Forsyth County. DWR 20021139 ver.3 (20240513) Forsyth County applied for a 404 Permit and 401 Certification for the subject project. The North Carolina Wildlife Resources Commission (NCWRC) submitted comments on an earlier IP application and environmental documentation. The NCWRC's comments on the current application are offered to conserve the wildlife resources affected by the project and to promote wildlife -based recreation in accordance with applicable provisions of the Clean Water Act of 1977 (33 U.S.C. 466 et seq.) and the Fish and Wildlife Coordination Act (48 Stat. 401, as amended; 16 U.S.C. 661-667d). The NCWRC is pleased that the project will include stormwater collection upgrades and conversion of a construction sediment basin to a 25-year dry detention basin. These improvements should help ameliorate some of the stormwater-induced stream degradation that may be attributable to the airport. The performance of these improvements should be assessed, and future modifications made, as needed, to the airport's stormwater controls. Matting with plastic mesh is prohibited on streambanks and in wetlands by standard conditions of some general certifications because it can impede the movement of terrestrial wildlife. Fencing, fiber rolls, and/or other products should have loose -weave netting that is made of natural fiber materials with movable joints between the vertical and horizontal twines. Silt fencing or similar materials that have been reinforced with plastic or metal mesh should be avoided. Thank you for the opportunity to review and provide recommendations on this project.
