To Whom it May Concern,
My client received a letter requesting that a North Carolina Professional Engineer
respond to or certify to questions as follows:
❑ Pipe and Pit P-1 Location— The location of the pipe between P-1 and P-2 on Drawing
22301-G-100 is shown to be between Barn 100 and the waste pond. However,
photographs and notes from DWR staff indicate that the pipe appears to have been
installed in/along the south and west sides waste pond embankment. DWR staff also
expressed concern regarding the installation of P-1; indicating that P-1 appears to have
been installed in the waste pond or have disturbed the waste pond embankment. Please
provide engineering design details for any and all locations where a waste storage
structure or lagoon was or is to be disturbed. Provide installation details. A Professional
Engineer will need to specifically certify that any damage to a waste pond or lagoon has
been repaired to meet NRCS Standards.
My response is that the installation of P-1 is such that minimal impact has been
made to slope from P-1 to waste lagoon in order to install P-1 and the overflow
flume as required. Please note that in my professional opinion the original design
location of of P-1, P-2 and the 6" pipe from P1 to P2could not be installed due to
conflict with existing building structure. I have prepared revision plan that
addresses the concern of DWR staff. The remediation requested will be addressed
upon installation of flume. Please note that the impact mentioned above does not
adversely impact lagoon function. I will issue certification as requested upon
completion of the installation of P-1 and P-2 in accordance with plan revisions I
prepared that has been included with this response letter.
❑ Influent/Effluent Sampling — Please indicate location for sampling of influent to and
effluent from each digester. Your January 19, 2024 response stated that this information
is included in the O&M Plan. Please indicate, specifically, where this information can be
found. The O&M Plan should clearly state the location for influent and effluent sampling.
This should also be shown on one of the diagrams.
The location of the influent/effluent sampling points have been shown on the plan
revision included with this response
❑ Digester Berm/Stormwater Management —During the January site visit, Sustain RNG
staff indicated that a berm or some other stormwater management structures would be put
in place at the downslope of the digester. Please provide additional information regarding
planned stormwater management.
The requested stormwater management was not required by county erosion
control/stormwater department and was not shown the plan revision included with
this response.
❑ ❑ Certification of Waste Structures — A Professional Engineer or Certified Technical Specialist
with the proper designation must certify that any waste pond or lagoon that was disturbed during
construction meets the design. This includes certification of waste level gauges and any
spillways.
Construction is not complete as such the certification can not be provided at this time. The
installation of Pl, P2 and the location of the pipe in dam meets design standards associated
with this project. As noted herein the original design location of P-1, P-2 and the pipe
from P1 to P2 could not be installed due to conflict with existing building structure.
❑ []Phosphorus DAF - the P-DAF material that results from the screw press operation is
considered an animal waste. Accordingly, this material must be sampled and analyzed the same
as other liquid and solid manures.
Not a matter of this report or certification.
The result of my inspection is that the as -built installation of Pl, P2 and the location of
the 6" pipe meets the requirements of the original design and the NC Dam Safety Code
hope this letter serves to inform as required
