwater outfall. There were no
problems noted with regard to any of the outfalls during the inspection. All forklift and equipment
maintenance occurs inside the building. "There is one diesel tank, with tank-in-tank
