FACILITY SUMMARY
Onslow Water and Sewer Authority operates a greensand filter/R.O. reject/ion exchange backwash water
treatment plant. The Dixon WTP is a minor facility (flow < 1 MGD) with a maximum monthly average
discharge flow of 0.511 MGD. The original permit for this facility was issued in December 1993. This
facility utilizes the following treatment components:

• Nine (9) greensand filters
• Six (6) ion exchange softeners
• Three (3) 1MG reverse osmosis skids with thirty (30) membrane vessels per skid
• Three (3) 915,000 gallon settling basins

RENEWAL SUMMARY
This renewal contains the following changes:
• Updated the maximum, monthly average wastewater discharge on the Supplement to Permit Cover
Sheet
• Added the chemical additives list at the water treatment plant to the Supplement to Permit Cover
Sheet
• Added the facility grade to Part L Section A. (1.).
• Based on the results of the reasonable potential analysis, monitoring for Arsenic was removed from
the table in Part L A. (1).
• Added parameter units to the effluent table in Part L Section A. (1.).
• Added parameters TKN and NO2-N + NO3-N to the effluent table in Part L Section A. (1.).
• Updated Whole Effluent Toxicity testing language in Part L A. (2).
• Removed Special Condition A. (4.) Discharge Alternatives Evaluation from the previous permit
based on the facility's compliance history.
• Updated eDMR language for electronic data submission in Part I. A. (4).
• Updated the map.
• Aquatic Toxicology Staff approved the draft permit.
• Operator Certification Program Staff approve the draft permit.
• Shellfish Sanitation Staff approve the draft permit.
COMPLIANCE HISTORY
Dixon WTP has not had an enforcement on record since 2016. The facility has been issued six Proceed to
NOVs for Zinc limit violations since the permit was originally issued in January 2018.
Most recent inspection (March 2019) showed the facility to be compliant.
WHOLE EFFLUENT TOXICITY (WET) TESTING
In accordance with current strategies designating this facility as a water treatment plant, WET testing is
required in this permit as saltwater Acute [TGE3E] Pass/Fail Quarterly monitoring with Mysidopsis bahia
at an effluent concentration of 90%. This facility has passed 12 out of the past 12 toxicity tests.
REASONABLE POTENTIAL ANALYSIS
A reasonable potential analysis (RPA) was conducted on effluent data collected between October 2019 and
April 2024. A flow of 0.511 MGD was used in the RPA based on the maximum, monthly average flow
during the past three years (or the permitted discharge flow).

There were a few inconsistencies with the data for Arsenic, Copper, Lead, and Zinc that have been brought
to the permittee's attention. Corrected data is being submitted.
Based on this analysis, the following permitting actions are proposed for this permit:
• Zinc — reasonable potential to exceed water quality standards; applying monthly monitoring with
limits
• Copper — No detects using PQLs of <1, <10, <15 - Majority of data points were not reported to the
required PQL for copper - Permittee shall report future daily values to a PQL of <1 - continue
Quarterly Monitoring.
• Lead — No detects using PQLs of <1, <10, <15 - Majority of data points were not reported to the
required PQL for copper - Permittee shall report future daily values to a PQL of <2 - continue
Quarterly Monitoring.
• Arsenic —No detects using PQLs of <1, <2.5, <5, <10 - No Monitoring or Limits Required -
removing parameter from effluent table.
