HomeMy WebLinkAbout20240097 Ver 1_More Info Received_20240524_ A S.rAL HALL ENGINEERING CUASAND CIVIL SOLUTIONS May S. 2024 Ryan Davenport 154 Mimosa Blvd Pine Knoll Shores NC 28512 Dear Mr Davenport On Friday April 12 a meeting was held on site at 5005 AND 5007 Holly Ln in Morehead City, NC to discuss possible alternatives to repairing the shoreline which currently includes an existing seawall which is in a failed state Current seawall along the 2 Properties vanes in construction, height and level of failure Owners are requesting a solution that can work across both properties for both construction and aesthetics reasons After site review the most likely cause of the failure of the existing wall appears to be the anchorage system Without substantial investigation. including excavation which would likely require removal of the swimming pool and other improvements on the property, it is not possible to determine more specifically what part of the anchorage was the failure point Based on past experience, and engineering judgement. it would be safe to assume that the failure to the existing wall was most likely the original installation of deadmen were not far enough back from the wall to resist the overturning of the wall Possible repairs to shoreline currently under consideration 1 Adjacent wall {constructed very near existing wall matching existing height) 2 Installing new waterward side of existing wall to buttress the existing wail Building an adjacent wall(within 5' of existing) will require the addition of property sized and placed anchors on the landward side of the existing wall and would be the least rmpactful to public trust waters This construction. however. could become very complex and involve excavating fill material from behind the wall to install new deadmen anchors Special care should be taken by the contractor to not impose any surcharges on the existing wall This will make construction difficult and possibly unsafe depending on the contractor's methods Due to the steep terrain and the current condition of the existing wall this method is not recommended Installing a new wall on the walerward side of the existing wall and using this to buttress the existing wall is another repair that was considered This would be the most impactful 10 public trust waters as it would require the new wail 10 be built a sufficient distance from the existing wail to allow for anchors to be tnstalled and effective This method would require the new wall to be built approximately 15' in front of the existing wall There are many benefits to this method including but not limited to 1 Safer height New wall height would only need to be approximately 5 abo to low side resulting in a much safer condition than current height 2 Safer Construction Contractor will not need to use trencttinglshonng practices with workers at risk of cave in 3 Efficient Construclton Contractors in the area are familiar and capable in this tYPe of construction. resulting in quicker and more reliable construction 4 Environmental Compliance New wall could be constructed quickly with Less earthwork involved allowing site to be stabilized much quicker resulting is less chance of sediment loss 5 Costs Construction of a 5 wall with traditional deadmen anchors would be substantially less costly than matching the existing wall height and the corresponding anchoring system Also.there would be a substantial cost savings of the improvements which would not have to be removed as part of this system of repair Need for wall 15' in front of existing wall To support tale existing wall using a new lower wall walerward of the existing wall it needs to be configured to both support itself and allow sloped embankment to buttress the existing wall To do this with an allowable slope, the distance of the anchorage system is a conlrolling factor To properly support a wall 5' tall wrath the soil conditions and the support loads of the existing wall. the anchor needs to be 15 0 behind the new wall This requires the new wall to be constructed 15 0 waterward of the existing wall with anchors installed near as constructable to the existing wall Varying freight wails were considered to help minimize encroachment but a taller wall requires further anchorage setback, and a Iower wall would cause an unstable slope of embankment See attached drawing with plan and section view Sincere) „ off s SlA` Randy Hall. These types of walls have a 50yr manufacture warranty. This wall began to show signs of failure within just a few years. In 2020 our company added soldier pilings along the waterward side in an effort to slow the failure. Evidence of this continued failure is shown by the angle of the wall in relation to the plumb level in the following pictures. r The existing wooden bulkhead at 5005 Holly Ln. is also in need of replacement. It is our best professional opinion that both walls are in imminent danger of failure unless they are replaced as designed by a Professional Engineer. Failure of these walls would result in a great deal of unconsolidated fill material being deposited into adjacent waters. The existing pool and home at 5005 Holly would also be in danger of falling in due to the extreme topography of the location. an behalf of the property owners we ask that these two bulkhead replacements be permitted as quickly as possible to prevent further damage.
