PROJECT SUMMARY: The applicant proposes the construction of a new multi -story hotel adjacent to the Wilmington Convention Center. Wilmington Convention Hotel, LLC Page 2 9. PROJECT DESCRIPTION: The project site is located at 9 Estell Lee Place, adjacent to the Wilmington Convention Center and Northeast Cape Fear River within the City of Wilmington limits, in New Hanover County. To locate the site from the Wilmington Regional Office (WiRO) travel south on Market Street (U.S. HWY 17) until you reach Martin Luther King, Jr. Parkway (N.C. HWY 74) that will be located on the right. Turn right and travel west approximately 3.5 miles until you arrive at North 31d Street in downtown Wilmington. Travel approximately 0.5 miles south until your reach Hanover Street. Turn right onto Hanover Street and continue until you reach Nutt Street. Turn left onto Nutt Street and then take the immediate right onto Estell Lee Place and continue until you reach the property of interest, which will be located on the right. The vacant parcel is located between the Coastline Convention Center, The Greater Wilmington Chamber of Commerce and the Wilmington Convention Center. Existing structures adjacent to .the project area along the riverfront consists of the Wilmington Riverwalk, steel sheet pile bulkhead and City's floating docks located waterward of The Greater Wilmington Chamber of Commerce. The project site is approximately 0.8 acres with an elevation of approximately 7' above Normal High Water (NHW). Waterward of the bulkhead directly west of the Wilmington Convention Centeris an area of coastal wetland vegetation and Section 404 type vegetation, approximately 120' in length by 30' in width, which includes: Giant Cordgrass (Spartina cynocoroides) and Smooth Cordgrass (Spartina alterniflora) and Common Reed (Phragmites australis). Upland vegetation consists of ornamental landscaping, maintained grass and hardwood trees, primarily Oak. Existing upland structures on the project site include an existing stormwater infiltration system "Sand Filter BMP", which was authorized under State Permit No. 15-02 issued to the City of Wilmington for the development of the Wilmington Convention Center. State Permit No. 15-02 expired on December 31, 2013. Based on the biological investigation report dated 08/10/2000 for State Permit No. 15-02, the pre-existing soil remediation project was completed and approved at the time bythe N.C. Division of Water Quality- Groundwater Section (Permit#SR0800073) (See Sheets 1 and 2 of 2 and Project Narrative). Redevelopment during the late 1990's and early 2000's of the Wilmington riverfront went through comprehensive efforts between the City and several property owners, who through their cooperation with the City staff proposed a revitalization projectforthis area Which has incorporated public trust access in accordance with the enacted law predicated by House Bill No. 1059: GS 113A - 120(a)(1) and (a)(2) (Urban Waterfront) and was authorized the City of Wilmington under State Permit No. 149-98. The current City of Wilmington/New Hanover County 2006 CAMA Land Use Update Plan classifies adjacent waters as Conservation, and the adjacent high ground portion of the project area as Developed. The waters of the Northeast Cape Fear River are classified SC by the Division of Water Resources. They are designated as a Primary Nursery Area (PNA) by the N.C. Division of Marine Fisheries and they are CLOSED to the harvest of shellfish. PROPOSED PROJECT: The applicant proposes the construction a new multi -story hotel adjacentto the Wilmington Convention Center. The new 186 room Embassy Suites hotel would consist of eight (8) floors with a total elevation of approximately 135' in height to the highest associated structure on the roof of the proposed building. Parking for the proposed hotel would be available at the existing Wilmington Convention Center parking deck, which is accessible from Nutt Street. The application also states a new roadway extension would be constructed from Estell Lee Place to access the new hotel, along with enhancing the existing parking area at The Greater Wilmington Chamber of Commerce located at 1 Estell Lee Place. The application states that the proposed work in this area is located outside the 75' Coastal Shoreline Area of Environmental Concern (AEC) and that the owner and The Greater Wilmington Chamber of Commerce are in agreement for the proposed improvements to the existing parking area. The application also states a timber access walkway and grass pavers, measuring approximately 170' in length by 8' in width would lead from the new hotel to the existing City's public Riverwalk, which would be entirely over highground on the City of Wilmington's property. The applicant has received authorization from the City of Wilmington for the proposed development within the 75' Coastal Shoreline AEC on the City of Wilmington's property (See Sheets 2 of 2, A201, A203, A204, C107-Cl09, C111, City's Authorization Letter and Project Narrative). (2.45 acres), of which only 2.13% would be within the 75' Coastal Shoreline AEC. The only proposed development within the AEC would be the limits of disturbance for the site preparation and the construction of the timber walkwalk and grass pavers. The application states that a stormwater permit application was submitted on 12/08/2015 and an erosion and sedimentation plan was submitted on 10/14/2015 for the proposed project.
