We haven't added the sills and baffles yet, wanted to confirm with you first if that would be acceptable to reduce the flow rate and keep the native bed material within the culvert. I don't see any sills proposed for this. Why is it being buried a further two inches below the typical 12" for a culvert that size? Doug J. I'm not seeing anything in the NWP 29 about special considerations for the slope exceeding 2.5%, I'm sure slopes are greater than that in the mountains and foothills all the time. Let me know what you think is needed, trying to get this one finalized ASAP. Riprap would be placed at the outfall of the culvert to minimize scouring and erosion and really the only way to minimize the slope is to lengthen the culvert, which would only reduce the slope by half a percent. With the topography they won't be able to get the slope down to 2.5% -- and they're trying to minimize their stream impacts as much as possible. As for the culvert burial, they're at 14 inches, does it need to be right at 12 inches? Can a special consideration be made for the culvert slope to keep stream impacts to a minimum? Also, they'll be installing a sewer line as part of the project which would result in a temporary stream impact. First, why is such a large slope proposed for this? Per the regional conditions of the NWP 29, culverts of this size 1) should be buried approximately 1' and 2) would need special consideration for slopes greater than 2.5%. Similarly, how is it proposed to keep the native material within the culvert at this proposed slope? If as much water is flowing through this culvert as is described and at this slope, I have a hard time believe the material will stay within the culvert as thus you would lose aquatic passage requirements that are mentioned again within the regional conditions. If you could get back to me on this, it would be most appreciated. Doug J.
