Dear Sir or Madaam:
Your facility holds a General Permit from the North Carolina Division of Water Quality to
discharge stormwater associated with industrial activities performed at your facility. Please be
advised that the Winston-Salem Regional Office will be performing NPDES Stormwater
Inspections sometime in the near future.
If this office has not previously inspected your facility, you should be prepared to demonstrate
compliance with all terms and conditions included in the Permit. Specifically, we will be
evaluating the following: Stormwater Pollution Prevention Plan, Stormwater Outfall Locations,
Qualitative and Analytical Monitoring Data and any other activities required by your permit.

The Division has reviewed your submittal of the No-Exposure Certification for Exclusion from NPDES
Stormwater Permitting form, which we received on December 4, 2001, We apologize for the extended period
it has taken us to get back to you on this request and we appreciate your patience as we have worked through
this process. Based on your submittal and signed certification of no exposure at the above referenced facility
the Division is granting your certification as provided for under 40 CFR 126.22(g)which is incorporated by
reference in North Carolina regulations.
Please note that by our acceptance of your no exposure certification, you are obligated to maintain no
exposure conditions at your facility. If conditions change such that your facility can no longer qualify for a no-
exposure exclusion, you are obligated to immediately obtain NPDES permit coverage for your stormwater
discharge. Otherwise, the discharge becomes subject to enforcement as an un-permitted discharge. Your
conditional no-exposure exclusion expires in five years (April 30, 2010). At that time you must re-certify with
the Division, or obtain NPDES permit coverage for any stormwater discharges from your facility.
Your certification of no exposure does not affect your facility's legal requirements to obtain environmental
permits that may be required under other federal, state, or local regulations or ordinances.

RE: No Exposure Certification for Kinro Inc. facility located in Liberty, North Carolina
Dear Mr. Bennett.
Kinro Inc. is a manufacturer of aluminum and vinyl windows (regular and storm) with
production facilities throughout the United States. Kinro Inc. has a window manufacturing
facility located at 6889 Kinro Road in Liberty, with an SIC classification of 3442 (metal
doors, sash, frames, moldin g an trim). The Kinro Inc. site consists of approximately 7 acres of
land with one metal frame building of approximately 47,000 square-feet located on the site. A
portion of the 7-acre site consists of undeveloped land (grass and woodland). The facility has
been in operation since 1973 and has had no type of storm water permit coverage in the past.
All production operations at the Liberty, North Carolina facility are conducted indoors, therefore,
no production operations or equipment are exposed to storm water. Loading and unloading of
raw materials (vinyl, aluminum, glass) as well as final products (regular and storm windows) are
conducted at the facility's loading docks. The loading docks allow covered delivery and
transport trailers to back directly up to the building, therefore, protecting transfer operations
from storm water contact.. The facility recycles scrap vinyl, aluminum, glass and cardboard that
is left over from the production process. The recyclable materials are stored in covered roil-off
dumpsters, outdoors of the facility on a concrete surface. Due to the dumpsters being covered,
storm water contact with the recyclable materials is prevented.
The Kinro Inc. facility located at 6889 Kinro Road in Liberty, North Carolina has no process
materials or industrial activities exposed to storm water. Being that a state of no exposure
exists at the Liberty, North Carolina facility, Kinro Inc. feels that the facility qualifies for a
Category 11 exemption. Kinro Inc. followed the Environmental Protection Agency's NPDES No
Exposure Certification Form 3510-11 as well as guidance obtained from telephone conversations
with the North Carolina Department of Environment and Natural Resources in determining if a
state of no exposure exists at the Liberty, North Carolina facility.

Kinro Inc. is dedicated to ensuring that a state of no exposure exists at the Liberty, North
Carolina facility. If granted a Category 11 exemption by the North Carolina Department of
Environment and Natural Resources, Kinro will strive to maintain a state of no exposure at the
facility. However, it is Kinro Inc.'s understanding that if the facility is unable to maintain a
condition of no exposure, the facility will be required to obtain coverage under the NCG030000
General Storm Water Permit.
Kinro Inc. appreciates the opportunity to work with the North Carolina Department of
Environment and Natural Resources to help protect the state's waters by obtaining a Category
