NORTH CAROLINA Director Environmental Quality May 28,2024 Ms. Chandra Farmer, PE Director of Utilities Johnston County PO Box 2263, Smithfield, NC 27577 Subject: Draft NPDES Permit Modification Permit NC0030716 Central Johnston County Regional WWTP/210 WWTF Johnston County Grade IV Biological WPCS SIC Code 4952 Dear Ms. Farmer: The Division of Water Resources staff has reviewed your October 27,2023 request for modification of the Central Johnston County Regional WWTP and 210 WWTF's NPDES permit to revise the County's combined Total Nitrogen loading limitation to reflect the transfer of allocation from International Paper Company (NC0003191) to your permit. Your total nitrogen allocation is increased from 73,477 lb/yr to 93,477 lb/yr, reflecting the transfer of 20,000 lb/yr. Enclosed with this letter is a copy of the Draft NPDES permit modification for your facility, with revisions to Section A.(5.)Combined Limitations -Outfall CO1 (Combined Outfalls 001 and 002) [Page 11] and Special Condition A.(12.) Total Nitrogen Allocations [Page 18]. Please review this draft modification carefully to ensure thorough understanding of the requirements and conditions it contains. The NPDES standard conditions (Parts II, III, and IV)that are a part of the permit are not included in this draft document (cover, map, and Part I). The conditions are the same as in your current permit except that agency and division names have been updated. Concurrent with this notification the Division is publishing a notice in a newspaper having circulation in the general Johnston County area, soliciting public comments on this draft permit. Effluent sampling for dissolved oxygen,fecal coliform,pH and total residual chlorine shall be conducted as grab samples within 1,800 feet of the receiving stream. 5. TN=TKN+NO3-N+NO2-N where TN is Total Nitrogen,TKN is Total Kjeldahl Nitrogen,and NOB-N+NO2- N are Nitrate and Nitrite Nitrogen,respectively. 6. The combined TN Load limitation is set forth in Special Condition A.(5.).Compliance with the combined limitation shall be determined in accordance with Special Condition A.(11.)Annual Limits for Total Nitrogen. 7. The quarterly average for total phosphorus shall be the average of composite samples collected weekly during the calendar quarter(January-March,April-June,July-September,October-December). 8. Total residual chlorine shall be monitored only if chlorine is added to the treatment process.The Division shall consider all effluent TRC values reported below 50 N g/L to be in compliance with the permit.However,the Permittee shall continue to record and submit all values reported by a North Carolina certified laboratory. 9. Chronic Toxicity(Ceriodaphnia)limit at 11.0%with testing in February,May,August and November[see A. (8.)]. 10. Effluent hardness sampling should be performed in conjunction with testing for hardness dependent metals (cadmium,copper,lead,nickel,silver,and zinc). 11. The Permittee shall perform three Effluent Pollutant Scans during the term of this permit[see A.(9.)]. b. There shall be no discharge of floating solids or visible foam in other than trace amounts. A. (5.) COMBINED LIMITATIONS -Outfall CO1 (Combined Outfalls 001 and 002) [15A NCAC 02B.0400 et seq., 15A NCAC 02B.0500 et seq.] Grade IV Biological Water Pollution Control System [15A NCAC 08G .0302] a. Compliance with the nutrient limits shall be determined in accordance with Condition A.(11.)of this permit. A. (6.) DEMONSTRATION OF NITROGEN TREATMENT CAPABILITY [15A NCAC 02H.0100] a. The Permittee shall demonstrate that it has sufficient allocation, offset credits,treatment capability, or other means to comply with the applicable TN Load limit in accordance with 15A NCAC 02B .0700,Nutrient Management StrategyRules,as part of: g i. each application for permit renewal, and ii. each request for increase in its combined permitted flow (Outfall 001 +Outfall 002) beyond 9.5 MGD. b. Each increase in the combined permitted flow beyond 9.5 MGD is further conditioned on the prior written approval of the Director. The TN monitoring and reporting requirements in this Permit remain in effect until expiration of this Permit and are not affected by the Permittee's membership in a compliance association. A. (12.) TOTAL NITROGEN ALLOCATIONS [15A NCAC 02B .0713] a. The following table lists the Total Nitrogen(TN) allocations assigned to,acquired by, or transferred to the Permittee in accordance with the Neuse River nutrient management rule(15A NCAC 02B .0713)and the status of each as of permit issuance. The allocations in this table are not enforceable limits nor do they supersede any TN limit(s)established elsewhere in this permit or in the NPDES permit of a compliance association of which the Permittee is a Co-Permittee Member. A. (13.) MERCURY MINIMIZATION PLAN [G.S. 143-215.1(b)] The Permittee shall continue implementing a mercury minimization plan during this permit term. The MMP shall be available for inspection on-site. The MMP should place emphasis on identification of mercury contributors and goals for reduction. Results shall be summarized and submitted with the next permit renewal. Performance of the Mercury Minimization Plan will meet the requirements of the TMDL(Total Maximum Daily Load)for mercury approved by USEPA on October 12,2012,unless and until a Waste Load Allocation specific to this facility is developed and this NPDES permit is amended to require further actions to address the Waste Load Allocation.
