1. The Firm Capacity (design flow) of any pump station is defined as the maximum pumped flow that
can be achieved with the largest pump taken out of service.
2. Design Average Flow is the firm capacity of the pump station divided by the peaking factor (pf) not

treatment facility and that the flow from this project is not anticipated to cause any capacity related
sanitary sewer overflows or overburden any downstream pump station en route to the receiving treatment
plant under normal circumstances, given the implementation of the planned improvements identified in
the planning assessment where applicable. This analysis has been performed in accordance with local
established policies and procedures using the best available data. This certification applies to those items
listed above in Sections I and I I plus all attached planning assessment addendums for which I am the

Galvin's Ridge Phase 1 Proiect Narrative

This is a Sewer Permit Modification to Application Number WQ0042068, for the Phase 1 development in the
Galvin's Ridge Subdivision located in the City of Sanford, Lee County, North Carolina. This modification is for
correction by previous consultants with A. incorrectly stated number of 172 Single Family Residences, B. Slight
modification change in Sewer piping quantity and sewer routing on Ashely Run Road and Roundabout due to
re -alignment of roadway by others, and C. the City of Sanford is adopting sewer flows per Session law 2023-
137.
Permitting efforts of the Phase 1 development, also known as consists of 177 Single Family Residential homes
and 87 Townhomes on approximately 1 18.55 acres. The development is part of an approved master- plan that
includes a proposed total of 995 Single Family Residences. The project site outfalls by gravity and traverses
under US HWY 1 to the Gum Fork Pump Station operated by the City of Sanford.
Phase 1 of this development consists of 13,486.3 lft of new 8-inch SDR-26 and 70.61ft of 12" new SDR-26.
The proposed project will meet all of DWR' s minimum design criteria for sanitary sewer extensions. The design
flow rate for this project is calculated at 59,400 GPD based on NCAC 2T Rules for wastewater flow rates as
revised per Session Law 2023-137 — Changes to Wastewater Design Flow Rates in 15A NCAC 02T .0114(b)
and the anticipated flow for the aforementioned homes. The proposed sanitary sewer line sizes are more than
adequate to convey the design flow rates. Additional future sewer services are proposed to be installed along the
route but will not be placed into service until lots are permitted by the City of Sanford and NCDEQ. Please find

On behalf of Galvin's Ridge Landco, LLC, please find the attached documentation in support of a Fast Track
Application (FTA 04-16) for the referenced project. As noted in the application, this project will consist of
70 LF 12" PVC sewer pipe and 13,345 LF 8" PVC sewer pipe that will serve the Galvin's Ridge Subdivision
- Phase 1.
The proposed project will meet all of DWR's minimum design criteria for sanitary sewer extensions. The
design flow rate for this project is calculated at 93,240 GPD based on NCAC 2T Rules for wastewater flow
rates and the anticipated flow from the 172 three -bedroom single family and 87 three -bedroom townhomes.
The proposed sanitary sewer line sizes are more than adequate to convey the design flow rates.

Collection System, WQCS00047, or is there a downstream gravity sewer or force main that Galvins

Please find attached the revised files (at link below) and answers to the comments:
1. Is this an ARPA funded project? If so, please include the DWI assigned ARPA project number in
your response. This is not an ARPA funded project
2. The downstream sewer indicated in Section V.1. of the FTA, is WQ0000543 which is for the
City of Sanford Residuals Land Application authorization, not a downstream wastewater sewer
line. Please provide the downstream gravity sewer or force main that the Galvins Ridge
Subdivision Phase I project will connect to. Updated to WQCS00047 which is the City of
Sanford Collection System that is treated at the Big Buffalo WWTP
3. Section V1.6. was left blank. Please select whether or not a flow reduction authorization letter
is submitted/need for this project. A flow reduction authorization is not required
4. Section V1.8. was left blank. Please indicate the proposed flow amount generated by this
project. Updated
5. Section IX.1. was left blank. Please indicate whether the project meets all
separations/alternatives found in 15A NCAC 02T .0305(f) & (g). Updated answer— meets
separation
6. According to Section IX.S., 401/404 authorization is not needed for this project. Please
provide an explanation indicating why a separation requirement is not applicable to the
project since it appears that there are streams and/or wetlands within the project area.
a. Does this project have any stream/wetland crossings or other stream and/or wetland
impacts? If so, what are the impacts and are they temporary or permanent? A 404
permit is not applicable to the project, bottomless culverts were utilized in the
original permit to avoid impacts, however in future phases will be required. We are
working on those permits now
7. The topographical and aerial maps submitted are not sufficient. According to Section F of the
Application Instructions, an 8.5-inch x 11-inch color copy of a USGS Topographic Map and an
aerial map should include the closest surface waters, general location of the gravity sewer,
pumpstations, and force mains, and the downstream connection points for the receiving
sewer. Please provide the required maps according to the application requirements. Please
find attached updated map

Hello Paul and Jason,
After reviewing the Fast Track Sewer System Extension Application for Galvins Ridge Phase 1
Modification, additional information is required in order to further process the application. Please
provide the following information by May 22, 2024, and note that the requested information must
be submitted within 30 days of this request, or the applicant will be required to submit a new
application and application fee in accordance with 15A NCAC 02T .0107.
1. Is this an ARPA funded project? If so, please include the DWI assigned ARPA project number in

15A NCAC 02T .0107 Staff Review and Permit Preparation states:
• "(2) (e) If an application is accepted and later found to be incomplete, the applicant shall be
advised how the application or accompanying supporting information may be modified to
make it complete. The staff shall advise the applicant:
(2) if all required information is not submitted within 30 days, the project will be
returned as incomplete. Any resubmittal of a returned application shall be accompanied
with a new application fee."

October 3, 2023 [as stipulated in the 2023 House Appropriations Act, House Bill 259, Water
